City of Jerseyville City Council met April 23.

Here is the minutes provided by the council:

The Jerseyville City Council met in regular session on Tuesday, April 23, 2019, at 6:00 p.m. at the Jerseyville City Hall.

ROLL CALL: Present were Commissioners Steve Pohlman, Kevin Stork, Richard Perdun and Mayor Bill Russell. City Attorney Bill Strang was also present. Comm. Zach Crawford was absent.

Comm. Pohlman led the opening prayer and the Pledge of Allegiance was recited.

A motion was made by Comm. Pohlman, and seconded by Comm. Stork, to approve the minutes of the last regular meeting April 9, 2019. Roll call vote showed all present voted aye; no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Perdun, to approve the bills as presented in the amount of $578,863.42. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Pohlman, seconded by Comm. Stork, to approve a fundraiser to benefit the Special Olympics on May 11, 2019, and September 28, 2019, at the intersection of State Hwy #67 and #16 and the intersection of State Hwy #109 & County Road from 8:00 a.m. to 3:00 p.m. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Perdun, seconded by Comm. Stork, to accept “with regrets” the resignation of Amanda Wimmersberg from the Police Department as of March 21, 2019. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Perdun to approve a Resolution to close State Hwy #67 for the Memorial Day Parade on May 27, 2019. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Pohlman, seconded by Comm. Perdun, to approve the recommendation of the Planning & Zoning Board to allow the rezoning of 309 N State St. from B-1 to B-3 with special use for alcohol for owners Terry & Deborah Wedding. Roll call vote showed all present voted aye, no nays, motion carried. ORD. #1742.

At this time, Mayor Russell made a few closing remarks regarding the 2015-2019 Administration, calling the time a challenging one and also offering his thanks to his fellow Council members and all the City employees and residents for their dedicated service to the City of Jerseyville. He made special mention of Comm. Richard Perdun for his 32 years of service to the City of Jerseyville. He also presented Comm. Perdun with a plaque commemorating all the different positions Richard has held with the City as the Commissioner of Public Property, Commissioner of Accounts & Finance, Commissioner of Streets & Public Improvements and as Mayor of the City during the last 32 years.

Comm. Perdun then addressed the Council. He thanked the Council for always working together and the deep friendships that had evolved through their work on the Council. He also thanked the employees of the City of Jerseyville and the residents. Last but not least, he expressed his sincere thanks to his family, especially his wife, Mary Kay, for their continued support over the last 32 years.

A motion was made by Comm. Richard Perdun, seconded by Com. Stork, to adjourn the final meeting for the 2015-2019 Council. Roll call vote showed all present voted aye, no nays, motion carried.

The new 2019-2023 Administration took their Oath of Office at this time: Mayor William L. Russell, Commissioner of Accounts & Finance Kevin Stork, Commissioner of Public Health & Safety Steven Pohlman, and Commissioner of Streets & Public Improvements Nick Bexheti. Comm. Zach Crawford was not in attendance to be sworn in.

ROLL CALL of the new 2019-2023 Administration: Present were Commissioners Steve Pohlman, Kevin Stork, Nick Bexheti and Mayor Bill Russell. Comm. Zach Crawford was absent.

Mayor William L. Russell made a few opening remarks for the New Administration. He announced his plans for the next 4 years which include getting Crime and Drugs out of our Community. He also wants to move forward to bring Economic Growth to the City. These and other issues of the City will be their main focus and that he believes the new City Council will work hard together to do just that.

The Agenda item to discuss & possibly approve a Resolution regarding the appointment, salary and benefits of department heads and other non-union employees was tabled.

A motion was made by Comm. Pohlman, seconded by Comm. Stork, to approve an ordinance to create the position of public works director and approve the job, duties and supervisory roles related thereto. Roll call vote showed all present voted aye, no nays, motion carried. ORD #1743.

A motion was made by Comm. Stork, seconded by Comm. Bexheti to approve the hiring Robert Manns as the Public Works Director to begin work on June 1, 2019. Roll call vote showed all present voted aye, no nays, motion carried. Bob Manns then addressed the Council regarding his thoughts on the new position. Jerseyville has always been his home and he wants to have a positive impact on the City of Jerseyville. While he is sad to leave Heneghan & Assoc., his former employer, he is humbled and excited to be considered for this job. His word for this new era might be “transformative” as he works to make a difference in our community.

A motion was made by Comm. Stork, seconded by Comm. Pohlman, to appoint Cathie Ward as the City Clerk, Denise Hayes as the Deputy City Clerk, and Diane Heitzig as the City Treasurer. Roll call vote showed all present voted aye, no nays, motion carried.

The Appointments of Comm. Bexheti and Comm. Crawford were tabled and would be made during the following meeting on May 7, 2019.

Mayor Russell announced his choices for appointments: Brad Blackorby as Chief of Police, Jeff Wilson as Code Enforcement Officer, Jeff Soer as Director of Building & Zoning and Special Projects, Alan Gowin as Public Safety Officer and Fire Chief, and William Strang as the City Attorney, Parliamentarian and Ethics Officer. A motion was made by Comm. Stork, seconded by Comm. Bexheti. for those appointments. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Pohlman, seconded by Comm. Stork, to re-appoint Jeff Soer to the TIF Advisory Council for a term of 3 years from April, 2019 to April, 2022. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Stork, seconded by Comm. Bexheti, to re-appoint Julie Brangenberg to the TIF Advisory Council for a term of 3 years from April, 2019 to April, 2022. Roll call vote showed all present voted aye, no nays, motion carried.

A motion was made by Comm. Pohlman, seconded by Comm. Stork, to re-appoint Dean Bishop to the Board of Fire & Police Commissioners for a term of 3 years from April, 2019 to April, 2022. Roll call vote showed all present voted aye, no nays, motion carried.

With there being no further business to discuss, nor the need for a closed session; a motion to adjourn was made by Comm. Stork, seconded by Comm. Pohlman, to adjourn the meeting. Roll call vote showed all present voted aye, no nays, motion carried.
