City of Belleville Historic Preservation Commission met April 17.

Called to order, 7:00 p.m.
Joel Glasscock presented emergency procedures.
Public Participation
David Braswell: Three topics
(1) Brick street between S. Charles and Abend St. Bricks were removed and replaced with asphalt. Wants to know whether there is a rule requiring that bricks be placed instead of asphalt. Also, there is a place at 600 Abend where bricks were removed, and he wants to know whether it’s required that bricks be placed there as well.
(2) 505 Abend—It’s vacant. There is a sign stating that it will be demolished. He wants to know what the procedure is for finding a buyer instead of, or before permitting, demolition. Notes that demolition costs the City and is counter to the preservation mission of the historic district.
(3) 611 E. Garfield. Front door 1930s style Greek Revival style door. He will submit a DRR.
Bill Reinecke: Asks for a special meeting to consider a DRR for changes/repairs to his roof. They close on the sale of the house in May, so ask that the special meeting be scheduled in April. The Commission members agreed to schedule a special meeting.
Donna McElvey: Present for information on 109 E. D Street.
Design Review Request
DRR: 119 S. Charles Street. The Vialls are in attendance to present information on the DRR. They presented a plan to install a rock wall on the Lincoln Street side of their yard.Mr. LeChien moved to approve. Ms. Pollock seconded. The DRR passed with a unanimous vote.
DRR, continued, 109 E. D Street. Ms. Elmore cannot be present. Mr. LeChien moved to table it for 90 days. Mr. Luna seconded. Motion passed unanimously.
Chairperson’s Report
107 E. D Street—Ms. McKenzie asks whether the owner had submitted a letter with supplemental information regarding a DRR submitted last month, on issues raised during the March meeting of the Commission. Mr. Glasscock said he would follow up with the owner and report to the Commission.
Secretary’s Report
Ms. Pollock submitted proposed minutes for the March 20, 2018 meeting of the Commission. Regarding the DRR in March on 107 E. D Street, Joel Glasscock and Ms. McKenzie will evaluate any supplemental information to ensure that it conforms with the DRR, as discussed during the March meeting. Mr. Luna moved to accept, after the date of the meeting is added to the minutes. Mr. LeChien seconded. Motion passed unanimously.
Treasurer’s Report
The savings account contains $3,109.87 with $3.01 interest since last report.
Checking account contains $1,511.73.
Mr. Wallis moved to accept the Treasurer’s Report. Ms. Pollock seconded. The motion was passed unanimously.
New/Old Business
West Belleville Signage Project. Discussed a project to install a street sign providing historic information on West Belleville on West Main Street. Mr. Glasscock will investigate what the guidelines will be for installing street signs in the West Belleville Historic District.
HPC Group Photo for NAPC Forum 2018. Mr. Glasscock will communicate with members to arrange a time for a group photo, which has to be submitted before May 1, 2018.
National Historic Districts. Mr. Glasscock will investigate what the options to be considered for next year will be.
DIY Renovations Seminar Outreach. Mr. Owens has been working on this, and he is not in attendance at this meeting.
Fencing at 421 Court Street. Mr. Glasscock has spoken to the owner of the property. He reports that they have been informed about the Historic Preservation Commission procedure operates. He reports that they will submit a DRR.
Mr. LeChien reports that Karl Gilpin told him that the tax credits for renovation of a historic building have been reduced by recent changes to national tax policy. He says that we do not yet know what the full impact will be.
All business being concluded, Mr. LeChien moved to adjourn. Ms. Pollock seconded. The members voted unanimously to adjourn.
