City of Belleville City Council met March 6.

Mayor Mark Eckert called this meeting to order.
Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.
Mayor Eckert requested City Clerk Dallas B. Cook to call roll. Members present on roll call: City Clerk, Dallas B. Cook, City Treasurer Hardt and City Attorney Garrett Hoerner. Aldermen: Joe Hazel, Ken Kinsella, Jane Pusa, Mike Buettner, Kent Randle, Scott Tyler, Raffi Ovian, Ed Dintelman, Phil Silsby, Bob White, Trent Galetti, Roger Wigginton, Phil Elmore and Jim Musgrove.

Rick Brown
Questions for the Mayor. Have you ever used a city credit card or accounts for personal use or personal purchases and paid the city back? Mayor Eckert explained public participation is not question and answer. Mr. Brown stated many questions have been asked and answered by the Mayor over the years. Have you ever billed the city for any expense of any kind for reimbursement? Have you ever put gas in your personal vehicle using city money or charging privileges or credit cards? Have you ever used your city badge or position as mayor to get discounts on meals? Mayor Eckert stated he had received the FOIA submitted by Mr. Brown with many of the questions. Mayor Eckert asked for a chance to respond. Mr. Brown asked if the City had ever purchased flowers or anything else from Eckert Florist?
Fire Chief Pour
Advised September is National Preparedness month. The City as well as joining communities use CodeRed. CodeRed relays advisory reports which are available via belleville.net.
Michael Hagberg
Stated he was surprised to see an appointment on the agenda. He is in favor of Mr. Gaa being appointed; however, is wondering why the city does not follow their own ordinances.
31.056 Notice to City Council Appointment
Whenever a vacancy occurs in any office which by law the Mayor is required to make an appointment, the Mayor shall, within 60 days after such vacancy occurs, communicate to the Council by written notice or verbally at a duly-called meeting of the City Council the name of the appointee or temporary appointee to such office. The City Council shall vote on the pending appointment in a period of time of not less than ten days, nor more than 21 days, after receiving such notification.
We have ordinances, so we should follow the law on how it was written. If you do not want to follow perhaps it should be deleted out of the code book and then future council does not have to abide by it either.
Stewart Lannert
The beer hall has hit another snag and that whole development is being run by the catholic church. Whenever Belleville deals with the catholic church they always come out second best. When is Lindenwood getting sprinklers in the small houses?
Ashley Pollack
She is honored to be appointed to the Human Relations Commissions. This is a commission that the city is fortunate to have and a lot can be done through the commissions. When she served on the advisory committee for the comprehensive plan for Belleville she had the pleasure to work with the late Mary McHugh and Belleville's and Belleville's current citizen of the year, Gloria Crowder.
She spoke before about the signs Alderman Buettner has and it is a prime example of the lack of public relations given
If you want Belleville to be strong the residents need to know they are all welcome and that this commission works together with them.
Rose Wilson
She wanted to give Andy Gaa a warm welcome to his position. She has known Andy since he was a young boy. He is honest, hard working and fair.

Alderman White made a motion seconded by Alderman Hazel to waive the ten (10) day rule for the appointment of Andrew N. Gaa.

Economic Development & Annexation Committee:
Alderman Kinsella made a motion seconded by Alderman Dintelman to approve motion to approve an amended development agreement with Dahm & Schell Inc. for the remodeling and expansion of The EDGE located at 701 South Belt West. The purpose of the amendment is to extend the proj ect completion date. Alderman Kinsella stated the city owned properties will be cut three times per month instead of two time per month and will save approximately $10,000.00.

Unfinished Business
Alderman Wigginton stated he is dismayed by public participation. This is not a place for accusations, innuendos, backstabbing. This should be construction based what is going on in the city. If the city has answer Mr. Brown's FOIA it should be sufficient. He is embarrassed by what he witnessed.
