City of Edwardsville Historic Preservation Commission met Nov. 8.

Here is the minutes provided by the Commission:

I. CALL TO ORDER: Jennifer Wilkins Called the meeting to order at 7:01

II. ROLL CALL

Present: Tom May, Debbie Caulk, Bob Nickrent, Jennifer Wilkens, Kurt Ackerman, Joe Hutton

III. CITIZENS WISHING TO ADDRESS HPC: None

IV. COA DESIGN REVIEW

a. COA #1

Location: 1300 St. Louis Street

Owner: Ryan Peterson

Project: New garage

Contractor explained that the homeowner wanted to build a house taller than the city 15 foot limit. Kurt stated that in historic districts you can be 80% of the homes eight. The contractor inquired about being closer to the setback but Kurt stated that would be up to the city zoning commission to decide. Jen wanted to know what this design would look like. Joe suggested we get more design details. Joe suggested the owner add more detail to maybe include a Dutch hip on the gable end facing the road. The committee was hesitant to make a decision without seeing an elevation. Jennifer suggested we wait until the contractor gets plans to Walt.

Joe made a motion to deny due to it being incomplete, Kurt Second

November Meeting Minutes

DATE: November 8, 2017

TIME: 7:00 p.m.

PLACE: Council Chambers, City Hall

Location: 918 Holyoake

Owner: J. Robert Russo

Project: Room Addition

The homeowner had removed an addition that fell in disrepair. He wants to replace the addition. Kurt asked if he would be willing to use wood windows. The homeowner replied that there was not wood windows to begin with. Jen asked about the how the new siding will be incorporated into the old. He responded by saying the new siding will be matched to the old.

Joe commented that he felt the windows should be wood to match the home. Kurt agreed. Debbie asked about a prior home that we had approved. It was stated they did wood as well. Debbie stated to the homeowner the guidelines that the style and material should match.

Tom made a motion to accept motion to accept, Debbie second

After further discussion, Tom retracted his motion,

Joe made a motion to approved if the windows were to be wooden double hung windows as opposed to casement as per on the COA, Kurt second.

Vote: In favor: Tom, Debbie, Bob, Jen, Joe, Kurt, Andrew. Apposed: None

COA #3

Location: 231 N. Main

Owner: Cat Man Bu LLC

Project: New facade

The applicant handed out photos and Jen gave some historical facts. The applicant explained the project as described in the photo. Jen also stated that the brick should not be painted since it has never be painted. Kurt stated that between the sets of windows, the divider should be 5.5 to 6 inches wide to emulate the weight boxes.

Tom Made a mode to accept with the suggestion of the wider window sides to emulate weight boxes, Andrew second

Vote: In favor: Tom, Debbie, Bob, Jen, Joe, Kurt, Andrew. Apposed: None

Approval of minutes: Bob motioned to approve, Tom Second. All approved

b. Public Safety Building Mural: Casey to think of survey questions, Andrew to call the school

X. NEW BUSINESS

a. HPC Holiday Gathering- Party will be at Bob’s house

b. Tom mentioned a house on 1102 Troy that is on the market that cites the HPC as “Hysterical People”

c. Kurt asked if Walt had ever heard from the homeowner on Troy road that put the vinyl fish scale siding on it.

Walt said he needs to follow up.

d. Walt mentioned the HiWay cafe is up for sale and he will refer them to the HPC
