Mayor Jackstadt called the meeting to order.

The Pledge of Allegiance was recited by all.

MEMBERS PRESENT: Jorja Dickemann, Ross Breckenridge, Mary Beth Williams, Micah Summers, Steve Slemer, Brooke Harmony Village Attorney, Jim Schrempf and Village Administrator, Jamie Bowden were present.

Letters of Interest to the Board/Mayor’s Announcements

Mayor Jackstadt thanked all those who attended this year’s Homecoming. He thanked the sponsor’s and members of the Community Events Committee. A special thank you went to Trustee Slemer, Liaison of the committee. A full report will be provided once all the bills are paid.

The annual Water Quality Report is now available to view at http://www.glencarbon.il.us/DocumentCenter/View/385 or for a paper copy call, 618-288-1200.

The Village is happy to announce, that there is a new recreational opportunity for our residents. The Ed Glen Pool at SIUE is now open until August 14, 2016. Residents will have the opportunity to purchase daily passes or memberships. For more information contact Village Hall at 618-288-1200.

APPROVAL OF PREVIOUSLY REVIEWED MINUTES – JUNE 14, 2016 AND

EXECUTIVE SESSION MINUTES FOR JUNE 14, 2016

Ross Breckenridge moved for approval of the minutes for June 14, 2016. Micah Summers seconded.

CITIZENS WISHING TO SPEAK BEFORE THE BOARD

Gary Denny

Mr. Denny stated that he is representing the landowners on Pioneer Trail regarding action on the

final subdivision plat. Mr. Denny stated Pioneer Trail has been a 20’ roadway easement since

1974 when the neighborhood was platted. Mr. Denny opined that it is the collected opinion of

the current landowners and homeowners of Pioneer Trail that the Village of Glen Carbon has not

been willing to offer or provide any due consideration regarding the prior objections to the

proposed subdivision. Mr. Denny stated that this should not be a rubber stamp process.

Mayor Jackstadt informed Mr. Denny that he has gone over the five minute limit to speak before

the Village Board. He asked the Village Board if they want to make a motion to allow additional

time for Mr. Denny to speak.

Micah Summers moved to allow additional time for Mr. Denny to speak. Jorja Dickemann seconded.

Voting against: None

Mr. Denny stated the residents on Pioneer Trail feel they should not have to deal with increased

traffic and that the current width of the road will not allow two-way traffic. The proposed

subdivision will add an additional five homes to the area that will increase the traffic on the road.

BUSINESS OF THE MONTH

Mayor Jackstadt announced American Cleaners as the Business of the Month. A Certificate of

Achievement was presented to business owner, Lory Healey.

NEW BUSINESS:

Appointment of Carson Maricle to the Glen Carbon Zoning Board of Appeals (6/28/2016 to

4/30/2018)

Jorja Dickemann motioned to lay over the appointment of Carson Maricle to the Glen Carbon

Zoning Board of Appeals. Brooke Harmony seconded.

Voting in favor: Dickemann, Breckenridge, Williams, Summers, Slemer, Harmony

Voting against: None

Appointment of Jerry Zacheis to the Glen Carbon Police Commission (5/01/2016 to

4/30/2019)

Mayor Jackstadt requested a motion to appoint Jerry Zacheis to the Glen Carbon Police

Commission.

Mr. Zacheis is a current member of the Police Commission and has been serving on the

commission for about two (2) years. Mayor Jackstadt believes Mr. Zacheis is the person for this

job. He and his family have lived in Glen Carbon since 2005. His wife Jill is from Glen Carbon

and Jerry has lived in the Edwardsville/Glen Carbon area since 1991.

Jerry earned his Bachelor’s Degree in biology from SIU in 1997. He worked as an emergency

medical technician from 1998 to 2002 and has been employed by the Illinois State Police for

fourteen (14) years. He was a road trooper for the first five (5) years and CSI for nine (9) years.

He was recently promoted to Sergeant.

Mr. Zacheis was originally and unanimously appointed to the Police Commission by this Board

on April 8, 2014. He most recently serves as the secretary for our Glen Carbon Police

Commission and since taking that position, the minutes of the Police Commission are now

prepared and sent to the Village website.

In addition to Jerry’s training on the Open Meetings Act, as all volunteer committee/commission

members must take and pass, Mr. Zacheis has attended the Police Commission Conferences

receiving Police Commission training on several topics including Entry Level and Duties of the

Board of Fire and Police Commissions, duties of the commission secretary and logistics of the

commission.

