Chairman Alderperson Randle called the meeting to order at 6:00 p.m.

Approval of Minutes
(01:24) Alderperson Weygandt made a motion to approve the minutes from March 17, 2025. Alderperson Schneider seconded the motion. All members were in favor by voting aye.
Director of Public Works
(01:43) Jason gave an overview of the departments.
Mowing season has begun.
The Cemetery, Parks and Sanitation Departments are hiring.
Art On The Square preparations have begun with downtown landscaping along Main St. Replacing mulch and planting flowers in large flowerpots.
The Streets Dept. has received their new truck.
Public Works is continuing to work on drainage issues on Tudor Dr. Drains were blocked over the weekend but have been cleared.
ILAW is completing their project. Permanent repairs will be underway soon.
The subsidence at Ruler Food continues to be mitigated.
Alderperson Weygandt asks Jason when Ditching will be performed.
Jason explains they were working in Dutch Hollow last week and it is ongoing.
Alderperson Weygandt reminds Jason, Pennsylvania Ave. still needs to be trenched. He also reminds Jason that the street in front of Alderperson Weygandt's house is collapsing on the side, beginning to cave in; the water washing the rock out.
New Business
1. TIF 12 Alleyway Resurfacing Award
(5:52) Motion to approve DMS Contracting, Inc., lowest responsive bidder, in the amount of $135,560.20 for TIF 12 Alleyway Resurfacing. Work consists of oil and chip surfacing with pulverization and reshaping to repair deteriorated areas and all incidental and collateral work necessary to complete the work. (TIF 12 Funds) Locations include:
1. Between Sherman St. & Schilling Ave, and Lebanon Ave & N. Church St.
2. Between Sherman St. & Schilling Ave, and N. Church St. & N. Charles St.
3. Between Sherman St. & Dewey and N. Charles St. & Lasalle St.
4. Between S. 23rd St. & S. 22nd and W Washington and S Belt W.

(7:09) Motion to approve Gonzalez Companies in the amount of $78,460.00 for Construction Inspection of Downtown Resurfacing. (ARPA Funds)
Locations include W. Main Street from West A Street to 1st Street, E. Main Street from High Street to Oak Street, West A Street from N. 1st Street to N. 3rd Street, N. 1st Street from W. Main Street to West A Street, and N. 3rd Street from W. Main Street to W. A Street.
Alderperson Rothweiler made a motion to approve Gonzalez Companies in the amount of $78,460.00 for Construction Inspection of Downtown Resurfacing. (ARPA Funds)

4. E. Monroe and S. Abend St. Resurfacing Design Proposal, Work Order #40
(9:37) Motion to approve Oates Associates in the amount of $69,800.00 for Engineering Design of East Monroe, from S. Jackson to S. Church St., and South Abend St., from East Grant to East McKinley. (HRST Funds)

5. Agreement for FY 2025-2026 MFT/TIF Programs, Task Order #3
(10:15) Motion to enter into an agreement with Lochmueller Group in the amount of $39,950.00 for FY 2025-2026 MFT/TIF Program Construction Inspections, Pay Estimate submittals, and final record close outs to IDOT. (MFT/TIF Funds)

Old Business
Chairman Alderperson Randle gave reminds the committee of a previous request for Scott to check with ILAW about projects in Oak Knoll Subdivision.
Scott gives an overview, explaining ILAW does not have plans to replace water lines in Oak Knoll but the lines are short distances, and it is possible to work this into their budget. They are aware we have plans to improve the streets in Oak Knoll.
There are cast iron lines in the subdivision; they are known to break 55-60 years. The lines were installed in 1972.
ILAW is willing to work with the city to improve the lines.
Miscellaneous/Aldermanic Discussion
1. 58 Lake Forest Drive: Water Drainage Issues
(12:14) Chairman Alderperson Randle gave an overview regarding the drainage of 58 Lake Forest Drive.
Scott explained residents in Lake Forest are experiencing large volume of drainage from a farm field, flooding into their backyards, depositing silt soil from the farm field. Scott suggested ideas to homeowners. The homeowners request the city to participate by making some improvements. However, the city does not work on private property. The homeowners understand the committee will have a discussion regarding the drainage issue.
During discussion, it was determined that the gas company had installed a gas line in 2019. Within the project, there was negotiation with an easement during the project between the resident and the gas company, to extend the pipe.
Prior to the gas company installing the line, there were no known issues of flooding.
Scott explains the ditch is located in the residents' backyards.
(31:50) 6:14 p.m. Alderperson Ovian joins the meeting.
Alderperson Ovian expresses his concern at IL-157 & W. Main St. Property belongs to Storm/Sanitary Sewer.
Scott explained he has requested information from IDOT as to who is responsible for maintaining and repairs to the sidewalk and storm sewer at IL-157 & W. Main St. IDOT replied, stating the City of East St Louis is responsible, and their consulting engineer was analyzing the issue. IDOT has not received a reply from the consulting engineer.
Alderperson Ovian asks Scott what reply he has received from ILAW regarding Oak Knoll Subdivision. Scott repeated his report above.
