Regulations), Chapter 90 (Animal Control), Section 90.06 (Animal Care) of the Revised Ordinances of the City of Belleville, IL. (Trap-Vaccinate-Neuter Release Program).

11-A(2). Motion to approve amending Title XI (Business Regulations), Chapter 111 (Amusement and Recreation; Raffles) Section 111.091 of the Revised Ordinances of the City of Belleville, IL.

11-B. Motion From Public Health & Housing Committee:

11-B(1). Motion to approve scrapping a 2003 Ford Taurus due to mechanical issues and 110,000 plus miles (VIN #: 1FAFP55U33A219683)

11-B(2). Motion to approve the bid of $26,300.00 from Hank's Excavating Inc. for the expedited demolition of Southside Park Improvement Hall located at 800 South 6th Street due to safety conditions.

11-C. Motions From Administration:

11-C(1). Motion to donate one (1) original pew from Council Chambers to the Belleville Historical Society for display at the Mid-Century Museum.

11-C(2). Motion to approve the acceptance of the awarded St. Clair County Grant in the amount of $50,000.00 for Bicentennial Barn.

11-D(1). 57-Oct17–Randie Booker – A request for a Bulk Variance to maintain a site coverage of 39.7% in order to reconstruct a garage at 205 N. Charles Street (Parcel: 08-22.0-322-021), a legally non- conforming "A-1" Single Family Residence District-zoned parcel. (Applicable portion of the Zoning Code: 162.570, 162.092) Ward 2 The Board recommended approval. 7-0

11-D(2). 58-Oct17-Copper Fire (MRB Development, LLC) - A request for a Sign Installation Permit in the Area of Special Control for signage at 200 E. Main Street (Parcel: 08-22.0-339-050) located in a "C-2" Heavy Commercial District. (Applicable portion of zoning code: 155.052.) Ward 6 The Board recommended approval.7-0

11-D(3). 59-Oct17-Copper Fire (MRB Development, LLC) – A request for a Special Use Permit for outdoor dining at 200 E. Main Street (Parcel: 08- 22.0-339-050) located in a "C-2" Heavy Commercial District. (Applicable portion of zoning code: 162.248, 162.515) Ward 6 The Board recommended approval. 7-0

11-D(4). 60-Oct17-Michael Isenhart - A request for a Special Use Permit for multi-family dwellings at 511 East Main St. (Parcel: 08-22.0-336-024) located in a “C-2” Heavy Commercial District. (Applicable Section of the zoning code: 60-6-50) Ward 2. The Board recommended approval. 7-0

11-D(5). 61-Oct17-Balance Coffee & Tea (Marshall

Morris) - A two-fold request for a Special Use Permit for a Liquor License and Use Variance for outdoor seating for Balance Coffee & Tea at 732 S. Illinois (Parcel: 08-28.0-234-004) located in a “D- 1” Heavy Commercial District. (Applicable portion of the zoning code: 162.308, 162.570) Ward 6 Liquor License request: The Board recommended approval with the following stipulation: In the name of the applicant only. Outdoor dining request: The Board recommended approval.7-0

12. Communications

12-A. Communication from BHS, Koerner House, neighbors of Abend and Garfield requesting the “The Old Belleville Historic Luminary Walk” on Saturday, December 9 (5:00 p.m. – 9:00 p.m.). Requesting to close East Garfield from Mascoutah Avenue to Abend Street and Abend Street from East Lincoln to East Garfield. (Requesting the streets to be closed from 12:00 p.m. to 10:00 p.m. for set-up and clean-up). This event will have candle lit luminaries lining the street, there will be Carolers and Choirs, refreshments, open houses and museums and a virtual street tour.

12-B. Communication from Lindenwood University-Belleville requesting to hold a 5K on Saturday, November 17, 2017 at 9:00 a.m. with applicable street closures.

12-C. Communication from Boy Scouts of America Greater St. Louis Area Council to host a Twilight Camp starting on Monday June 25 - Thursday June 28, 2018 from 4:30 p.m. to 8:30 p.m. and utilize Bicentennial Park.
