A. Approval of Minutes from the Public Services Committee meeting of May 9, 2017.

Committee forwarded to Council for information,

B. Approval of Change Order 3 and Final for the 2016 CIP Sidewalk Contract to Stutz Excavating, Inc. in the increased amount of $9,280.20

David Sirko explained this change order addresses the additional work needed to complete the Construction of the Clowerdale bike trail Connection to the MCT Trail at the Cloverdale PUD, Alderman Burns Made a motion to recommend Approval of Change Order 3 and Final for the 2016 CIP Sidewalk Contract to Stutz Excavating, inc. in the increased amount of $9,280.20. Alderman Louer seconded the motion, All Ayes. Committee forwarded to council for approval,

C. Approval of Resolution Granting Signature Authority to Director of Public Works and City Engineer for Illinois Environmental Protection Agency Permit Applications

Eric Williams explained that this is an annual resolution that allows Eric Williams as Director or Ryan Zwijack as City Engineer to sign on the city's behalf for Construction applications permits with Illinois Environmental Protection Agency for water and sewer main work. Alderman Louer made a motion to recommend Approval of Resolution Granting Signature Authority to Director of Public Works and City Engineer for Illinois Environmental Protection Agency Permit Applications, Alderman Burns seconded the motion, Al Ayes, Committee Forwarded to Council for approval.

D. Approval of Resolution Granting Change Order Authority to Director of Public Works and City Engineer (Projects under $1,500,000.00)

Eric WHliams explained this is an annual item that will allow change Order authority to Eric Williams as Director or Ryan Zwijack as City Engineer for projects that do not exceed $1,500,000.00 and cannot exceed $10,000.00 per occurrence or 10% accumulated value of a contract. This allows minor changes to be made in order to keep projects moving without needing to stop them to receive approval. Alderman Burns made a motion to recommend Approval of Resolution Granting Change Order Authority to Director of Public Works and CityEngineer (Projects under $1,500,000.00). Alderman Louer seconded the motion. All Ayes. Committee forwarded to Council for approval.

E. Approval to Award the Third Avenue Reconstruction Contract to Keller Construction, inc. in the total amount of $615,326.72

David Sirko explained that in 2016 the City applied for Community Development Block Grant (CDBG) Funds through Madison County for Third Avenue construction to be similar to Fourth Avenue construction. The amount received was $100,000.00 in CDBG Funds for this project. The Budgeted amount was $530,000.00 out of Street and Bridge Fund. Alderman Louer made a motion to recommend Approval to Award the Third Avenue Reconstruction Contract to Keller Construction, Inc, in the total amount of $615,326.72 Alderman Burns seconded the motion, All Ayes, Committee forwarded to Council for approval.

F. Approval of Resolution Adopting the Policy of Bicycle and Pedestrian Friendly Community

Ryan Zwijack explained that the City is currently planning to apply for two Transportation Alternative Program grants though DOT. One of the trail connections will be along IL Rt. 157 connecting the MCT Nature Trail to Center Grove Road. The second trail connection will connect the MCT Watershed Trail to the Watershed Nature Center, Alderman Burns made a motion to recommend Approval of Resolution Adopting the Policy of Bicycle and Pedestrian Friendly Community. Alderman Louer seconded the motion, Al Ayes. Committee forwarded to Council for approval,

G. Approval of Engineering Services with Lochmueller Group, Inc, for Troy Road interconnect and Coordinating Project in the amount of $98,048.07

Ryan Zwijack explained that the city received a Congestion Mitigation Air Quality Grant for $262,164.00 for installing a physical fiber optic Connection between the signals along Troy Road. This was a partnership with The Village of Glen Carbon who has three signals included with The City of Edwardsville's six. This also includes a physical controller that will allow changes to be made to the entire system. Alderman LOues made a motion to recommend Approval of Engineering Services with Lochmueller Group Inc. for Troy Road InterConnect and Coordinating Project in the amount of $98,048,07. Alderman Burns seconded the motion. All Ayes, Committee forwarded to Council for approwal,

H. Resolution approving a Telecommunications Right-of-Way Access and Attachment Agreement Between the City and Mobilitie, LLC.

Jeff Berkbigler explained that this agreement will allow Mobilitie to install smalnode cellantennas on utility poles within City of Edwardsville Right of Way. This agreement is similar to the previous agreement approved with Extenet for the installation of similar equipment. Alderman Louer made a motion to recommend Resolution approving a Telecommunications Right-of-Way Access and Attachment Agreement Between the City and Mobilitie, LLC. Alderman Burns seconded the motion, AI Ayes, Committee forwarded to Council for approval.
