City of Fairview Heights Operations Committee met April 4.

Approval of Minutes, March 7, 2018:
Motion and second to approve minutes were made by Aldermen Williams/Zimmerman. The motion carried by voice vote and was unanimous.
Public Services Committee-

Street Light Installation – 114 Primrose Lane:
A resident is requesting a street light be installed at the intersection of Primrose Lane and North Point Drive. After the Director's discussion with an Ameren representative, it was recommended to install a street light at the western intersection of Primrose Lane and North Point Drive. The Ameren representative stated that wire could be run to a new light from an existing light for an estimated $125 installation cost. The Director stated a monthly fee of $8 for the operation of the light would be paid from Motor Fuel Tax funds.
Consensus of Committee was to proceed with the installation of the street light at Primrose Lane and North Point Drive.
Wilshire Drive – Construction Contract:
Bids were submitted and read aloud at 2:00 p.m. this date for the reconstruction of Wilshire for the reconstruction of Wilshire Drive with Hank's Excavating & Landscaping Inc., being the apparent low bidder with a proposal amount of $837,421.29. The Director recommended Hank's be awarded the project.
Motion and second to forward a Resolution to City Council with recommendation of approval of the contract with Hank's Excavating & Landscaping Inc. for $837,421.29 for the Wilshire Drive/Berkley Court Roadway Improvements project by Aldermen Menn/Williams. The motion carried by voice vote and was unanimous.
Motion To Solicit Bids - Third Avenue Pedestrian Crossing:
The Director stated this project is basically St. Clair Avenue Sidewalks, Phase II and is partially funded by a St. Clair County Community Development Block Grant. This project will include the installation of a new pedestrian crossing at St. Clair Avenue and Third Avenue and provide for pedestrian mobility from the neighborhood over to MetroLink.
Consensus of Committee was to proceed with the solicitation of bids for the Third Avenue Pedestrian Crossing project.
CIP Discussion:
The Director relayed that two large projects were not completed last year, namely, Wilshire Drive and Market Place Streetscape Phase 1, both budgeted over $1M. Both projects have now been bid and will proceed into construction in the new budget year. As a result of not being constructed during the current budget year, there are some projects in the CIP that are being moved to subsequent years to offset the funding for the new budget year.
It was questioned if the Director could relay when other projects are scheduled. The Director offered the following information:
•Construction will be awarded to a contractor for the Wilshire Drive project the end of this month.
•Mark & Cari Drive will be engineered this year with utilities addressed the following year and construction after utility relocations.
•Pleasant Ridge Road will also be engineered this year with utilities addressed the following year and construction after utility relocations.
•Regarding the Union Hill/Longacre Drive Signal project, which is funded by a Federal CMAQ grant, comments regarding the Intersection Design Study were recently received from IDOT and the project should be bid in the next couple of months with construction in the fall.
•Construction on the Market Place Streetscape, Phase I project should begin late May.
•The Third Avenue Pedestrian Crossing will be under construction this year.
•Hollandia Storm Water Drainage will be under construction in the summer months of this year.
•The City recently received comments from IDOT Permitting regarding the Lincoln Trail Sidewalks Phase Il project (located from Ruby Lane to Catherine Drive), which is completely TIF funded, and should be bid in the next couple of months with construction in the summer. Lincoln Trail Sidewalks Phase III will be located from Catherine Drive to Union Hill Road. The Director stated there are actually seven phases for sidewalk installation and each phase is similar in construction cost at approximately $375,000 to $400,000. The cost includes bus stops and pads. When the plans are received from IDOT, the Director stated that he will meet with St. Clair County Transit and Metro to identify areas for bus shelters.
Director's Report – Project Updates:
The Director of Public Works presented his written report to the elected officials for their review.
The Director stated that the Lighting and Landscape package for Market Place Streetscape Phase I will be advertised for bid on Sunday, April 8.
