City of Alton Community Relations Commission met December 6.

Here is the minutes provided by the Commission:

Roll Call - Members Present: Mark Cappel, Cory Davenport, Ellar Duff, Peter Hough, Cindy Lolley, Marquato Rattler, Chief Jason Simmons, and Jeff Warr.

Members Absent: Greg Caffey, Rodney Caffey, and Al Womack

Citizens Present: Greg Gelzinnis, Sarah McGibany, Martha Roberts, and Monica Semnacher

Approval Of Minutes:

Commissioner Rattler moved to approve the November 1, 2017 minutes. Commissioner Cappel seconded the motion. No further discussion.

Ayes: Cappel, Davenport, Duff, Hough, Lolley, Rattler, Chief Simmons, and Warr

Nays: none

Absent: G. Caffey, R. Coffey, and Womack

Motion carried.

Reviewing And Adopting Calls To Action:

I. Connecting with Community Organizations:

Greg Gelzinnis of Drug Free Alton Coalition presented an overview of the History of the organization and the organization’s current focus. [Invited by Commissioner Warr]

• The organization is a byproduct of the Weed & Seed program

• Originally worked with a federal grant which ended June 30

• Have initiated a 501(c)3 application

• The organization meets on the Third Thursday of each month at Castelli’s

o 12:00 – 12:30 Networking o 12:30 – 1:30 Meeting

• Most current focus – Opioid epidemic

o Education class for teachers

• Facebook page – drugfreealton.com

January: Commissioner Rattler has invited the Friends of the 60’s/Alton Black Alumni Association.

February: Chief Simmons will invite a Community Organization

II. Community Policing Strategic Plan update:

The plan is undergoing review. A revised draft will be presented at the January meeting. Commissioners are asked to provide input [changes, resources, etc.] to President Hough by December 20, 2017. The final draft will be presented at the February meeting for approval

Upcoming Events/Updates:

Altonian of the Year Awards.

• Nominations have been submitted

• Three (3) commissioners will review the nominations and make a recommendation at the January meeting:

o Corey Davenport; Cindy Lolley; and Jeff Warr

• Commissioner Rattler will check with printers regarding options for the award:

o The cost for the four plaques,

o The cost of a universal plaque to be displayed in City Hall with each year’s selection

• It was agreed that the award would be similar to last year’s award

• 2016 costs – Budget Signs:

o $113 for 4 plaques

New/Other Business:

Officer Elections will be held in January

Calls to Action will be updated for 2018

Discussion: How to encourage better community attendance and participation at meetings.

• Commissioner Davenport will do a monthly ‘call out’ on facebook

• Commissioner Warr suggested doing a byte on the Radio – who we are/inviting participation from the community

The next meeting is 5:30 pm January 3, 2018, Scott Bibb Center, 1004 E. 5th Street, Alton, Illinois.

There being no further business to discuss, Commissioner Cappel moved to adjourn the meeting. Commissioner Rattler seconded the motion.

Nays: none

Absent: G. Caffey, R. Caffey, and Womack

Motion carried. Meeting adjourned.
