City of Belleville City Council met May 7.

Here is the minutes provided by the Council:

Mayor Mark Eckert called this meeting to order.

Mayor Eckert explained the disaster procedures. Mayor Eckert reminded anyone speaking this evening to step up to a microphone because the meetings are being taped and posted the next day on the website.

Mayor Eckert requested City Clerk Meyer to call roll. Members present on roll call: Alderman Hazel, Alderman Kinsella, Alderwoman Pusa, Alderman Buettner, Alderman Tyler, Alderman Anthony, Alderman Ovian, Alderwoman Schaefer, Alderman Dintelman, Alderman Gaa, Alderwoman Stiehl, Alderman Weygandt, Alderman Elmore, Alderman Wigginton and Alderman Barfield.

Alderman Randle excused.

Mayor Eckert recognized the character word of the month" self-discipline" meaning; think about your words and actions and then making choices that are right.

Mayor Eckert recognized that Congress designated May as National Military Appreciation Month in 1999 to ensure the nation was given the opportunity to publically demonstrate their appreciation for the sacrifices and successes made by our service members— past and present.

Mayor Eckert recognized Captain Joe Garland and Accelerant Canine Chewy of the Belleville Fire Department.

Mayor Eckert recognized Belleville Animal Clinic for their continued support over the years with the City' s Police and Fire dogs.

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to approve Mayor Eckert's recommendation of Department Head and Staff Appointments for fiscal year 2018- 2019.

Members voting aye on roll call: Hazel, Kinsella, Puss, Buettner, Tyler, Anthony, Ovian, Schaefer, Dintelman, Gaa, Stiehl, Weygandt, Elmore, Wigginton and Barfield. ( 15)

Alderman Dintelman made a motion seconded by Alderwoman Schaefer to approve Mayor Eckert's recommendations of City Council Committee Appointments for fiscal year 2018-2019.

Alderwoman Schaefer made a motion seconded by Alderwoman Pusa to approve the following recommendations made by Mayor Eckert:

•The reappointment of Marge Beltto serve a 5-year term on the Parks and Recreation Board and to serve for a 3-year term.

•The reappointment of Jamie Maitret and Rhonda Ross to serve 3-year terms on the Library Board and recommend Sara Rice to fill a vacancy on the Library Board and to serve for a 3- year term.

•The reappointment of Chuck Blanquart, Steve Hemmer, Mike Nester, and Jeff Renner to serve 4-year terms on the Downtown Development& Redevelopment Commission.

•Mitoshia Scott to fill the vacancy on the Zoning Board left by Toni Togias and to serve the remaining 3- years of a 5- year term.

•The reappointment ofDave Martinson to serve a 3- year term on the Fire Pension Board.

•Erin Connor to fill the vacancy on the Cemetery Board left by Bob Blaies and to serve a 2-year term.

•The reappointment of Linda Fields to the Board of Fire and Police Commission for a 3-year term.

•The reappointment ofMolly McKenzie and Christina McCullough for 1- year terms to the Historic Preservation Commission.

•The reappointment Don Rockwell to serve a 3- year term on the Planning Commission and will recommend Sara Rice to fill a vacancy on the Planning Commission and to serve a 3- year term.

Approval Of Minutes:

Alderman Tyler made a motion seconded by Alderman Gaa to approve City Council Meeting Minutes and City Council Executive Session Minutes- April 16, 2018.

All members voted aye.

Claims Payroll, And Disbursements:

Alderman Kinsella made a motion seconded by Alderman Hazel to approve claims and disbursements in the amount of$2,653,969.01 and payroll in the amount of$859,835.57.

Alderwoman Schaefer made a motion seconded by Alderwoman Pusa to approve the following reports:

•City Attorney report dated May 2, 2018.

•Treasurer Report March 2018 and Statement ofCash and Investments Report—March 2018.

Discussion.

Alderman Ovian asked what the payment to the Village of Glenview$ 3, 074. 00; Mayor Eckert advised IMET.

Administration:

Alderman Wigginton made a motion seconded by Alderwoman Stiehl to approve template for Highway Authority Agreements related to groundwater ordinances.

Alderman Kinsella made a motion seconded by Alderwoman Schaefer to approve a Memorandum ofUnderstanding with the Illinois Environmental Protection Agency regarding the use of a local groundwater well ordinance as an environmental institutional control. ( Copy of Ordinance 7977 is included as an exhibit)

Parksboard:

Alderman Dintelman made a motion seconded by Alderman Elmore to approve the low bidder from Good Guys Motorsports, for a rescue Yamaha UTV and Emergency Carry unit to benefit Belleville Fire Department. The combined total of the vehicle and Emergency UTV Medlite unit is$ 14,729. The monies from the 2018 Tour de Belleville proceeds will purchase this emergency vehicle to patrol the bike trails, the Belleville marathon and several downtown special events throughout the year. The Parks Board approved the lowest bid from Good Guys Motorsports Wednesday, April 11th.

Alderman Dintelman made a motion seconded by Alderman Wigginton to deny 25-APR18 - Milad Hamed - A request for a Special Use Permit for a Liquor License at 1300 West Main Street (M & L Mart) (Parcel number: 08-21. 0-333-009) located in a " C-2" Heavy Commercial District. (Applicable sections ofthe Zoning Code: 162.248, 162.515) Ward 5 Due tofailure ofa motion to Deny by a vote of2-3, there is No Recommendation by the Zoning Board.

Discussion.

Alderman Buettner asked if anyone was present at the meeting; Alderman Tyler stated they were worried about the small area and foot print/traffic from West Main.

Alderman Kinsella made a motion seconded by Alderwoman Pusa to approve the following Communications:

Y FIT Games, Saturday, 6/ 16/2018-

Request from Gateway Region YMCA Downtown Belleville to hold YFIT Games CrossFit Competition, June 16, 2018, 8:00am to 7:00 pm. Street closure request: 7:00am to 8: 30pm South High Street between E Lincoln and E Garfield. Additional city services requested: barricades, “no parking" signs, and trash toters.

Lindenwood University-Belleville, Saturday, 10/27/2018-

Request from Lindenwood University-Belleville to hold Lindenwood University-Belleville 2018 Homecoming Parade October 27, 2018, 11: 00am to 12:00pm. Street closure request: 10:55am to 12:05pm along parade route. Additional city services requested: barricades, " no parking" signs, trash toters, picnic tables, Police and Street Department personnel.

Alderwoman Schaefer made a motion seconded by Alderman Hazel to approve the following Ordinances:

An Ordinance prohibiting the use of groundwater as a potable water supply by the installation or use of potable water supply wells or by any other method within certain areas in the City of Belleville. ( 420 Carlyle Avenue)

Alderman Buettner stated he received questions from Alicia Bradley and asked the status; Mayor Eckert advised a meeting has been scheduled.

Alderman Ovian made reference to the unoccupied home on 40th Street that had the gas explosion and asked Mayor Eckert and City Attorney Hoerner to be available for the next Public Health and Housing meeting on June 6, 2018. Mayor Eckert advised he is not available for the meeting and will check with City Attorney Hoerner schedule.

Alderman Dintelman made a motion seconded by Alderwoman Stiehl to approve Motor Fuel Claims in the Amount of$22,920.53.

Alderman Wigginton made a motion seconded by Alderman Weygandt to approve the settlement agreement In Re: Rehkemper v. City of Belleville, et al. ( St. Clair County Circuit Court Case 01- L-504).
