11-A(1). Motion to approve "No Parking" on east side of Freeburg avenue starting 250 feet north from the northern edge of pavement at East Van Buren Street proceeding 390 feet to the north along Freeburg Avenue.

11-A(2). Motion to approve "No Parking" between signs on South 27th Street - south side of roadway from the eastern edge of 200 South 27th running 62 feet.

11-B. MOTIONS FROM STREETS AND GRADES COMMITTEE

11-B(1). Motion to approve the Phase II Storm Water Monitoring Proposal for January 2019-December 2019 between the City of Belleville and RJN Group, Inc. in the amount of $4,400.00.

11-B(2). Motion to purchase one Leach 2R-III Heavy Duty Residential 25yrd rear loader sanitation truck in the amount of $179,981.20 and one Labrie Automatic Right Hand Drive 31yrd sanitation truck in the amount of $233,444.40 from Key Equipment & Supply Co. utilizing Sourcewell Cooperative Purchasing.

11-C. MOTIONS FROM BOARD OF FIRE AND POLICE COMMISSION

11-C(1). Motion to promote Detective Tim Crimm to Sergeant effective Wednesday, January 23, 2019 at 12:01am.

11-C(2). Motion to hire Jacob Fowler as Probationary Police Officer, effective Monday, January 28, 2019 (lateral entry SWIC Police Officer).

11-C(3). Motion to hire Alexander DeWall as Probationary Police Officer, effective Monday, March 4, 2019.

11-D. MOTION FROM THE MASTER SEWER COMMITTEE

11-D(1). Motion to enter into a Temporary Construction Easement Agreement with Margaret Carter for 316 & 318 North 9th Street, Belleville, IL.

11-E. MOTIONS FROM THE POLICE AND FIRE COMMITTEE AND PUBLIC HEALTH AND HOUSING COMMITTEE

11-E(1). Motion to approve the reorganization proposal for Residential and Commercial Development Services (RCDS), formerly Health, Housing & Building Department.

This one (1) year pilot program will go into effect on February 3, 2019.

11-E(2). Motion to appoint Annissa McCaskill as Interim Director of Residential and Commercial Development Services (in addition to her current position of Director of Economic Development, Planning & Zoning) with an additional one (1) year stipend in the amount of $10,000.00 effective 02/01/2019.

11-E(3). Motion to appoint William G. Clay, III to assume the additional Housing/Code Enforcement duties, and receive administrative support from office staff (in addition to his current position as Police Chief) with an additional one (1) year stipend in the amount of $10,000.00 effective 02/01/2019.

11-E(4). Motion to appoint Matt Eiskant to assume the additional Housing/Code Enforcement duties, and receive administrative support from office staff (in addition to his current position as Assistant Police Chief) with an additional one (1) year stipend in the amount of $10,000.00 effective 02/01/2019.

11-E(5). Motion to appoint Jeff Heidorn to assume the additional duties of Assistant Director of Residential and CommercialDevelopment Services (in addition to his current position asBuilding Commissioner) with a one (1) year stipend in the amount of $5,000.00 effective 02/01/2019.
