State Senator Jason Plummer of Illinois announced that the proposed Delivery/Amazon/Pizza Tax was defeated in the legislature following significant opposition. He cautioned, however, that the measure could resurface. This statement was made on Facebook.

"The Delivery/Amazon/Pizza Tax is dead," said Plummer, State Senator for Illinois, according to Facebook. "Governor JB Pritzker is pushing hard for more of your money and many Democrats sponsored it. Every mom ordering diapers because she's too busy to run to the store. $1.50. Every college kid ordering a pizza while they cram for finals. $1.50. Every disabled person or senior citizen having deliveries dropped off because it is hard for them to get out at times. $1.50. The good news - this Delivery Tax was stopped this time around because your Illinois Senate Republican Caucus was ready for the fight."

According to Capitol News Illinois, Illinois lawmakers had debated a proposed $1.50 delivery tax in 2024 as part of a transit funding package aimed at addressing a $771 million shortfall for the Chicago-area Regional Transportation Authority. Although the Senate passed the bill, it stalled in the House due to concerns about its regressive impact and remains unresolved.

Capitol News Illinois reported that the delivery tax proposal was expected to generate approximately $1.5 billion annually for transit. About 80% of this revenue would be allocated to Chicagoland transit agencies, with 20% distributed downstate, potentially preventing drastic service cuts and layoffs.

Illinois Policy indicated that as of 2024, only four U.S. states have broad delivery or service taxes. The Illinois proposal sought to align with this trend and was anticipated to contribute $2.7 billion in new state revenues if enacted, reflecting a national shift toward taxing digital and service-based transactions.

Ballotpedia provides additional context on Plummer, noting he is the Republican State Senator for Illinois’ 55th District and has served since 2019. He is also a U.S. Navy Reserve officer, business executive, former Madison County GOP chair, and sits on key Senate committees including Financial Institutions and Public Infrastructure.
