2) Approval of Special Event Grant from Edwardsville Arts Center for the Edwardsville Art Fair in an amount not to exceed $7,441.86 for fiscal year 2025-2026 – Motion to approve (Grant), seconded (Miracle) and voted all ayes to forward to Council

3) Approval of Special Event Grant from Edwardsville Unity for their Unity Fest in an amount not to exceed $4,651.16 for fiscal year 2025-2026 – Jesse Allen spoke about the event – Motion to approve (Grant), seconded (Krause) and voted all ayes to forward to Council

4) Approval of Special Event Grant from Edwardsville Rotary Club for the Busey Bank Rotary Criterium Festival in an amount not to exceed $7,441.86 for fiscal year 2025-2026 – Ron Swaim from the American Legion said they will participate in the event – Motion to approve (Grant), seconded (Miracle) and voted all ayes to forward to Council

5) Approval of Special Event Grant from Lynne F Solon Foundation for their 2025 Pickleball Palooza in an amount not to exceed $1,395.35 for fiscal year 2025-2026 – Bart Solon and Nancy Harrell spoke about the event – Motion to approve (Grant), seconded (Miracle) and voted all ayes to forward to Council

6) Approval of Special Event Grant from the EGHM Foundation USTA Pro Circuit for their USTA Pro Circuit Tennis Tournament event in an amount not to exceed $7,441.86 for fiscal year 2025-2026 – Motion to approve (Grant), seconded (Krause) and voted all ayes to forward to Council

7) Approval of Special Event Grant from Madison County Historical Society for their Living History Days in an amount not to exceed $7,441.86 for fiscal year 2025-2026 – Dr. Steve Hansen provided information on the event to be held on October 4th and 5th – Motion to approve (Grant), seconded (Krause) and voted all ayes to forward to Council

8) Approval of Special Event Grant from the Glen Ed Sports Association for their Glen-Ed Spring Kick-Off & Champions Cup Tournament event in an amount not to exceed $7,441.86 for fiscal year 2025-2026 – Motion to approve (Grant), seconded (Miracle) and voted all ayes to forward to Council

9) Approval of Special Event Grant from The Goshen Market Foundation for their Land of Goshen Community Market in an amount not to exceed $7,441.86 for fiscal year 2025-2026 – Motion to approve (Grant), seconded (Krause) and voted all ayes to forward to Council

10) Approval of Special Event Grant from Edwardsville Children’s Museum for their Car KaChow event and Santa event in an amount not to exceed $7,441.86 for fiscal year 2025-2026 – Heather Zuck from the Edwardsville Children’s Museum spoke about the events – Motion to approve (Grant), seconded (Krause) and voted all ayes to forward to Council

11) Approval of Special Event Grant from Edwardsville American Legion Post 199 for their July 4th Celebrations in an amount not to exceed $3,720.93 for fiscal year 2025-2026 – Doug Thompson from the American Legion gave information on the event and fireworks – Motion to approve (Grant), seconded (Krause) and voted all ayes to forward to Council

12) Approval of Special Event Grant from Opera Edwardsville for their 2025 Season in an amount not to exceed $7,441.86 for fiscal year 2025-2026 – Motion to approve (Grant), seconded (Miracle) and voted all ayes to forward to Council

13) Approval of Special Event Grant from the Craig James Foundation for the AJ Epensena & Craig James Football Camp in an amount not to exceed $3,255.81 for fiscal year 2025-2026 – Craig James gave information on the event on June 24th and plans to partner with the Battlehawks – Motion to approve (Grant), seconded (Miracle) and voted all ayes to forward to Council

14) Approval of Special Event Grant from Friends of Leclaire for Leclaire Parkfest in an amount not to exceed $7,441.86 for fiscal year 2025-2026 – Will Krause provided information on the event and tours – Motion to approve (Grant), seconded (Miracle) and voted two ayes and one abstain (Krause) to forward to Council

15) An Ordinance Making Appropriations for the Fiscal Year Beginning the First Tuesday in May, A.D., 2025 and Ending the Monday Proceeding the First Tuesday in May, A.D., 2026 – First Reading – Jeanne Wojcieszak provided information on the budget – Motion to approve (Grant), seconded (Krause) and voted all ayes to forward to Council

16) A Resolution Approving the Placement of Banners on Streetscape Light Poles in Downtown Edwardsville by the Bicycle & Pedestrian Advisory Committee – Eric Williams gave information on twelve banners – Motion to approve (Grant), seconded (Krause) and voted all ayes to forward to Council
