City of Troy City Council met July 17.

Here is the minutes provided by the Council:

1. Regular City Council Meeting-7:30 p.m.

A. Call to Order and Pledge of Allegiance:

The meeting was held in the Council Chambers in the City Municipal Building, 116 East Market Street, Troy, Illinois, 62294 and was called to order by Mayor Allen Adomite at 7:35 p.m.; immediately following was the Pledge of Allegiance.

B. Roll Call in Alphabetical Order: Present: Aldermen Sam Italiano, Dan Jackson, Douglas Partney, Matt Thompson, Troy Turner and Jeff Zarzecki. Other Officials Present: Mayor Allen Adomite, City Treasurer David Roady, City Administrator Jeff Soland, Director of Public Works Rob Hancock, Chief of Police Brad Parsons, City Engineer Tom Cissell, City Attorney Fred Keck and City Clerk Jamie Myers. Absent: Aldermen James Daniel and Nathan Henderson.

C. Reading and Approval of Minutes:

1. June 19, 2017 City Council Meeting Minutes-

Motion: To Approve the June 19, 2017 City Council Meeting Minutes as Presented. Moved by Italiano; Seconded by Turner. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Italiano, Jackson, Partney, Thompson, Turner and Zarzecki. Absent: Daniel.

2. July 06, 2017 Special City Council Meeting Minutes-

Motion: To Approve the July 06, 2017 Special City Council Meeting Minutes as Presented. Moved by Turner; Seconded by Thompson. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Italiano, Jackson, Partney, Thompson, Turner and Zarzecki. Absent: Henderson.

D. Communications, to be provided by the City Clerk:

Clerk Myers had nothing to report.

E. Citizen Participation, limited to three (3) minutes per Person:

1. Robert Heer, a Taylor Lake Resident, provided the council with a list of issues from the lake owners and asked if the residents will receive 60-day notice prior to bids.

2. Mike Rynes, a resident of Taylor Lake, voiced his concern lowering the lake.

3. Jack Haggard, a resident on Woodthrush, spoke about speeding on his street and tree cleanup.

F. Mayor’s Comments:

1. 100th Birthday of Clarence Adelhardt on July 20, 2017-

Mayor Adomite recognized the 100th birthday of Troy resident Clarence Adelhart.

2. Presentation of Blight Analysis and Business District III Plan by Moran Economic Deveopment-

Mayor Adomite gave the floor to Jared Kanallakan of Moran Economic Development. He reviewed the plan and project for Troy Business District III.

G. City Administrator & Attorney Comments:

1. City Administrator’s Comments-

City Administrator Soland stated he is pleased with the Fourth of July fireworks and the police and public works departments for their work with traffic.

2. City Attorney Comments-

City Attorney Keck said he will make comments in the ordinance section.

H. Consent Agenda, including Administrative Reports and other items to be voted collectively with one roll call vote:

Motion: To Approve the Consent Agenda as Presented. Moved by Turner; Seconded by Thompson. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Italiano, Jackson, Partney, Thompson, Turner and Zarzecki. Absent: Henderson.

I. Administrative and Community Services Committee Report:

1. Results of Administrative & Community Services Committee Meeting-July 15, 2017-

Alderman Partney reviewed the meeting. He stated the committee discussed a contract in closed session and small cell wireless facilities in open session. City Attorney Keck stated the small cell wireless facilities issue concerns a senate bill.

2. Results of Planning Commission Public Hearing-July 13, 2017-

The planning commission is working on the comprehensive plan. They have laid out the process. The reviewed the goal and three (3) objectives.

3. Building and Zoning Administrator Report-

Building and Zoning Administrator Frey was absent.

J. Finance and Economic Development Committee Report:

1. Bills to be Approved and Paid for the Month of May/June 2017-

Motion: To Approve the Aged Obligation Report and Pay the Bills for the Month of June/July 2017 Totaling $887,136.89 as Presented. Moved by Jackson; Seconded by Turner. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Italiano, Jackson, Partney, Thompson, Turner and Zarzecki Absent: Hederson.

2. Results of Finance & Economic Development Committee Meeting-

Alderman Jackson reviewed the meeting. The committee reviewed the time table for Business District III and the storefront application for 112 South Main Street.

3. Approval of Storefront Application for 112 South Main Street for $5,000-

Motion: To Approve the Storefront Application for 112 South Main Street Reimbursement for up to $5,000. Moved by Jackson; Seconded by Italiano. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Italiano, Jackson, Partney, Thompson, Turner and Zarzecki. Absent: Henderson.

4. City Treasurer Report-

City Treasurer Roady stated the gaming report has not been sent.

Alderman Jackson announced the Troy Lions Homecoming.

K. Law Enforcement & Emergency Services Committee Report:

1. Acceptance of Resignation of Officer Benvenuto-

Motion: To Accept Resignation of Officer Benvenuto as Presented. Moved by Italiano; Seconded by Jackson. Vote: Motion carried by unanimous roll call vote (summary: Aye = 6). Aye: Italiano, Jackson, Partney, Thompson, Turner and Zarzecki. Absent: Henderson.

2. Results of Law Enforcement Committee Meeting-July 06, 2017-

Alderman Italiano reviewed the meeting. The committee discussed the property at 203 Crossington.

3. Approval to Prepare City Property at 203 Crossington for Listing and Sale-

Motion: To Approve to Prepare City Property at 203 Crossington for Listing and Sale. Moved by Italiano; Seconded by Thompson. Vote: Motion passed (summary: Aye = 5, Nay = 0, Abstain = 1). Aye: Italiano, Partney, Thompson, Turner and Zarzecki. Abstain: Jackson. Absent: Henderson.

4. Troy PD Kickball Tournament for Special Olympics Illinois, Saturday, August 05, 2017--

Chief of Police Parson stated there are currently 17 teams registered for the tournament.

5. Chief of Police’s Report-

Chief of Police Parsons updated the council on the robbery suspects. The department has updated the child identification kit. Detective Raymond has secured a dunking booth for the homecoming.

L. Public Works Committee Report:

1. Alderman Zarzecki reviewed the Public Works meeting held on July 17, 2017.The reviewed current projects.

2. City Engineer Report-

City Engineer Cissell is reviewed ADA compliance, drainage improvement projects on Fair Oaks and Taylor Lake.

3. Public Works Department Schedule and Report-

4. Time for Director of Public Works-

Director of Public Works Hancock stated oil and chipping is scheduled for this week. He updated the council on Long Branch.

M. Reports of Special Committees (as needed): None.

N. Ordinances & Resolutions, called by City Clerk, with Citizen Participation limited to three (3) minutes per Person;
