City of Alton Amphitheater Commission met March 18.

Here is the minutes provided by the commission:

Members Present: Robert Stephan, Dan Herkert, Michelle Brooks, Jay Hollinger, Robert Stephan, and Brett Stawar.

Members Absent: Ruth Birmingham and Karen Brncic.

Ex-Officio and Guests: Kirby Ontis, Michael Haynes and Jackie Spiker.

Robert Stephan called the meeting of the Alton Amphitheater Commission to order at

4:35 P.M., on March 18, 2019, at Alton City Hall, 101 E. Third Street, Alton, Illinois.

Michelle Brooks made a motion to approve minutes from the last meeting, Dan Herkert made a second. Motion carried.

Jackie Spiker with Hope Animal Rescues gave an update on their 5K event. Brett Stawar made a motion to approve the cost rental at $250. Dan Herkert seconded the event.

There were no financial reports to review

Dan Herkert made a motion to approve the Alton Police Department’s request to host the National Police Day Memorial at the Amphitheater on May 15, 2019 at 6:30 p.m. Michelle Brooks seconded the motion. Motion carried. The Police Department will manage all aspects for this city event with the park and recreation department.

Robert Stephan made a motion to approved the use of the Riverfront Park area to the Power of the Giraffe on May 4, 2019 for no fee. Michelle Brooks seconded the motion. Motion carried.

There was discussion on the hotel tax ordinance. The commission also reviewed a budget prepared by Dan Herkert on expense and revenue for the 2019 year. Dan Herkert made the motion to accept the budget. The motion also approved the jazz and wine event with the intent to expand next year, approved bikes and bbq for one more year and approved use of the new hotel tax monies to host a second concert this year pending availability of artists and funds. Michelle Brooks seconded the motion. Motion carried.

Stawar gave updates on the Sauce and STL marketing plans. Stephan updated the commission on a RV & Boat Show. The commission has been asked by the fire department to review and collect RFPs for the city’s annual fireworks display. Brett Stawar motioned for the commission to solicit and review RFPs. Michelle Brooks seconded the motion. Motion carried.

Kirby Ontis discussed the need to approved dedicated credit card expenses already included in the budget and sent by a commission member for payment prior to a full commission approval. No action was taken on this matter. The issue will be discussed again at a future meeting.

Michelle Brooks motioned to adjourn the meeting at 6:14 p.m. Brett Stawar seconded the motion. Motion carried.
