Alderman McDowell called the Planning & Zoning Committee Meeting to order.
McDowell turned the meeting over to Steve Willaredt.
Willaredt stated that tonight we have an amendment to an Ordinance to revise Ordinance
4849, concerning the membership of the Graphic Review Board. What this does is eliminates
some of the verbiage concerning board member qualifications. This is on the agenda tonight
for approval.
Motion by McDowell, second by Elliott to approve an Ordinance to revise Ordinance 4849,
concerning the membership of the Graphic Review Board. All Voted Yes. Motion Carried.
McDowell stated that next is discussion of limiting the amount of Used Car Lots in the city.
Willaredt stated that the Mayor has brought up the concern to him that we have a limitation
on liquor licenses, pawn brokers, different things of that nature and there a none used car
lots and I think we need to set a cap.
Discussion by the Mayor, Willaredt and the Council about the Used Car Lot numbers in the
City.
Willaredt stated that he will research further the Used Car Lot numbers and the restriction for
the City.
McDowell stated next is the discussion of the Sign Ordinance in regards to signage on
benches and we have a Mr. Salas to discuss the benches.
Salas stated his business is located in St. Louis Missouri and I have property in Granite City
and I am able to open a business in Granite City if that would be of any benefit.
Mayor stated that he has several questions; do you have written permission from the people
were the benches set.
Salas stated that he did not have permission.
Mayor asked why you would think that you could just drop them on someone’s property and
do you pay maintain around them. It upsets me that we have to go around and clean up after
you and you’re the person racking in the dough and you do not have to do anything. The
County has nice concrete trash bends and maintains the area around the benches. My next
question is do you regularly maintain the area and cut grass around benches or do you let the
companies that own the property do the work for you.
Salas stated that we do keep an eye on the benches, we do try maintain a minimum standard
of appearance, we try to control the litter around the area and there is no regular program in
place. The property owners do maintain the property just as they would with or without
these benches.
McDowell asks how many benches you have in Granite City now.
Salas stated the he has about twenty benches.
McDowell stated that at this time you have no business license.
Salas stated that he has no business license at this time and pay no license to the city of St.
Louis City.
Discussion by the Mayor, Willaredt and the Council about the placement of benches and the
maintain them.
McDowell stated that we would have to come back and revisit the benches in the City and
we would assume that you would not put out any more benches and clean up around the
current benches weekly. This was agreed by Salas.
Motion by McDowell, second by Davis to Adjourn the Planning & Zoning Committee Meeting.
All Voted Yes.
Meeting Adjourned.
