11-C(1). Motion to approve Joint Agreement with Saint Clair County and the City of Belleville for signal modifications and addition of left turn lane. (Frank Scott Parkway and North Belt West)

11-C(2). Motion to approve agreement with SCI Engineering Inc. for testing services at various locations.

11-C(3). Motion to approve a 3-year agreement with Smithton

Township Road District to operate and maintain specific portions of Schlueter Germaine Rd and Country Side Lane, currently under the City of Belleville’s jurisdiction.

11-D. MOTION FROM MASTER SEWER COMMITTEE

11-D(1). Motion to approve an agreement between the Department of Army Corps of Engineers and the City of Belleville for construction assistance for the East Creek Sewer Separation Project.

11-E. MOTION FROM PLANNING COMMISSION

11-E(1). Motion to approve Yaekel and Associates Insurance

Services Inc: Site Plan and Architectural Elevations for a 1,487 square foot addition to the existing office building at 1915 - 1921 West Main Street (Parcel numbers 08-20.0-403- 009, 08-20.0-403-010, 08-20.0-403-011) located on an approximately 27,306 square foot, "C-2" Heavy Commercial District zoned area. Ward 2 Planning Commission recommended APPROVAL of Site Plan on February 6, 2019

11-F. MOTION FROM PUBLIC HEALTH & HOUSING COMMITTEE

11-F(1). Motion to repeal Ordinance 8294 regarding scrapping of 2004 Dodge Dakota (VIN#1D7HG32K94S746476).

11-G. MOTION FROM ADMINISTRATION

11-G (1). Motion to approve amending Bank Designations for Depositories of City Funds.

11-G(2). Motion to approve the reorganization proposal for Parks & Recreation and Public Works. This one (1) year pilot program will go into effect on April 14, 2019.

11-G(3). Motion to appoint Jason Poole as Interim Director of Parks & Recreation (in addition to his current position of Director of Public Works) with an additional one (1) year stipend in the amount of $10,000.00 effective April 14, 2019.

11-G(4). Motion to appoint Craig Maue as Assistant Director of Public Works/Parks Maintenance and Cemetery Operations with an annual salary in the amount of $70,937.82 effective May 1, 2019.

11-H. MOTIONS FROM BOARD OF FIRE AND POLICE COMMISSION

11-H(1). Motion to promote MSgt. Chris Mattingly to Lieutenant effective Wednesday, February 20, 2019 at 12:01 AM.

11-H(2). Motion to promote Det. Michael Pearce to Sergeant effective Wednesday, February 20, 2019 at 12:01 AM.

12-B. Orchards Homeowner Association Easter Parade - 4/20/2019

Request from Orchards Social Committee to hold their Annual Easter Parade on Saturday, April 20, 2019, 10:00 am to 2:00pm. Street closure request of 2nd Fairway Court south on Pro Tour Drive and Golf Course Drive to Clubhouse/Poolhouse, 9:00am to 3:00pm. Additional City services requested: Belleville Police personnel and Fire Department vehicle.

12-C. Belleville Christkindlmarkt - 11/29/2019 to 12/23/2019

Request from BCEO/Belleville Christkindlmarkt to hold the Belleville Christkindlmarkt, Friday, November 29, 2019 to Monday, December 23, 2019 the southeast and northeast quadrant of the Public Square. Christkindlmarkt concert, Saturday, November 30, 2019, 6:30pm

to 8:30pm. Street closure request of first block of West Main Street between Illinois Street and First Street, 6:00pm to 10:00pm, Saturday, November 30, 2019. Additional City services requested: "No Parking" signs, Belleville Police personnel, Street Department personnel for clean- up after concert, trash toters, picnic tables, water barriers, and electrical panels.

A Resolution amending the annual budget of the City of Belleville, Illinois of the fiscal year beginning on the 1st day of May 2018, and ending on the 30th day of April, 2019. (line item transfer)

A Resolution amending the annual budget of the City of Belleville, Illinois of the fiscal year beginning on the 1st day of May 2018, and ending on the 30th day of April, 2019. (supplement budget amendment)

14-C. RESOLUTION 3351

A Resolution of the City of Belleville, Illinois authorizing the execution of a joint agreement with St. Clair County, Illinois. (Frank Scott Parkway and North Belt West)

15. ORDINANCES

15-A. ORDINANCE 8302-2019

An ordinance amending Chapter 70 (General Provisions) of the Revised Ordinances of the City of Belleville, Illinois as amended, by amending portions of sections thereof.

15-B. ORDINANCE 8303-2019

An Ordinance amending Ordinances 7935-2016, 7962-2016 and 8185- 2018 designating banks as depositories for city funds.

15-C. ORDINANCE 8304-2019

An Ordinance authorizing sale/conversion of personal property (2004 Dodge Dakota - Housing Department Vehicle).

18. ADJOURNMENT (ALL QUESTIONS RELATING TO THE PRIORITY OF BUSINESS SHALL BE DECIDED BY THE CHAIR WITHOUT DEBATE, SUBJECT TO APPEAL)

PUBLIC PARTICIPATION (2-3 MINUTES PER PERSON) 

(a) Members of the public may address the City Council in accordance with Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g); 

(b) Public comments are limited to three (3) minutes per speaker; 

(c) The subject of public comments shall be reasonably related to matters(s) identified on the meeting agenda and/or other city business; 

(d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comment (e.g. agreeing with prior speaker); 

(e) The following conduct is prohibited during public participation:

• Acting or appearing in a lewd or disgraceful manner;

• Using disparaging, obscene or insulting language;

• Personal attacks impugning character and/or integrity;

• Intimidation;

• Disorderly conduct as defined in Section 130.02 of this revised code of ordinances. 

(f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting alderman.
