City of Belleville Police & Fire Committee met Feb. 13.

Committee Chairman Anthony called the meeting to order at 6:04 p.m.

Alderman Randle motioned to accept the minutes of the October 9, 2017 meeting as presented, motion second by Alderman Schaefer. All members present voted - AYE. Motion carried.

Staff Report:
Fire Chief Pour reported:
St. Elizabeth's is now closed and empty and the BFD is currently conducting training there. The power and water remain on, so BFD is training on sprinkler systems with real water flow, alarms, and stand pipe. One shift trained last week and the remaining three shifts will train this week. Also available are the elevators for training, consisting of opening doors from the outside and inside. Once the power is cut, BFD can train on the shaft work. In the parking garage, stand pipe connectors, open sprinkler heads.
BFD is also planning to use other houses for training. The EPA reported back on 7009 W Main St needing more paperwork to make sure all asbestos is removed before. The Salvation Army vacant shelter building on West Main St will also be used for training.
FEMA came out with a new training called Stop the Bleed. World Point Trauma came here and conducted the training for BFD in August 2017. We learned tourniquets can now be used for up to 2 hours in order to save a limb. Chief Pour showed a video of the training.
AED & CPR training were both conducted in August 2017. A couple months ago, BFD started running cardiac arrest calls and have had 2 or 3 saves already. Records indicate that ETA for an ambulance can be up to 45 minutes now, so BFD is taking the next step to be prepared ahead of the game. BFD now has bags on the trucks equipped with AEDs, tourniquets and other supplies. No Healthcare facility is required to have an AED, including nursing homes. Any supplies used, we recoup from the ambulance company and they bill the customer.
Update of the status on L49, the parts came in last week and L49 is under reconstruction now. Hopefully it will be back in service by next meeting.
The new truck is being put together now and is going to be stationed at EH1. Finance is to approve the loan and it will be in the Santa Clause parade, but will then go back to have more equipment assembled on it. The total cost is approximately $450,000.
Chewy, BFD's accelerant detection canine, was just re-certified. She is in her 9th and last year. State Farm has offered us another grant to receive a new accelerant detection canine. BFD's costs would only include sending a handler to training for 1 week every year for recertification, along with 250 hours per year of additional pay. Captain Jeff Fabrizio just went to investigator class and BFD anticipates him to be the next canine's handler.