Mayor Jackstadt stated that he believes Jerry Zacheis has the background and expertise to

continue to be an effective volunteer Police Commission member. Jerry wants to continue to

help the Village in this volunteer position.

No motion was made.

Approval of Ordinance No. 2016-18 – An Ordinance Authorizing the Village of Glen

Carbon, Madison County, Illinois to Execute a Loan Agreement to Borrow Funds from

Water Pollution Control Loan

Jorja Dickemann motioned for approval of Ordinance No. 2016-18 – An Ordinance Authorizing

the Village of Glen Carbon, Madison County, Illinois to Execute a Loan Agreement to Borrow

Funds from Water Pollution Control Loan. Micah Summers seconded.

Voting in favor: Dickemann, Breckenridge, Williams, Summers, Slemer, Harmony

Voting against: None

Approval to Place the Police Pension Fund Performance Letter and Related Materials on

File with the Village Clerk

Steve Slemer motioned for approval to place the Police Pension Fund Performance Letter and

Related Materials on file with the Village Clerk. Brooke Harmony seconded.

Scott Borror, Director of Finance, stated in accordance with Public Act 95-950, it is

recommended that this annual disclosure be placed on file with the Village Clerk.

Approval of the Application to Conduct Solicitation of Funds on a Public Way

Steve Slemer motioned for approval of the application of conduct solicitation of Funds on a

public way.

Chief Link presented the application submitted by Meridian Village to raise money for the

Alzheimer Association. They petitioned to solicit funds at the intersection of South Main and

Glen Crossing Road on August 6, 2016 from 9:00 a.m. to 1:00 p.m. Chief Link noted that this

organization was granted permission to solicit funds at the same location on August 1, 2015.

Approval of the Low Bid for the 2016 ADA Sidewalk Ramp Improvements for Glen

Crossing and Meridian Road Project in the Amount of $60,423.00 with Stutz Excavating

Inc.

Ross Breckenridge moved for approval of the low bid for the 2016 ADA sidewalk ramp

improvements for Glen Crossing and Meridian Road project in the amount of $60, 423.00 with

Stutz Excavating Inc. Micah Summers seconded.

Approval to Proceed with the Purchase of Microsoft Exchange Server Licenses from CDWG

and a Service Agreement with Acropolis to Perform Setup and Migration in the Total

Amount of $27,717.41

Mary Beth Williams moved for the approval to proceed with the purchase of the Microsoft

Exchange Server Licenses from CDW-G and a service agreement with Acropolis to perform

setup and migration in the total amount of $27,717.41. Brooke Harmony seconded.

Approval of the Final Plat for Pioneer Trail Subdivision

Brooke Harmony moved for approval of the final plat for Pioneer Trail Subdivision. Micah

Summers seconded.

Mary Beth Williams stated she is opposed to this final plat because this is a private access

easement. Private roads do not comply with the ordinances and should not be approved as such.

In Mr. Denny’s plea for the Village Board not to rubber stamp this approval, Brooke Harmony

stated we have had our attorney’s review this. Multiple meetings have been held on this subject.

We have not violated any existing Village code. We are doing everything we should be doing in

following the Village code.

Mayor Jackstadt stated even though he does not have a vote, he is opposed to approval of the

final plat for the same reason Ms. Williams is opposed to this. This is not good growth.

Approval of Ordinance 2016-19 – An Ordinance Approving the Rezoning Request from

CG (General Commercial) to RM (Multiple Family Residential) on 1.93 Acres Located on

Auerbach Place

Jorja Dickemann motioned for approval of Ordinance 2016-19 - An Ordinance Approving the

Rezoning Request from CG (General Commercial) to RM (Multiple Family Residential) on 1.93

Acres Located on Part of Outlot A of Meridian Commercial Park at the Corner of Commercial

Parkway and Auerbach Place. Steve Slemer seconded.

Mayor Jackstadt requested a motion to go into executive session pursuant to Sections 2C1 –

Appointment, employment, compensation, discipline, performance or dismissal of specific

employees; 2C5 – Purchase or lease of real property for use by the public body; 2C6 – Setting of

a price for sale or lease of property owned by the public body, 2C11 – Litigation against or

affecting or on behalf of the body when the same is pending or there is a specific finding that

action is probable or imminent. We will reconvene only for purposes of adjournment. We will

invite our Village Administrator, Village Attorney, Village Clerk, Police Chief, Lori Gibson,

Human Resources Administrator, Attorney Tom Berry and Tom Casey with SCI Engineering.

Jorja Dickemann moved for approval to go into executive session pursuant to Sections 2C1, 2C5,

2C6, 2C11. Brooke Harmony seconded.
