Granite City Council gathers to approve motions

Members of the Granite City Council met Tuesday, July 5.

The Granite City Council consists of 10 nonpartisan officials, two from each of the city’s five wards. Elected for staggered, four-year terms, the members serve as the legislative forum for the city, and are responsible for adopting and enforcing ordinances for all municipal affairs.

Here are the meeting minutes as provided by the Granite City Council:

CITY COUNCIL MINUTES 

JULY 5, 2016 

Mayor Ed Hagnauer called the regular meeting to order of the city council at 7:06 p.m. 

ATTENDANCE ROLL CALL: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell, Elliott, Clerk Whitaker and Mayor Hagnauer were present. 

MOTION By Williams, second by Thompson to approve the minutes from the City Council Meeting on June 21, 2016. ALL VOTED YES. Motion carried. 

MOTION By Thompson, second by Pickerell to allow Linda Knogl 3 minutes to address the City Council regarding Maintenance of grass and weeds and Ponds on the Morrison Connector Road. ALL VOTED YES. Motion carried. 

MOTION By McDowell, second by Elliott to place on file the Plan Commission Agenda for July 7, 2016. ALL VOTED YES. Motion carried. 

MOTION By McDowell, second by Petrillo to place on file the HARC Minutes from June 28, 2016. ALL VOTED YES. Motion carried. 

MOTION By McDowell, second by Elliott to concur with the HARC and deny the request at 2054 Edison Ave, for a rooftop garden. ROLL CALL: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Pickerell and Elliott voted yes and Petrillo voted no. Motion carried. 

MOTION By McDowell, second by Jackstadt to concur with the HARC approval of a Green House and Nursery and renovation at 1824 State St. and 1820-1830 State St. ALL VOTED YES. Motion carried. 

MOTION By McDowell, second by Elliott to suspend the rules and use the Omnibus proposal for approval of 7 TIF applications. ROLL CALL: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried. 

MOTION By McDowell, second by Elliott to concur with the approval of the HARC for the 7 TIF Applications: 1. Brenda Whitaker-Novel Idea Bookstore & More at 1400 Niedringhaus Ave. 2. Mike Dixon-Dixon Mechanical-1735 Grand Ave 3. Chris Janek-Tanks Training Facility-1906 State 4. Joseph Langley-Whistle Stop Gallery-1938-40 State 5. Joseph Colyer-GC Business Foundry-2054 Edison 6. Larry Zotti-GC Fire Museum-1411 19th St 7. Mike Dawson-Dawson’s Gym-1815-B Delmar ROLL CALL: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried. FINAL PASSAGE: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried. 

Alderman Pickerell stated that in the Committee Meeting a Motion was made and seconded to authorize the City Attorney or Mayor to examine other Communities on their Liquor Licenses and bring back a report to see how Granite City can improve on ours. 

MOTION By Thompson, second by Davis to suspend the rules and place on final passage an Ordinance to transfer Surplus Trailer. ROLL CALL: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried. FINAL PASSAGE: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried. 

MOTION By Elliott, second by McDowell to place on file the Police Department Reports for May 2016. ALL VOTED YES. Motion carried. 

MOTION By Schmidtke, second by Davis to promote Engineer Rich Wilson, to Captain and Firefighter/Paramedic Matt Wisczaroski, to the rank of Engineer and to hire, a probationary Firefighter\Paramedic, from the current eligibility list, all on the approval of the Board of Fire and Police Commissioners. ROLL CALL: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried. 

MOTION By Schmidtke, second by Simpson to place on file the Fire Department Monthly Report for May 2016. ALL VOTED YES. Motion carried. MOTION By Williams, second by McDowell to give the City Attorney authority to settle cases discussed in the Insurance Committee Meeting on July 5, 2016. ROLL CALL: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried. 

MOTION By Williams, second by Pickerell to place on file the Insurance and Safety Committee Minutes for June 16, 2016 and for the Closed Minutes, for June 16, 2016, to remain closed for 6 months. ALL VOTED YES. Motion carried. 

MOTION By Jackstadt, second by McDowell to send back to Economic Development Committee the Resolution Approving Agreement with Push Media Solutions to provide Social Media Services to the City of Granite City. 

MOTION By Jackstadt, second by Thompson to approve a Resolution to Release Lien on 3001 Marshall Ave., Granite City, Illinois. ROLL CALL: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried. 

MOTION By Jackstadt, second by Simpson to place on file the Economic Development Committee Minutes for June 21, 2016. ALL VOTED YES. Motion carried. 

MOTION By Simpson, second by McDowell to approve the Bill List for June 2016 in the amount of $2,019,622.69. ROLL CALL: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried. 

MOTION By Simpson, second by Elliott to approve the Payroll for the period ending June 30, 2016 in the amount of $641,728.02. ROLL CALL: McDowell, Davis, Thompson, Schmidtke, Simpson, Jackstadt, Williams, Petrillo, Pickerell and Elliott. ALL VOTED YES. Motion carried. 

MOTION by Thompson, second by Schmidtke to adjourn the City Council Meeting at 7:22 p.m. Motion carried.
