Mayor Jackstadt called the meeting to order.
The Pledge of Allegiance was recited by all.

Village Attorney, Jim Schrempf and Village Administrator, Jamie Bowden were also present.
Letters of Interest to the Board/Mayor’s Announcements
Mayor Jackstadt announced the Edwardsville/Glen Carbon pool at SIUE is currently closed for
repairs. It is anticipated that the pool will reopened by this week’s end.
The Edwardsville Futures Pro Circuit Tennis Tournament hosted by the EGHAM Foundation
and the ESH Tennis Program is now underway at the EHS Tennis Complex through July 31st.
The Village of Glen Carbon is a proud sponsor of this event by making a donation from our
Tourism Fund.

Approval of a Final Plat for Crystal View Estates 3rd Addition
Brooke Harmony motioned for approval of a final plat for Crystal View Estates 3rd Addition.
Steve Slemer seconded.
Attorney Schrempf stated they have worked for a number of months with the developer and their
attorney on how this can be acceptable to both the developer and the Village. We have been
unable to accomplish that goal. Unfortunately it is resulting in litigation. A suit has already
been filed. The question in the law suit will be: Has the developer met his obligation on
presenting a plan with the detail necessary for appropriate approval? It is Mr. Coody’s
recommendation that the developer has not. That is also based on review from our engineers.
As of tonight, Mr. Coody is recommending denial of approval of the final plat based upon the
materials to support the subdivision received by the Village so far.

Liability and Workers Compensation
Jorja Dickemann motioned for approval of Arthur J. Gallagher Risk Management Services for
property, general liability and workers compensation. Ross Breckenridge seconded.
Jamie Bowden, Village Administrator, reported three (3) RFQ’s were received for the following
providers:
1. Arthur J. Gallagher
2. Corkhill Insurance Agency
3. Warma, Witter, Kreisler and Associates Inc.
Mr. Bowden reported that the Finance and Administration Committee recommended to proceed
with the serves of Arthur J. Gallagher Risk Management Services.
Jessica Govic, Program Administrator with Gallagher was present.
Micah Summers stated he still has some follow up questions regarding the flat fees since
Warma, Witter Kreisler and Associates fee was zero because they work off the commission of
what they would receive.

Chief Link noted that this organization was granted permission to solicit funds at the same
location on September 26, 2015 and the request was approved.

Final Report of the 2016 Homecoming
Steve Slemer provided financial reports showing an $8,840.10 profit for the 2016 Homecoming.
Jorja Dickemann added that some of the numbers on the sheet for the 2015 Homecoming are
incorrect. Finance Director Scott Borror stated he will look into it further.
Jorja Dickemann commented that the Community Events Committee consists of a new group of
volunteers that was able to bring in a profit with no direction from the previous committee
members. Since the fire department handled the alcohol sales this year, it released the burden to
recruit the number of volunteers that were need in previous years.
Trustee Slemer stated that the Community Events Committee would like some direction from the
Village Board for the 2017 Homecoming.
Mayor Jackstadt commented the $8,840.10 profit is good even though it is below the average
profit earned for the events in the prior ten (10) years. This is the first year in many years where
our profit did not include alcohol sales. Mayor Jackstadt thanked Steve for being a good liaison,
the Community Events Committee, and the sponsors.
Approval of 2016 Glen Fest Budget and Event
Brooke Harmony motioned for approval of the 2016 Glen Fest budget and event. Steve Slemer

Steve Slemer presented the proposed budget of $2,300.00 for the 2016 Glen Fest that will be
held on Saturday, September 24th from 5:00 p.m. to 12:00 a.m.

Approval of Ordinance No. 2016-22 – An Ordinance Authorizing the Transfer of Real
Property from the Village of Glen Carbon to the Glen Carbon Fire Protection District
Steve Slemer motioned for approval of Ordinance No. 2016-22 - An Ordinance Authorizing the
Transfer of Real Property from the Village of Glen Carbon to the Glen Carbon Fire Protection
District. Brooke Harmony seconded.
Attorney Schrempf presented Ordinance No. 2016-22, the price for the sales remains at $60,000.
Also attached is an intergovernmental agreement which is authorized by this same ordinance.
This is an ordinance that requires a supermajority vote that will require five affirmative votes
including the mayor.
Mary Beth Williams stated she is in favor of the transfer of the property, but she is rigorously
opposed to the price which is significantly lower than both of the appraised values. She thinks it
is fiscally irresponsible to sell this property at that price.
Mayor Jackstadt stated he is in support of the Village selling the 3.4 acres to the Glen Carbon
Fire Protection District. He is not in favor of selling the property for only $60,000.00. There
were two appraisals done on this property.

One in June, 2015 that the Fire Protection District paid to have done, this showed a market value
of $127,500.00. In August, 2015 to show that we are doing our due diligence, the Village Board
hired a Illinois State Certified Real Estate appraiser, that showed a market value of $145,000.00.
Mayor Jackstadt stated there are two reasons for his concern and opposition to the $60,000.00
sale price.
1. The Village of Glen Carbon taxpayers can use these additional funds.
2. The proposed transfer of $60,000.00 is unfair to certain Glen Carbon taxpayers who are
not within the Glen Carbon Fire Protection District, while providing a windfall to certain
taxpayers that are only Glen Carbon Fire Protection District taxpayers and do not pay real
estate taxes to the Village.
Brooke Harmony pointed out that she was against having the second appraisal done after we had
asked the Fire Protection District to get an appraisal. Ms. Dickemann stated she was also against
getting the second appraisal. Ms. Harmony stated for the record she is going to vote yes.
Transferring this property is good for the Village and good for the residents.

Peggy Goudy, and our Village Attorney, Jim Schrempf.
