City of Belleville City Council met December 4.

Here is the minutes provided by the Council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Jennifer Gain Meyer to call roll. Members present on roll call: Alderman Hazel, Alderman Kinsella, Alderwoman Pusa, Alderman Buettner, Alderman Randle, Alderman Tyler, Alderman Anthony, Alderman Ovian, Alderwoman Schaefer, Alderman Dintelman, Alderman Gaa, Alderwoman Stiehl, Alderman Weygandt, Alderman Elmore, Alderman Wigginton and Alderman Barfield.

Roll Call Department Heads:

Roll Call Department Heads: City Clerk, Jennifer Gain Meyer, City Treasurer Hardt and City Attorney Hoerner. Police Chief, Bill Clay; Fire Chief Tom Pour; Finance Director, Jamie Maitret; City Engineer, Tim Gregowicz; Director of Maintenance, Ken Vaughn. Human Resource Director, Sherry Favre: Director of Parks and Recreation, Debbie Belleville; Director of Public Works, Jason Poole; Director of Wastewater, Royce Carlisle; Director of Economic Development, Annissa McCaskill and Director of Library, Leander Spearman.

Health and Housing Director, Bob Sabo excused.

Mayor Eckert led the Pledge of Allegiance.

Public Participation:

Clinton Tull-

Mr. Tull stated he is speaking on 11-A(2) a Zoning permit to park his camper on a parcel he purchased. He is looking to store the camper; however, it did not pass Zoning; therefore, he is here to evaluate. He does not have the funds to put a structure on the lot. He is looking to place a shed so he can store his camper to protect his investment. He hopes to secure a loan to build by 2019-2020.

Stewart Lannert-

Mr. Lannert stated someone should take a look into the construction at 600 Wabash long before it got into its present state. There was not a building permit for the work.

ABMC Education "Understanding Sacrifice of Fallen Heroes" Presentation of the USS Arizona - Seaman Second Class Bruce D. Bradley presented by Katie Hoerner, teacher from Belleville East High School.

Alicia Willis and Jalen Williams from Belleville West High School recognized the character word of the month "Empathy" identifying and understanding others; feelings in order to get along better.

Approval Of Minutes:

Alderman Elmore made a motion seconded by Alderwoman Pusa to accept and file the minutes of City Council November 20, 2017.

All members voted aye.

Claims, Payroll And Disbursements:

Alderman Wigginton made a motion seconded by AlderWoman Schaefer to approve claims and disbursements in the amount of $3,880,229.06 and payroll in the amount of S839,413.39.

Alderman Dintelman made a motion seconded by Alderwoman Schaefer to receive and file the Treasurer Report–October 2017 and Statement of Cash and Investments Report–October 2017.

Zoning Board:

Alderwoman Pusa made a motion seconded by Alderman Buettner to approve 62-Nov 17Andrew & Erica Willis - A request for a Special Use Permit for re-establishment of multifamily dwellings at 1005 West Main Street (Parcel: 08-21.0-328-020) located in a "C-2" Heavy Commercial District. (Applicable section of the Zoning Code: 162.248) Ward 2. - The Board recommended approval 6-0

Discussion….

Alderman Ovian asked the what the previous was at this location; Director of Economic Development stated it was a dog grooming business and multi-family above; however, it was a legal non-conformity. Basically it did not go through the Zoning process. The applicant is coming forward in order to expand his barber shop and have rental space above.

Alderman Kinsella made a motion seconded by Alderman Wigginton to deny 64-Nov 17-Clinton Tull - A two-fold request for a Use Variance to permit prolonged use of a temporary recreational vehicle at 715 Ann Street (Parcel: 08-27.0-14 1-018) located in an "A-1" Single-Family Residence District (Applicable sections of the Zoning code: 162,027, 162,093, 162,094) and to permit use of said temporary recreational vehicle for storage. (Applicable sections of the Zoning Code: 162,093, 162,094) Ward 6 The Board recommended denial 5-1

Discussion.

Alderman Kinsella stated if the city allows this to happen on an unoccupied lot once it's started it will not stop. Alderman Hazel concurs. Alderman Buettner asks the reason the Zoning board denied; Director of Economic Development, Annissa McCaskill, stated he wishes to store the camper on the empty property. In terms of why the board denied the requests are the reasons the variance might be necessary of the making of the applicant, in buying the property and putting the trailer on the empty lot created the need for the variance because the property is not zoned for that. There was discussion on building a structure to house the trailer. Alderwoman Stiehl advised the neighbors did not have a problem with the camper. Mr. Tull stated the neighbor watches the lot, his brother lives two blocks away and drives pasT every day, he is in town two to three times a week, there is a street light in front of the camper.

Alderwoman Stiehl made a motion Seconded by Alderman Gaa to approve 65-Nov 17-Amber Johnson - A request for a Sign Installation Permit in the Area of Special Control for signage at 14 East Main Street (Parcel: 08-21.0-445-008) located in a "C-2" Heavy Commercial District. (Applicable sections of the Zoning Code: 155.052, 155.053) Ward 6 The Board recommended approval 6-0

Administration:

Alderman Tyler made a motion seconded by Alderman Dintelman to approve 2018 Committee & Commissions calendar.

Communications:

Alderman Hazel made a motion seconded by Alderwoman Pusa to approve Communication from Belle-Scott - Greater Belleville Chamber of Commerce to hold the January Belle-Scott Committee Meeting at City Hall on January 11, 2018 6:00 pm - 9:00 pm. The meeting will include updates from SAFB and the City of Belleville, introduction of new members, recognition of military leaders being reassigned, tour of City Hall, heavy Hors d'oeuvres, a bar and music.

Alderman Tyler asked the status of Wal-Mart; Mayor Eckert stated Wal-Mart corporate has decided to place approximately forty projects on hold.

Executive Session:

Alderman Kinsella made a motion seconded by Alderman Hazel The City Council may go into executive session to discuss personnel, litigation, Workers compensation, property acquisition, transfer of property, review of executive session minutes (5 ILCS 120/2(c)(21)).
