City of Belleville Historic Preservation Commission met March 20.

Public Participation:
Design Review Requests (DRR)
1. Design review for 107 E. “D” Street Jason and Kimberly Johnson
Doug Luna opened discussion by asking for more details than were presented on the DRR. The owners were present and provided numerous photos that cover what the roof currently looks like and samples of the materials they would like to use to replace the current roof. The intention is to keep the look the same with all of the items they have presented for repair in the DRR. With the roof, they will be replacing the shingles which are over 100 years old and past their lifetime with shingles that have the same color to give the same appearance. For the gutters, they intend to keep a built-in, again to keep the look the same. There are currently no downspouts. They will add rounded downspouts that follow the color scape of the rest. The sun porch that was added on to the house in the 60s, will be painted to match the color profile of the house. The window repair consists of replacing the glass and reglazing.
Doug Luna made a motion to accept DRR for 107 E. “D” street with the addition of a written document to be submitted that stipulates the details discussed at the meeting. Ashley Pollock seconded and the motion passed unanimously.
2. Historic District resident Karl Gilpin presented information on tax credits to raise the discussion of why there is a section of the city-designated historic district that is not in the National Registry. Jack LeChien clarified that we have three national registry districts. The benefit of assessment freezes was discussed.
3. Discussion on Zoning Codes and HPC Manual procedures for Design Review Requests. Below are the key findings from comparing the HPC language used in the Zoning Code and the HPC Manual.
- The HPC Manual states that it is the official document used by the City of Belleville's Historic Preservation Commission to evaluate, approve or deny Design Review Request Applications.
- The HPC Manual includes the following options when reviewing an application:
- Approve the DRR as presented;
- Approve the DRR subject to certain conditions;
- Deny the DRR based on certain conditions.
- In addition to the options listed above, the Zoning Code states that the Commission may extend the allowable time to vote by mutual agreement between the Commission and the applicant.
- Joel Glasscock recommended that the HPC Manual and Zoning Code be amended to address any inconsistent or conflicting language regarding HPC procedures.
Joel Glasscock continued to explain HPC procedure in reference to the DRR appeals process. Based on Zoning Code section 162.360, the HPC shall not hear the subject matter of a DRR for a period of one year if said Design Review Request's appeal was denied by City Council. This language is not included in the HPC Manual.
Officer’s Reports
1. Chairwoman’s report: Molly McKenzie notified the commission that economic interest reports have been mailed out, so members need to look for and complete theirs by May 1st.
2. Past two months minutes were reviewed. Secretary Jack LeChien motioned to approve, Keith Owens seconded and January minutes passed unanimously. Jack LeChien made motion to approve February minutes, Ashley Pollock seconded and motion passed unanimously.
3. Treasurers Report: Savings balance = $3,106.86 and Checking balance = $1,511.73 Keith Owens motioned to approve, Doug Luna seconded and the motion carried.
New/Old Business
1. Ashley Pollock presented a proposal written along with local historian Bob Brunkow that utilizes the remaining appropriated HPC budget on a sign commemorating the history of the Village of West Belleville to be created and placed where the village square was located. Jack LeChien made a roll call motion to spend the remaining city appropriation of $ 1, 511.73 on the sign for the History of the Village of West Belleville, Keith Owens seconded. All members were called upon and motion passed unanimously. The funds will be encumbered into next fiscal year’s budget allowing us the flexibility to create the sign and have it placed when the street scape expansion gets started in the summer.
2. Keith Owens presented an update on the seminars to be held June 2, 2018 10am-3:00pm. Mr. Owens will provide information to Sharon Strassbaugh to include in the Mayor’s next newsletter. Mr. Owens’ house, Mr. Braswell’s house, and possibly the Garfield Saloon will be used.
