City of Alton Community Relations Commission met April 05.

A regular meeting of the Community Relations Commission was called to order at 5:30 pm on
April 5, 2017, at Scott Bibb Center, 1004 E. 5th
Street, Alton, Illinois.
Members Present: Mark Cappel, Greg Caffey, Cindy Lolley, Mike Varner, Al Womack, Ellar
Duff, Megan Williams, Chief Simmons, Marquato Rattler
Members Absent: Peter Hough

Ms. Elaine Kane presented information on Alton Area Optimist Club.

The organization has been in existence for over 70 years and has 30 active members.
Membership is $75 per year. All members are asked to chair a committee or serve on
two or more committees.
They meet the second Tuesday of the month at Johnson’s Corner.
The organization is always looking for ways to build connection with the community.
The organization’s current challenges revolve around keeping membership strong. They
know people are very busy, and they do not want to stretch people too thin. They always
want to do more, but they are not able to fulfill all requests.
When asked what they City could do to help, Ms. Elaine Kane responded the
organization needs to do a better job communicating what they are doing in the
community. She discussed having some sort of fire/police competition in the future.
People are welcome to attend meetings to see what the organization is about.
Approval of Minutes
Judge Ellar Duff moved to approve the previous minutes of March 15, 2017. Chief Simmons
seconded the motion. No discussion. Motion carried.

Reviewing and Adopting Calls to Action
o Implicit Bias: Lewis and Clark Community College is hosting a discussion regarding
mass incarceration on April 12 at 1:30 pm in Hathaway Hall YWCA of Alton will be
hosting events in honor of the national Stand Against Racism campaign. There will
be a physical stand against racism at 1:30 pm on April 27 and a viewing of the
documentary 13th on April 29 at the YWCA of Alton.
o Building Trust between the Community and Police: Discussed the community policing
strategic plan, future difficulties and how to proceed. Chief Simmons discussed future Pizza
with the Police events at the Boys and Girls Club and Alton Housing Authority. Chief
Simmons further explained that the domestic violence walk went well. They raised abour
$1200.00
