City of Belleville City Council met May 7.

7-A. Mayor Eckert will recognize the character word of the month
“self-discipline” meaning; think about your words and actions and
then making choices that are right.
7-B. Congress designated May as National Military Appreciation
Month in 1999 to ensure the nation was given the opportunity to
publically demonstrate their appreciation for the sacrifices and
successes made by our service members – past and present.
7-C. Mayor Eckert will recognize Captain Joe Garland and Accelerant
Canine Chewy of the Belleville Fire Department.
7-D. Mayor Eckert will recognize Belleville Animal Clinic for their
continued support over the years with the City's Police and Fire dogs.
7-E. Mayor Eckert will recommend Department Head and Staff
Appointments for fiscal year 2018-2019.
7-F. Mayor Eckert will recommend City Council Committee
Appointments for fiscal year 2018-2019.
7-G. Mayor Eckert will recommend the reappointment of Marge Belt to
serve a 5-year term on the Parks and Recreation Board.
7-H. Mayor Eckert will recommend the reappointment of Jamie Maitret
and Rhonda Ross to serve 3-year terms on the Library Board and
recommend Sara Rice to fill a vacancy on the Library Board and to
serve for a 3-year term.
7-I. Mayor Eckert will recommend the reappointment of Chuck
Blanquart, Steve Hemmer, Mike Nester, and Jeff Renner to serve 4-
year terms on the Downtown Development & Redevelopment
Commission.
7-J. Mayor Eckert will recommend Mitoshia Scott to fill the vacancy on
the Zoning Board left by Toni Togias and to serve the remaining 3-
years of a 5-year term.
7-K. Mayor Eckert will recommend the reappointment of Dave Martinson
to serve a 3-year term on the Fire Pension Board.
7-L. Mayor Eckert will recommend Erin Connor to fill the vacancy on the
Cemetery Board left by Bob Blaies and to serve a 2-year term.
7-M. Mayor Eckert will recommend the reappointment of Linda Fields to
the Board of Fire and Police Commission for a 3-year term.
7-N. Mayor Eckert will recommend the reappointment of Molly
McKenzie and Christina McCullough for 1-year terms to the
Historic Preservation Commission.
7-O. Mayor Eckert will recommend to reappoint Don Rockwell to serve a
3-year term on the Planning Commission and will recommend Sara
Rice to fill a vacancy on the Planning Commission and to serve a 3-
year term.

11-A(1). Motion to approve template for Highway Authority
Agreements related to groundwater ordinances.

the Illinois Environmental Protection Agency regarding
the use of a local groundwater well ordinance as an
environmental institutional control. (Copy of Ordinance
7977 is included as an exhibit)
11-B. Motion from Parks Board
11-B(1). Motion to approve the low bidder from Good Guys
Motorsports, for a rescue Yamaha UTV and Emergency
Carry unit to benefit Belleville Fire Department. The
combined total of the vehicle and Emergency UTV
Medlite unit is $14,729. The monies from the 2018 Tour
de Belleville proceeds will purchase this emergency
vehicle to patrol the bike trails, the Belleville marathon
and several downtown special events throughout the year.
The Parks Board approved the lowest bid from Good
Guys Motorsports Wednesday, April 11th.
