City of Edwardsville Historic Preservation Commission met Oct. 16.

Here is the agenda provided by the Commission:

I. CALL TO ORDER

Jennifer Wilkins called the meeting to order at 7:00

II. ROLL CALL

Present: Joe Hutton, Tom May, Bob Nickrent, Jennifer Wilkins, Debbie Caulk, Jeanne Coyle, Andrew Payne Casey Weeks

Absent: Kurt Ackerman, Kathryn Biarkis, Cindy Reinhardt, Cheryl Jett

Also in attendance: Walter Williams and David Sirko

III. CITIZENS WISHING TO ADDRESS HPC: None

IV. COA DESIGN REVIEW

a. COA #1

Location: 515 Franklin Street

Owner: Tom & Holly Lannon

Project: New aluminum fence to replace chain link

Based on the pictures provided by the homeowner, no issued were presented for this COA.

Joe made a motion to approve, Tom second.

Vote: Those in favor: Joe Hutton, Tom May, Bob Nickrent, Jennifer Wilkins, Jeanne Coyle, Andrew Payne Casey Weeks. Those opposed: None

PLACE: Council Chambers, City Hall

b. COA #2

Location: 524 Jefferson

Owner: Thomas Werner

Project: New vinyl siding to replace aluminum

Joe made a motion to accept the COA with the caveats that no work is to be done on the porch until they discover what is underneath, the siding thickness is per the HPC guidelines with think window and corner trim and the siding is 4 inch bevel lap style.

Vote: Those in favor: Joe Hutton, Tom May, Bob Nickrent, Jennifer Wilkins, Jeanne Coyle, Andrew Payne Casey Weeks. Those opposed: None

c. COA #3

Location: 808 Troy Road

Owner: Deborah Mercer

Project: New prefabricated shed

The discussion form the October 11th meeting was referenced and that the shed cannot be seen from the street and that it is not a permanent structure. Joe mentioned that this should not set a precedent to allow for any shed in the future. A discussion followed about how to handle sheds in the future and that the HPC guidelines are not specific enough.

Motion to approve: Bob, Andrew second

d. COA #4

Location: 1231 Lindenwood Ave.

Owner: Jim & Christy Ferguson

Project: Open up enclosed porch; New vinyl siding over aluminum; Window repair / replacement; Wood fence installation

Bob made a motion to split the COA into the door, windows, siding, fence and porch.

Tom second

Door: Tom asked what the style of the house should be and Bob said it was a craftsman Joe made a motion to accept the door, Tom second.

Vote: Those in favor: Joe Hutton, Tom May, Bob Nickrent, Jennifer Wilkins, Jeanne Coyle, Andrew Payne Casey Weeks. Those opposed: None

Windows: Debbie made a motion to deny the windows pending further information, Casey second.

Vote: Those in favor: Joe Hutton, Tom May, Bob Nickrent, Jennifer Wilkins, Jeanne Coyle, Andrew Payne Casey Weeks. Those opposed: None

Fence: Bob made a motion to approve the fence, Tom second.

Vote: Those in favor: Joe Hutton, Tom May, Bob Nickrent, Jennifer Wilkins, Jeanne Coyle, Andrew Payne Casey Weeks. Those opposed: None

Siding: Andrew asked if we should do our own discovery. It was decided that we would not. Casey also asked if it would be faux wood grain vinyl.

Joe motioned to accept with the following caveats: The siding texture is woodgrain, it meets the HPC thickness standards, it is straight lap, a 3 inch reveal on the doors and windows with large corner trim.

Porch: Bob though that we don’t have enough information to vote on the porch. We agree that it is ok to open the porch up to see what is underneath.

Andrew made a motion to deny the porch as stated pending more information after the homeowner does some discovery and we receive a design.

Vote: Those in favor: Joe Hutton, Tom May, Bob Nickrent, Jennifer Wilkins, Jeanne Coyle, Andrew Payne Casey Weeks. Those opposed: None

e. COA #5

Location: 704 St. Louis Street

Owner: Steven Calcott

Project: Deck addition

Walt suggested that we fine the homeowner. Tom referred to the original COA and how the current work looks nothing like the picture. After much discussion about possible solutions to what has been done, Andrew made a motion to deny the COA due to lack of information on the design of the porch. Bob second.

Vote: Those in favor: Joe Hutton, Tom May, Bob Nickrent, Jennifer Wilkins, Jeanne Coyle, Andrew Payne Casey Weeks. Those opposed: None

f. COA #6

Location: 504 Thomas Street

Owner: Eric Keith

Project: New aluminum fence

Casey noted that we have approved other like this fence.

Casey made a motion to approve, Tom Second.

Vote: Those in favor: Joe Hutton, Tom May, Bob Nickrent, Jennifer Wilkins, Jeanne Coyle, Andrew Payne Casey Weeks. Those opposed: None

g. COA #7

Location: 803 Troy Road

Owner: Mary Schefft

Project: New aluminum fence

Bob made a motion to approve Tom Second

Vote: Those in favor: Joe Hutton, Tom May, Bob Nickrent, Jennifer Wilkins, Jeanne Coyle, Andrew Payne Casey Weeks. Those opposed: None

V. APPROVAL OF MINUTES OF HPC MEETING in September

Bob made a motion to approve pending Tom’s revision, Tom Second

VI. FINANCIAL REPORT

Walt has an invoice for the Blue Carpet Corridor. It will put the HPC budget in the negative

Jen mentioned a possible location and that she attended ACS. Dave showed the possible location. Cindy and Jen mentioned raisin money through the Edwardsville Foundation. Andrew will contact the school about raising money to mimic what was originally done for the mural.

X. NEW BUSINESS

a. Children’s Museum Outdoor Exhibits

Walt showed pictures of the outdoor play area.
