Here is the minutes provided by the Board:

Call to Order, Roll Call and Pledge of Allegiance

Present Mayor Richard Schiefer Trustee George Gavlick

Village Clerk Kathy Becker Trustee Bobby Ross

Atty. Andy Carruthers Trustee Guideon Richeson

Trustee Chris Tolbert

Absent: Trustee Pattie Beil

Chief Steve Howe

Quorum present.

Meeting called to order at 7:01 pm.

I. Approval of Minutes and Agenda

1. Trustee Ross made a motion to approve the minute’s 17-04 for February 16, 2017. Trustee Richeson seconds the motion. Roll call vote, all in favor, motion passed.

2. Trustee Richeson made a motion to approve the minutes 17-05 for March 2, 2014. Trustee Ross seconds. Roll call vote, all in favor, motion passed.

3. Trustee Richeson made a motion to approve agenda 17-06 for March 16, 2017. Trustee Ross seconds. Roll call vote, all in favor, motion passed

II. Communications:

1. Mayor Schiefer appoints Mark Eilers as Trustee. Trustee Ross made a motion to approve the appointment of Mark Eilers as Trustee. Trustee Gavlick seconds. Roll call vote, 4 ayes and 1 nay, Trustee Tolbert, motion passed.

1. Trustee Tolbert made a motion to approve the band Champagne Fixx for July 14, 2017 in the amount of $1200.00. Trustee Ross seconds. Roll call vote, all in favor, motion passed.

A. Community Development/Health:

1. Trustee Beil not present.

B. Water and Sewer:

1. Trustee Tolbert stated that is still working on the bids for the generator.

2. Trustee Tolbert will contact Certop to get information for the water tower inspection.

C. Police:

1. Chief Howe not present.

D. Ordinance and Finance

1. Trustee Richeson made a motion to approve the 3 new bank accounts for the New Village Hall, a Construction account, Reserve account and a Debt account as required by the USDA. Trustee Gavlick seconds. Roll call vote, all in favor, motion passed.

2. Trustee Richeson made a motion to approve the Ordinance 17-582 Approving Vacation of portion of 3rd St. between Schmidt Lane & N. Douglas St. Trustee Gavlick seconds. Roll call vote, 4 ayes and Trustee Tolbert nay. Attorney Carruthers stated that the Ordinance needed 75% of the total boards vote to pass. Motion did not pass.

3. Trustee Richeson made a motion to approve the Loan Resolution to authorize the Village to incur no more than $790,000 in debt for the purpose of constructing a new Village Hall. Trustee Gavlick seconds. Roll call vote, all in favor, motion passed.

E. Public Grounds & Buildings:

1. Trustee Ross reported that the awarding of the 2017 Sustainability Grant have been change to April.

2. Trustee Ross proposed hiring 2 part time summer help positions. Trustee Gavlick made a motion to advertise for part time summer help positions. Trustee Richeson seconds. Roll call vote, all in favor, motion passed.

F. Streets and Lanes/Motor Fuel Tax:

1. Trustee Richeson had nothing to report.

A. Public Works-Nothing to report.

B. Engineer Report-Nothing to report.

C. Village Attorney- Nothing to report.

D. FOIA request-Nothing to report.

E. Planning Commission-Nothing to report.

F. Zoning Officer-Nothing to report.

A. Trustee Ross made a motion to approve the claims in the amount of $27,076.74. Trustee Richeson seconds. Roll call vote, all in favor, motion passed.

A. Trustee Richeson made motion to adjourn. Trustee Ross seconds. Voice call vote, all in favor, motion passed.
