Here is the agenda provided by the Council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Jennifer Gain Meyer to call roll. Members present on roll call: Alderman Hazel, Alderman Kinsella, Alderwoman Pusa, Alderman Buettner, Alderman Randle, Alderman Tyler, Alderman Anthony, Alderman Ovian, Alderwoman Schaefer, Alderman Dintelman, Alderman Gaa, Alderwoman Stiehl, Alderman Elmore, Alderman Weygandt, Alderman Wigginton and Alderman Barfield.

Public Participation

John Smith John Smith stated he sent an email to the Mayor on Friday, January 12, 2018 in reference to the comments that were made in the city newsletter about thanking the city for the renovations that were accomplished on city hall and police station. The integrity of the city is being discussed in the word of the month and the city is not paying the contractor, particularly the firm he works for. Over $100,000 for work done and has not been paid since May 2017. He would not want to work and continue doing his job if he is not paid for seven months.

Mayor Eckert stated this has been turned over to the city attorney, Garrett Hoerner, and he was suppose to have a meeting last week; however, he can assure him that Mr. Hoerner will be in touch with the president of the firm to try and resolve the issues.

Stewart Lannert

Mr. Lannert stated he was out at the Hofbräuhaus today and they had six sound trucks from Arkansas. The trucks were sitting there and no one was working. The newsletter stated the project should be completed by the end of January 2018.

The problem on Wabash Street.if you do extensive remodeling you are supposed to get a building permit. He could tell by passing by the people working did not have a clue as to what they were doing.

The city is beholden to the catholic church. Every time the city gets involved in the catholic church Belleville loses money i.e. Meredith Home, St. Elizabeth's Hospital and the Shrine.

Kathy Draper was present at council a couple of weeks ago regarding her problem on 18th Street, she was present three or four years complaining about the same problem and at that time she complained about signs in his yard. Would she rather live next to him with his signs or live next to the guys that call her names every time she comes onto their yard.

Presentations, Recognitions & Appointments

Carol Bartle & Laura Grandy with the Shriners Parade SK Committee presented a check in the amount of $5,000 to the Belleville Parks & Recreation Department with proceeds from the Friday, June 2, 2017 5k event. All of the proceeds are split (50/50) to benefit the Shriners Hospital and the Belleville Parks Children's Summer Programs.

Approval Of Minutes

Alderwoman Schaefer made a motion seconded by Alderman Wigginton to accept and file the minutes of City Council January 2, 2018.

All members voted aye.

Alderwoman Pusa made a motion seconded by Alderman Hazel to approve executive session minutes of City Council January 2, 2018.

All members voted aye.

Claims, Payroll, And Disbursements

Alderman Anthony made a motion seconded by Alderwoman Schaefer to approve claims and disbursements in the amount of $1,337,548.25 and payroll in the amount of $844,822.77.

General Assistance

Alderman Hazel made a motion seconded by Alderman Ovian to approve A $10,000 grant from the City of Belleville General and Community Assistance Program to Catholic Urban Programs for vouchers during extreme weather.

Master Sewer Committee

Alderman Dintelman made a motion seconded by Alderwoman Stiehl to approve low bidder, Haier Plumbing and Heating Construction, in the amount of $99,399.00 for the Sheridan and Cranbrook Sanitary Sewer Replacement.

Administration

Alderman Kinsella made a motion seconded by Alderman Elmore to promote Jeffrey D. Heidorn to Building Commissioner/Assistant Director of Health, Housing & Building and increase his current salary to the level of an Assistant Director's position.

Discussion. Mayor Eckert stated Roger Barfield retired and has not been replaced due to money constraints. Mr. Heidorn has taken on more duties and it became evident that the city should be fair to Mr. Heidorn.

Alderman Wigginton made a motion seconded by Alderman Gaa to approve design proposal from Keel Engineering for Union Avenue Improvements in the amount of $37,000.00. (CDBG and TIF 3)

St. Patrick's Day Parade - Saturday, 3/17/2018 Request from the Ancient Order of Hibernians to hold the Annual St. Patrick's Day Parade on Saturday, March 17, 2018 from 11AM until 1PM. City services requested: trash toters at parade line-up, barricades as necessary for street closures, "no parking" signs along parade route and Belleville Police Department personnel for traffic control.

September 11 Moment of Remembrance - Tuesday, 9/11/2018 Request from the September 11 Memorial Walkway of Southern Illinois Committee to hold a 9/11 Moment of Remembrance Ceremony Tuesday, September 11, 2018 from 11:30AM until 12PM at Firehouse #4, 1125 South Illinois Street.

September 11 Memorial 5K - Sunday 9/9/2018 Request from the September 11 Memorial Walkway of Southern Illinois Committee to host their Annual 5K Run on Sunday, September 9, 2018 with a start time of 9:11AM and ending time of 11:30AM. The start and finish area is at Hough Park. North 3rd Street between West "C" Street and West "F" Street are on a rolling closure during the event. City services requested: barricades as necessary for street closures, cones, chalk, "no parking" signs, trash toters and Belleville Police Department personnel for traffic control.

Halloween Trick-or-Treat – Friday, 10/26/18 Request to approve the closing of East Main Street on Friday, October 26, 2018 from 4:00PM – 9:00PM from the east side of High Street to the west side of Charles Street and the first blocks of North and South Jackson Streets to alley only and North and South Church Streets to alley only for the City's Annual Downtown Halloween Trick-or-Treat event to be held from 5:30PM – 7:30PM.

City services requested: barricades for street closures, "no parking" signs, trash toters, picnic tables and Police Department personnel.

Veterans Day Ceremony - Sunday, 11/11/18 Request to approve the closing of State Route 159 from ‘A’ Street to Washington Street and the first blocks of East Main Street and West Main Street from 8:00AM - 1:00PM on Sunday, November 11, 2018, for the City’s Annual Veterans Day Ceremony to be held at 11:00AM at the Belleville Public Square. Request includes approval to allow ceremony to take place inside the lobby of City Hall in case of inclement weather. City services requested: barricades as necessary for street closures, picnic tables and trash toters.

Gingerbread Cookie Day – Saturday, 12/08/2018 Request to approve the opening of the City Hall Lobby on Saturday, December 18, 2018 from 8:30AM – 3:00PM for the Annual Gingerbread Cookie Day. The event is hosted by the Belleville

Gingerbread Committee and sponsored by Belleville Main Street. City Hall will be one of the cookie pick-up locations.

Ringing of the Bells - Tuesday, 1/01/19 Request to hold the 6th Annual Ringing of the Bells Ceremony on the northeast quadrant of the Public Square near Curt's Clock at Noon on Tuesday, January 1, 2019. This ceremony requires no street closures.
