Madison City Council June 25, 2019 Minutes

The City Council meeting was called to order by Mayor Hamm at 6:30 p.m. followed by a request for roll call. Present were Alderpersons Jenkins, Vrabec, Hampsey, Crochrell, Riskovsky, Gardner and Haynes. Absent: Bridick.

All present recited the Pledge of Allegiance.

It was moved by Alderman Vrabec, seconded by Alderman Riskovsky, to approve the minutes of the regular meeting held on June 11, 2019. Voice vote as follows: seven (7) ayes; no nays. Absent: One. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Haynes, to approve the Presentation of the Comptroller's Report as submitted. Voice vote as follows: seven (7) ayes; no nays. Absent: One. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderman Haynes that bills be allowed as drawn on the treasury and presented to the Council, unless there are any questions of the Comptroller for the June 25, 2019 report in the amount of $254,557.51. The Comptroller's Report was accepted as presented and placed on file. Roll call vote as follows: Ayes: Jenkins, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

There were no appointments by Mayor Hamm and no members of the public wanting to address the Council

Building Inspector Broadway reported that there were 11 properties on the demo list. There being no other reports of the department officers, it was moved by Alderman Riskovsky, seconded by Alderman Haynes, to accept the reports of the department officers as reported. Voice vote as follows: seven (7) ayes; no nays. Absent: One. Motion carried.

It was moved by Alderman Vrabec, seconded by Alderperson Jenkins to approve a motion listing Amendment to #5 Caine Drive which will drop selling price of Diamond Plating building. Roll call vote as follows: Ayes: Jenkins, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

It was moved by Alderman Vrabec, seconded by Akderperson Jenkins to approve a request from Custom Corvette to host a car show and have road blocked off at 1400 6th Street on August 24, 2019 from 4:00 p.m - 10:00 p.m. They also requested the area be sprayed for mosquitos prior to the event. Voice vote as follows: seven (7) ayes; no nays. Absent: One. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderman Vrabec to approve the motion to concur with Building Inspector to condemn the following unsafe and dangerous properties: 935 Reynolds, 1102 State, 1009 Greenwood, 1004 Reynolds, 807 Washington, 1013 Washington, 925 Iowa, 1238 Grand, 2023 McCasland, 302 McNair and 1314 Iowa. Voice vote as follows: seven (7) ayes; no nays. Absent: One. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderman Vrabec, to approve the request. from Terra Wiggins to use the 3rd Street Ball Diamond for outside church Christian event on August 24, 2019 from 4:00 p.m - 6:00 p.m. Voice vote as follows: seven (7) ayes; no nays. Absent: One. Motion carried.

There was no attorney presentation of petitions, resolutions and ordinances, and no attorney report.

It was moved by Alderman Harmpsey, seconded by Alderperson Jenkins, to approve Resolution #19-17, “A Resolution Providing for the demolition or repair of a Dangerous and Unsafe Building Commonly known as 935 Reynolds." Rol call vote as follows: Ayes: Jenkins, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderperson Jenkins, to approve Resolution

19-18, “A Resolution Providing for the demolition or repair of a Dangerous and Unsafe Building Commonly known as 1102 State.” Roll call vote as follows: Ayes: Jenkins, Vrabec, Hampsey, CrochrellRiskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderperson Jenkins, to approve Resolution #19-19, “A Resolution Providing for the demolition or repair of a Dangerous and Unsafe Building Commonly known as 1009 Greenwood.” Roll call vote as follows: Ayes: Jenkins,. Vrabec, Hampsey, Crochrell Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderperson Jenkins, to approve Resolution #19-19,"A Resolution Providing for the demolition or repair of a Dangerous and Unsafe Building Commonly known as 1009 Greenwood.” Roll call vote as follows: Ayes: Jenkins, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderperson Jenkins, to approve Resolution #19-20,"A Resolution Providing for the demolition or repair of a Dangerous and Unsafe Building Commonly known as 1004 Reynolds." Roll call vote as follows: Ayes: Jenkins, Vrabec, Hampsey, Crochrel, Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderperson Jenkins, to approve Resolution #19-21, “A Resolution Providing for the demolition or repair of a Dangerous and Unsafe Building Commonly known as 807 Washington.” Roll call vote as follows: Ayes: Jenkins, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried

It was moved by Alderman Hampsey, seconded by Alderperson Jenkins, to approve Resolution #19-22, “A Resolution Providing for the demolition or repair of a Dangerous and Unsafe Building Commonly known as 1013 Washington.” Roll call vote as follows: Ayes: Jenkins, Vrabec, Hampsey, Crochrel, Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

Nays: None. Absent: Bridick. Motion carried.

Roll call vote as follows: Ayes: Jenkins, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderperson Jenkins, to approve Resolution #19-25,"A Resolution Providing for the demolition or repair of a Dangerous and Unsafe Building Commonly known as 2023 McCasland.” Roll cal vote as follows: Ayes: Jenkins, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderperson Jenkins, to approve Res #19-26,"A Resolution Providing for the demolition or repair of a Dangerous and Unsafe Building Commonly known as 302 McNair.” Roll cal vote as follows: Ayes: Jenkins, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderperson Jenkins, to approve Resolution #19-27,"A Resolution Providing for the demolition or repair of a Dangerous and Unsafe Building Commonly Known as 1314 Iowa." Rol call vote as follows: Ayes: Jenkins, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderman Vrabec, to suspend Rule 38 of Ordinance #549. Voice vote as follows: seven (7) ayes; no nays. Absent: One. Motion carried.

It was moved by Alderman Hampsey, seconded by Alderman Vrabec, to approve “Ordinance #1832 Establishing Prevailing Wages.” Roll call vote as follows: Ayes: Jenkins, Vrabec, Hampsey, Crochrell, Riskovsky, Haynes and Gardner. Nays: None. Absent: Bridick. Motion carried.

There being no executive session or other business to come before the Council, it was moved by: Alderman Crochrell, seconded by Alderman Riskovsky, to adjourn the meeting at 6:30 p.m. Voice vote as follows: seven (7) ayes; no nays. Absent: One. Motion carried.

The next Council Meeting will be held at 6:00 p.m, Tuesday, July 9, 2019.
