Presentation of The Minutes From The Previous Meeting Held On Thursday May 11, 2017

A motion was made by Councilman Roy Mickens and seconded by Councilman Robert Eastern III to approve the minutes. Upon the question of the motion Mayor Emeka Jackson-Hicks called for the roll call vote.

Presentation From Convoy of Hope - Mr. Egzabia Bennett

Mr. Bennett was a representative for the Convoy Hope. This program will be at the JJK Center Saturday/July 22, 2017. There are 35 Business and 49 Church involve in this program. There will be food, grocery, job service, haircuts, breast exams, shoes give away, etc. The Make A Wish Foundation will be there also, The American Corp, Urban League and other. The Program has over 1,500 volunteers register as we speak. The Goal of the program is to serve 6,000 citizens. Everyone is Welcome. Please come out.

A Video Presentation was done. Friday/July 21, 2017 - A rally will be done at the UK Center.

Other future goals will be:

(1) Homeless Shelter (2) Voter Registration (3) After School Program (4) Public Housing (5) Food Pantry

Mr. Bennett thanks everyone for allowing him to speak.

New Business: Courtney Logan, City Manager informed the City Council that a package will be coming their way regarding the Budget. We need to Amend the Budget for the Dispatcher(s) and a few other items.

City Manager Comments: Courtney Logan would like for everyone to come out to the Peace & Hope Festival. Come Out and Enjoy!! (2) The Belleville News Democrat has request information on payments made to the City Manager. At the present time the amount is $ 2,600.00 in expenses. Informed the City Council that they can review the documents. (3) I have met with the City Clerk and Wheel Tax Stickers collection have been improve for 2018. (4) We have a goal for Citizens of EStL will be able to pay their sewer bill at the City Treasurer Office. This project should be completed by September 17 (5) The Department Heads are working hard. Management of Overtime is a problem; Staff issues is a problems, (6) Demolition - we have a list starting in July 2017. (7) Pirtle Ice Cream - we have open up 2.5" Street starting today. (8) Gate Construction will be putting a fence around the burnt church starting Monday.

City Council Comments:

Councilman Roy Mickens: Thank Ms Girthal Clemons for all the work she had done.

Councilwoman LaToya Greenwood: Fire Chief Blackmon and Police Chief Michael Hubbard have done a greatjob for their department. An I thank you ll

Councilman Robert Eastern III: Thank Everyone for the Peace & Hope Festival. It's hard work. I truly appreciated the citizens and the community.

Mayor Emeka Jackson-Hicks: This is something positive the Peace & Hope Fest. Come Out and Get Involved. Hope to see you with your families.

Deputy Liquor Commissioner, Attorney Hope Whitehead: Gave the City Council an update of what changes are being done by the city as it relates to Liquor Licenses. (1) Compliance Check List for Inspections (2) The New Liquor License and State of Illinois Laws (3) We have Police Officers helping with the Inspections. We are doing both Grocery Store and Business

Citizens Comments:

a. Mrs. Antionette Culp: N/A

b. Ms. Dorothy Joshway: We need the police on Marybelle Avenue. They are speeding in this area. Someone is going to get hurt.

c. Mr. Rod Fischer: He had concern about the lighting in the city. It is to dark. You want the citizens to help with crime and other problems but they can't see. When you have light; you can see and also crime rates come down. We also need to talk to the State Of Illinois about the highways. When you get to the turn in 64 West it is dark; 2.5" & St. Clair is dark; going down to the Casino Queen it dark. We need lights. Safety is a COICE.

d. Ms. Marlo Byrd: Represented the 1917 Riot Commissioner. Just gave an update on the 1917 Riot Events
