City of Belleville Streets & Grades Committee met Oct. 16.

Alderman Wigginton called the meeting to order at 6:00 P.M.
Alderman Randle made a motion to approve the minutes from August 21, 2017.
Alderman Ovian seconded the motion. All members voted aye. Motion carried.
Public Participation-None
Public Works Department
Jason Poole explained the delay in completing work orders. Mayor Eckert advised there used to be five more people in the department. Alderman Randle asked both Jason and Tim Gregowicz if the 2018 Asphalt Patch Program that will be discussed tonight is fiscal year or calendar year. Tim explained this will be for the 2017/2018 year. It will show as IDOT's 2018 fiscal year which starts July 1st. Alderman Wigginton asked Jason Poole the progress of purchasing the sanitation trucks. Jason says he has ordered three used trucks and has demonstrated with a couple companies on a new one. They are working on getting prices. Jason stated the used trucks will be delivered.
New Business
1. 2018 Asphalt Patch Program Tim Gregowicz said we got good bids for the program and gave an explanation on IDOT requirements on sidewalk work that will need to be done during this program. He says program approval was pushed back so we could work with the Water Co. Tim gave explanation on the process to get program approved. Tim said due to ADA requirements, the 5-year program will need to be reviewed to look at streets and sidewalks that will be affected. Tim explained contract bid and the reason for only two bids. Discussion ensued. Alderman Gaa inquired about ADA requirements. Tim gave examples of sidewalks and the differences in design. The Mayor discussed the impact the new requirements have on how projects are prioritized. Alderman Wigginton asked if there a timeline has been established for sidewalks to be completed. Tim said the letter written by the mayor stated April 30, 2018 is the due date to have areas associated with the Asphalt Patch completed. Mayor Eckert advised "C" Street will be taken off the program this year due to the cost increase from the number of crosswalks along the proposed area. Alderman Wigginton asked Tim about the difference between the Engineer's estimate and the lowest bidders estimate. Tim advised it is about 5% of the threshold of awardable. Discussion took place regarding companies available to bid Asphalt projects. Alderman Weygandt asked about the slope of crosswalk and about water build up happening due to ADA requirements. Tim stated it is addressed with plans and IDOT. Discussion took place about concerns with water build up. Alderman Kinsella made a motion to recommend Christ Bros Asphalt, Inc in the amount of $287,989.78. Alderman Ovian asked if a Hold Harmless could be set in place so the City would not be liable for accidents resulting from the ADA requirements on crosswalks. Discussion took place. Alderman Wigginton called for the vote. Alderman Ovian is opposed. All other Alderman present voted aye. Alderman Randle wants names of streets in the 2018 Asphalt Patch Program. Tim read Gettysburg, Scheel, Schilling (to the dead end), Garden Boulevard, Lucinda Ave, Redwood Dr, North 98th St. Tim discussed funding, reimbursements and future projects. Alderman Kinsella left early at approx. 6:30pm. Alderman Ovian discussed with Tim some issues along North 98th St. Alderman Kinsella returned approx. 6:32pm. Tim says the crack sealing equipment is broken and in the future will discuss renting equipment to do the work and stated several areas need it done. Alderman Wigginton asked about the street light near the Weingarten if it was installed and about decorative lighting in front of Sunset Ridge subdivision. Tim said the street light near Weingarten was installed and there is not funding at this time for Sunset Ridge subdivision.
A motion to adjourn the meeting was made by several Alderman Randle at approx 6:36p.m. Alderman Weygandt seconded the motion. All members present voted aye.
