City of Belleville City Council will meet on April 2.

     7-A. Mayor Eckert will recognize the Character word of the month

             “COOPERATION” working together in a peaceful way.

     7-B. Mayor Eckert will read a proclamation for National Service

             Recognition Day.

     7-C. Motion to approve Mayor Eckert's appointment of Thomas R. Peters

             as Hearing Officer for PSEBA Claims pursuant to Section 33.104(B)

             of the Revised Code of Ordinances.

     8-A. Motion to approve City Council Meeting Minutes- March 19, 2018.

9. Claims, Payroll and Disbursements

     9-A. Motion to approve claims and disbursements in the amount of

             $2,241,563.98 payroll in the amount of $818,072.56.

           11-A(1). Motion to approve Agreement for dispatch Services with

                         Signal Hill Fire Protection Association.

           11-A(2). Motion to approve Schedule C with WebQA for a 3 year

                         term beginning May 1, 2018 and Ending April 30, 2021.

     11-B. Motion from Parks & Recreation

           11-B(1). Motion to approve Memorandum of Understanding among

                         the City of Belleville and Assigned Affiliates and St. Clair

                         County Transit District (Illinois) to provide mowing of bike

                          path.

     11-C. Motion from Zoning Board

           11-C(1). Motion to amend Title XI (Business Regulations) of the

                          Revised Ordinances of the City of Belleville, Illinois as

                          amended, by adding Chapter 122 (Adult Entertainment

                          Businesses), Sections 122.001 through 122.015. The Zoning

                           Board recommended approval 4-0 with the stipulation that

                           the said uses be added as Special Uses to Section 162.309

                           "Light Industry District" Special Uses and 162.323 "Heavy

                           Industry District" Special Uses.

     11-D. Motion from Master Sewer Committee

          11-D(1). Motion to approve Deed of Easement, 301 North

                        Pennsylvania.

12. Communications

     12-A. Banner Request from Sounds of Harmony, 4/13/18 to 4/29/18

               Communication from Sounds of Harmony Barbershop chorus of

               Belleville requesting to hang a banner over North Illinois Street from

               April 13-29, 2018. The display content will be "Sounds of Harmony"

               Annual Show, April 28, 2018 - Belleville East High School.

     12-B. Lindenwood University-Belleville Commencement Ceremony,

               Saturday, 5/5/2018

               Communication from Lindenwood University-Belleville requesting to

               hold their 2018 Commencement Ceremony and reception on May 5,

               2018 from 10:00 a.m. - 1:00 p.m. Requesting assistance with traffic

               control from 8:00 a.m. - 2:00 p.m. in the 2700 Block of West Main

               Street, 23rd Street & West Main Street and 23rd Street & South Belt

               West. There will be parking at Lindenwood, Fischers, St. Mary's and

               Union School.

              Orchards HOA (IDNR OWR Case #16-1; St. Clair County Circuit

              Court Case #15-L-239)
