City of Edwardsville City Council met July 18.

Here is the minutes provided by the Council:

The regularly scheduled meeting of the Edwardsville City Council was held at 7:00 p.m. in the Council Chambers with Mayor Patton presiding. Aldermen Burns, Risavy, Morrison, Krause, Farrar and Stack answered present on roll call. Aldermen Louer was excused.

The Pledge of Allegiance was recited by all present.

Mayor Patton welcomed everyone in attendance and those viewing on Cable Channel 993 to the meeting and asked if any citizen wished to address the council. No one came forward.

Motion by Stack, seconded by Burns, to approve the Consent Agenda. Claims amount was changed to read $1,325,623.78 (Regular) $35,219.81 (Library) for a total of $1,360,843.59. License to Conduct a Raffle for Edwardsville Art Center was added under Legislative & Executive. Mayor Patton read consent agenda as follows:

Roll Call on Consent Agenda: Six Ayes, with Aldermen Burns, Risavy, Morrison, Krause, Farrar and Stack votingaye. Motion Carried.

Motion by Krause, seconded by Morrison, to approve a License to Conduct a Raffle for the TA Fitness Inc. dba Edwardsville Fit Body Boot Camp with chances to be sold on July 22, 2017. Roll Call: Six Ayes, with Aldermen Burns, Risavy, Morrison, Krause, Farrar and Stack votingaye. Motion Carried.

Motion by Stack, seconded by Krause, to approve a License to Conduct a Raffle for the Edwardsville Art Center with chances to be sold from June 24, 2017 - September 24, 2017.

Roll Call: Six Ayes, with Aldermen Burns, Risavy, Morrison, Krause, Farrar and Stack votingaye. Motion Carried.

Confirmation of Poll of Council on July 06, 2017 to approve the Aldermanic Committee Appointments. Administrative & Community Services Committee - Art Risavy, Chair, SJ Morrison and Will Krause. Public Safety Committee - Will Krause, Chair, Chris Farrar and SJ Morrison. Finance Committee - Craig Louer, Chair, Jack Burns and Chris Farrar. Public Services Committee - Janet Stack, Chair, Craig Louer and Jack Burns

Roll Call: Seven Ayes. Motion Carried.

Minutes of Finance Committee meeting on June 27, 2017 were received for information and file.

Motion by Burns, seconded by Stack, to approve Claims - S1,325,623.78 (Regular) and $35,219.81 (Library) for a total of $1,360,843.59.

Roll Call: Six Ayes, with Aldermen Burns, Risavy, Morrison, Krause, Farrar and Stack votingaye. Motion Carried.

Motion by Burns, seconded by Krause, to approve a Tourism Fund Request for the “Edwardsville Rotary Criterium' funds not to exceed $8,000.00 for fiscal year 20172018.

Roll Call Five Ayes, with Aldermen Burns, Risavy, Krause, Farrar and Stack votingaye. One Abstention, with Aldermen Morrison abstaining. Motion Carried.

Finance Committee will meet on Wednesday, July 26, 2017 at 4:30 p.m. in the Governor Edwards Conference Room.

Minutes of Public Safety Committee meeting on June 26, 2017 were received for information and file.

Public Safety Committee will meet on Monday, July 24, 2017 at 5:00 p.m. in the Governor Edwards Conference Room.

Minutes of Public Services Committee meeting on June 27, 2017 were received for information and file.

Motion by Stack, seconded by Morrison, to approve the award of the Olive Street Culvert Crossing Contract to Stutz Excavating Inc. in the amount of $325,936.10.

Roll Call: Six Ayes, with Aldermen Burns, Risavy, Morrison, Krause, Farrar and Stack votingaye. Motion Carried.

Motion by Stack, seconded by Burns, to approve a Resolution to Dedicate Right-of-Way on Lakeview Corporate Drive and Lakefront Parkway.

Roll Call: Six Ayes, with Aldermen Burns, Risavy, Morrison, Krause, Farrar and Stack voting aye. Motion Carried.

Public Services Committee will meet on Wednesday, July 26, 2017, at 5:30 p.m. in the Governor Edwards Conference Room.

Minutes of Administrative & Community Service Committee meeting on June 29, 2017 were received for information and file.

Motion by Risavy, seconded by Krause, to approve a Resolution Authorizing the Mayor to Sign an Amendment to an Intergovernmental Agreement with Lewis and Clark Community College Providing for use of Certain Property for the Development of the N.O. Nelson Complex (Campus Identification Sign). - Amends previous agreement to allow a change of location an design for the sign and establishes a 3 year shot clock for completion

Roll Call: Six Ayes, with Aldermen Burns, Risavy, Morrison, Krause, Farrar and Stack votingaye. Motion Carried.

An Ordinance Amending Chapter 122 of the Codified Ordinances of the City of Edwardsville (Weeds-Nuisance, removal notices, citations, etc.) modifies the grass & Weed height to 8 inches and allows haymaking operations as a cash crop was filed for second reading.

Motion by Krause, seconded by Stack, to suspend the rules to pass on first reading an Ordinance Amending Chapter 114, Section 302 of the City's Codified OrdinancesParking Prohibited at all times - This ordinance makes a 36-foot section of Dorset Court no parking at all times.

Roll Call: Six Ayes, with Aldermen Burns, Risavy, Morrison, Krause, Farrar and Stack votingaye. Motion Carried.

Motion by Risavy, seconded by Krause, to approve the same.

Administrative & Community Service Committee will meet on Thursday, July 27, 2017 at 5:30 p.m. in the Governor Edwards Conference Room.

Mayor Patton announced Emily Bates, Director of Human Resources resignation and thanked her for her 10 years of service to the City.

Council adjourned at 7:20 p.m.
