City of Belleville Traffic Committee met Nov. 14.

Here is the minutes provided by the Committee:

MEMBERS:

Alderman Raffi Ovian, Chairman Present

Alderman Jane Pusa Present

Alderman Scott Tyler Absent

Alderman Johnnie Anthony Present

Alderman Phil Elmore Present

STAFF SUPPORT:

Tim Gregowicz, City Engineer Present

Lt. James Spargur, BPD Present

Alderman Elmore called the meeting to order at 8:00 am.

Minutes of October 10, 2017 not discussed for approval.

PUBLIC PARTICIPATION:

Elizabeth Wissbaum of 145 S 33rd St, expressed concerns about parking at the bar on North 37th st and West Main making it difficult to pull out onto Main Street. Alderman Elmore says we will send staff out to assess the situation. Elizabeth will call the police if cars are parked within 30 feet of stop sign. Alderman Pusa recommended painting a yellow stripe on curb.

Jim Alexander wanted to discuss the handicap parking at the courthouse. He doesn't think there is adequate parking for handicapped. Tim talked about what it would take to make on street parking around the courthouse.

Tim will talk with the county again about parking concerns. County is aware of handicap parking concerns and their garage project will start next year. Mr. Alexander will call his Alderman to contact the county about his concerns.

OLD BUSINESS:

E1. West Boulevard traffic: Tim Gregowicz said he is working with IDOT to find out more information on school zones and if the area in question can be made into a school zone.

NEW BUSINESS:

F1. "No Parking" signs on southside of West "E" St from 6th St to Catawba: Alderman Pusa explained the concerns about parking on West E Street and the reason it needs to be no parking on that section of street.

Discussion ensued. Tim gave some ordinances and signs already in place for this area. Recommendation to table this topic until the problem is investigated further by Tim Gregowicz was made by Alderman Ovian.

MISCELLANEOUS: Alderman Ovian wants traffic monitored on North 98th St says it's pretty heavy and there is speeding. This is going towards Raymond Dr. Lt Spargur will have it addressed.

Alderman Anthony says he received a call from "Neo" with a concern about parking on South Park and it is affecting the flow through there. He wants no parking on one side of the street to widen the road for traffic flow.

The construction near West Jr. High may be affecting traffic. Tim will contact District 118.

Alderman Anthony also has concerns about curbs that are not handicap accessible. Tim talked about ADA requirements.

Alderman Elmore asked if there is a procedure for patrolling the bike path. Lt Spargur advised this is a patrol issue and the committee agreed, Alderman Elmore could contact him after the meeting.
