Alderman Jackstadt called the Economic Development Committee Meeting to order.

Jackstadt stated that first is an Ordinance amending Ordinance #8432 as to procedure for receiving downtown improvement grant and turned over to Attorney Leo Konzen. Attorney Leo Konzen stated this would change the procedure for Ordinance 8423 the TIF grants. The TIF program was installed to allow improvements to the facade as well as code compliances to buildings downtown. The current Ordinance states that the applicant would file application, and then it would be sent to the grant review board, and then sent to the HARC Committee, then on to the council for approval. Then the applicant then could do the work and be reimbursed. The Ordinance that is being presented tonight states that once the application is filed with the Economic Director and when it is found complete; the building owner would be able to go ahead and spend the money to start the project (taking the risk of being approved or not for the grant).Tonight we are asking for approval on the amended Ordinance.
