Mayor Mark Eckert called this meeting to order.
Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.
Mayor Eckert requested City Clerk Meyer to call roll. SWIC College got rid of deadwood, so to speak, after Jerry Costello's wife left. When enrollment in the college is down and the population of a city is down this stands to reason that you do not need as many employees. He doesn't want to see anyone lose their job; however, that's the way it goes.
The streetscapes on North Illinois has not brought in one nickels worth of business and he does not see any of the other streetscapes promising to bring in business. The object of this city is to maximize business not to make the city streets look pretty.
The police station vs. the beer hall. They built a huge beer hall for $12,000,000 and its brand new and the city spent $20,000,000 on a used building. You could have built a custom built police station for half.

Zoning Board:
Alderman Wigginton made a motion seconded by Alderman Ovian to amend Title XI (Business Regulations) of the Revised Ordinances of the City of Belleville, Illinois as amended, by adding Chapter 122 (Adult Entertainment Businesses), Sections 122.001 through 122.015. The Zoning Board recommended approval 4-0 with the stipulation that the said uses be added as Special Uses to Section 162.309 "Light Industry District" Special Uses and 162.323 "Heavy Industry District" Special Uses.

Alderman Dintelman made a motion seconded by Alderwoman Schaefer to approve Deed of Easement, 301 North Pennsylvania.
