6:30 PM Call to Order

Mayor Short called the Caucus meeting to order.

Also in attendance were Deputy Clerk Fuhler, Attorney Genovese, Building & Zoning Administrator/Fire Chief Flaugher, Deputy Fire Chief May, Street Superintendent Keplar and two guests.

6:31 PM Minutes – February 24, 2021

Mayor Short called for approval of the minutes of the February 24, 2021 Caucus Meeting. He asked if there were any corrections, additions, deletions or clarifications. There were none. Motion to Approve, Moved by White, Seconded by Kostyshock

6:31 PM Purchase of a Replacement Gas Monitor for Unit #2412 – May Deputy Chief May recommended the purchase of a Drager Model X-Am 2500 4-gas monitor for Unit #2412; adding that this monitor would replace the aging, stand-alone, single-gas monitor currently in use. May went on to say that the same Drager gas monitors are currently being used in units 2430 and 2413 and can be easily calibrated in-house by Fire Department personnel. May noted that the current gas monitor in Unit #2412 has to be shipped off to MSA to be calibrated. May explained that Unit #2412 is scheduled to be replaced in the near future and that the new gas monitor would be installed in Unit #2412 temporarily until being moved to the new replacement Engine. May concluded by stating that the Village budgeted $1,000 for the purchase of the replacement gas monitor and that Banner Fire Equipment came in with a bid of $877. May also stated that delivery time would be two to three weeks.

6:35 PM Purchase of a Power Load System for Ambulance #2440 – May Deputy Chief May explained that the purchase of the Stryker Power Load stretcher loading system for Ambulance #2440 would significantly increase the safety of patient movement by eliminating a minimum of three movements on each ambulance call, reducing the potential for most EMS back injuries. May stated that adding the Power Load System to Ambulance #2440 would enable the Village to include #2440 in the weekly rotation, which would extend the life of #2442, the 2017 ambulance currently in use. Deputy Chief May went on to recommend that the Village purchase the Power Load System from Stryker Emergency Care for $22,275 and the installation of the system from American Response Vehicles for $1,500, for a total cost of $24,175. May noted that $28,000 was budgeted for this item and added that the $13,100 received from the sale of Unit #2441 would be applied to the purchase of the Power Load System, reducing the cost of the unit to $11,075. May assured the Board that there is a back-up plan in place should #2442 become unavailable during the estimated two-to-three-day period that the Power Load System will be installed in #2440.

The Board agreed with Mayor Short’s recommendation to move forward with ordering the system immediately in order to ensure that the purchase is included in this fiscal year. Delivery of the system takes 2-4 weeks.

6:44 PM Bid Results for the 2021-2022 Grass Cutting Contract – Keplar Street Superintendent Keplar requested that the mowing contract for the 2021 and 2022 mowing seasons be awarded to R&B Outdoor Services from Granite City, as their bid of $2,669.25 was the lowest of the seven bids received by the Village. Keplar stated that this bid award is pending a performance bond that has been requested at the acceptance of the mowing contract. Mayor Short noted that the previous per-cut mowing contract with Adam’s Mowing & More was $2,773.28. Short added that Attorney Genovese will work on the contract to present to R & B. 6:50 PM Bid Results for the Borri Drive Drainage Improvements Project – Keplar/Mayor

Mayor Short explained that the Borri Drive drainage improvement project had to be contracted out due to the significant size of the project. He went on to say that the Village received three bids for the project and that Korte & Luitjohan Contractors submitted the lowest bid of $57,311. Short added that he was notified about a week and a half ago that the Village will be receiving a $15,000 Environmental Grant for the project. Short then requested that the Board move forward with providing the notice of award to Korte & Luitjohan. Short noted that this project is not in the current budget, but added that there is about $100,000 left in the budget for engineering this year, as well as roughly $30,000 for miscellaneous improvements.

7:00 PM Trustee Comments

Trustee Kostyshock commented on the progress of the Dollar General building. He stated that the target date of completion, weather permitting, should be sometime in April 2021. Trustee Clark stated that the Fall Fest scheduled for 10/16/21 could be added to the Maryville calendar.

Trustee Clark inquired about the progress at Pleasant Ridge Park. In response to Clark, Mayor Short stated that they are continuing to clear out trees and that preliminary work has begun.

Short also noted that, due to a steel shortage, the contractor has yet to receive the steel pieces needed to secure the box culvert. Short added that the project’s target of completion will be pushed back to August 2021.

Trustee White asked if there have been any discussions regarding this year’s homecoming. In response to White, Deputy Fire Chief May stated that most of the details have been ironed out for homecoming weekend, but added that they are waiting for feedback from the Illinois Department of Public Health and the Liquor Commission regarding the issuance of food and special event licenses.

Trustee White inquired about this season’s summer help. Mayor Short responded by stating that the Village is currently accepting applications for two Water Department and two Street Department summer workers and that applicants who have worked for the Village previously would have priority.

Trustee White asked if softball and baseball would be starting up this spring. Mayor Short’s response was that there are currently 246 kids registered for Khoury League and that registration is still available on-line. Short added that the ball fields are being prepared for the upcoming season.

7:07 PM Mayor Comments

Mayor Short updated the Board on the Street Department’s progress with the salt shed project and the clean-up of the Community Center after the water pipe break.

Mayor Short informed the Board that the police squad car sold on Purple Wave for $3,850.00. Short added that the Street Department currently has a trailer that has not been in use for several years for sale on Purple Wave as well.

On behalf of Trustee Vallino, Mayor Short reported that the Rabies Clinic has been scheduled for 5/8/21 from 9:00 a.m. until noon.

Mayor Short stated that the Maryville Library Board has a special meeting scheduled for 3/16/21 to discuss, and most likely approve, the purchase of a new building that will better accommodate the library’s needs.

Mayor Short indicated that the drive-through Farmer’s Market is tentatively set to start next month.
