The Board of Education of Bethalto Community Unit #8 met at 4:00 p.m. to conduct a Student Disciplinary Hearing and at 6:30 p.m. in Regular Session, Thursday, May 23, 2019, at the Bethalto Community Unit 8 Central Office located at 101 School Street, Bethalto, IL.

Presiding: Mr. Tom Beiermann

Members Present: Mr. Middleton, Mr. Meiser (6:40), Mr. Woelfel, Mrs. Rothe, Mr. Whaley and Mr. Stassi (4:20).

Members Absent: None.

Others Present: Dr. Jill Griffin, Superintendent; Dr. Barrett Deist, Assistant Superintendent of Finance & Operations; Dr. Kelly McClain, Director of Curriculum, Instruction & Assessment and Mrs. Jennifer Weber, Special Education Coordinator.

CALL TO ORDER

At 4:00 P.M., the Student Disciplinary Hearing of the Board of Education of Bethalto Community Unit #8 was called to order.

CLOSED SESSION

At 4:00 P.M., it was moved by Middleton and seconded by Woelfel to enter closed session to discuss information regarding the appointment, employment, compensation, discipline, performance or dismissal of a specific employee as provided under Section 2(c)(1); to discuss collective negotiating matters between the Board and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees as provided under Section 2(c)(2); to discuss the setting of a price for sale or lease of property owned by the school board as provided under Section 2(c)(6); and to hear and discuss student disciplinary cases as provided under Section 2(c)(9) of the Open Meetings Act (5ILCS 120/2).

At 6:40 P.M., it was moved by Woelfel and seconded by Stassi to return to open session. Motion carried. (6-0)

PLEDGE OF ALLEGIANCE

The Regular Meeting began with the Pledge of Allegiance to the U.S. Flag.

CONSENT ITEMS

FINANCIAL

It was moved by Rothe and seconded by Woelfel that expenditures in the amount of $1,901,504.30 be approved for payment.

MINUTES

It was moved by Meiser and seconded by Rothe to approve the open and closed session minutes for the following meetings: Special Meeting April 3, 2019; Regular Meeting April 25, 2019; and Special Meeting April 30, 2019.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann. 

Nays: None. Motion carried.

INFORMATIONAL ITEMS

MIDDLE SCHOOL SELF-FUNDED ATHLETICS UPDATE- ADAM MILLER, TMS PRINCIPAL

Mr. Miller updated the Board on first year of the self-funded middle school athletic programs. The end of the year balance for Football is $10,245; 6th Grade Volleyball is $1,955; Cross Country is $2,461 and Softball is $1,419. Football saw 31 students sign up and play. The Jr. Eagles’ football program was able to give the TMS Football team equipment that was in much better shape than originally anticipated, so given the fund balance and the state of the equipment the 2019 football team/season should be able to be fully self-funded again.

For 6th grade volleyball, 17 athletes signed up and played. This is a great feeder program for the high school. With the fund balance and current state of equipment, it looks like we can also fully self-fund the 6th grade volleyball team for the foreseeable future with no additional funding. Cross Country did an outstanding job with student participation: 33 athletes! There was a lot of excitement as the season progressed, and was nice to see the team grow together and in number. This team will also be able to be fully self-funded going forward. Middle school softball had a total of 21 athletes and will also be able to be fully self-funded gong forward. Mr. Miller reiterated that these are great feeder programs for the high school, and he thanked the Board, Dr. Griffin, Dr. Deist, the coaches, and Jennifer Seals in accounting, who always gets Mr. Miller updated information on account balances.

Mr. Woelfel asked if the addition of these teams generated more school spirit and interest in sporting programs. Mr. Miller replied that yes, it did – especially with Cross Country.

ADMNISTRATIVE REPORTS

Reports/Updates were provided by the following administrators:

Dr. Kelly McClain, Director of Curriculum, Instruction & Assessment

Dr. McClain spoke about the end of the year celebration. She also informed the Board that there are many teachers doing work over the summer with curriculum for next year.

Jennifer Weber, Special Education Coordinator

Mrs. Weber presented a thank you poster of some of our Special Olympic athletes for donating money to our Special Education Department. The money donated has benefited Bethalto University by furnishing their classroom with a dining room table and chairs and a sofa!

Dr. Barrett Deist, Assistant Superintendent of Operations & Finance, CSBO

Dr. Deist informed the Board that June 3rd will be the closing date for the sale of the administration building on Texas Boulevard. Dr. Deist thanked the office staff for their hard work in moving the central office; it could not have been done without them.

Racheal Leckrone, Principal at Bethalto East Primary

Mrs. Leckrone reported that Kindergarten numbers for the upcoming school year are higher than last year at this time. She also thanked the Board for the opportunity to lead an awesome staff at Bethalto East this year.

Aaron Kilpatrick, Principal at Parkside Primary

Mr. Kilpatrick thanked the Board for the opportunity to move to a lower grade level. He talked about what an awesome year it was.

Kimberly Wilks, Principal at Meadowbrook Intermediate

Mrs. Wilks reported that by the end of the school year, the wellness fund had assisted over 11 families by giving them a $500 gift card. She thanked the district staff for being so generous. She also gave a shout out to Sandy Erzen for her love and care for the kids at Meadowbrook this year and is excited for her transition as Dean of Students.

Adam Miller, Principal at Trimpe Middle School

Mr. Miller gave a shout out to Jennifer Gown, who won Madison Communications teacher of the Year. He also thanked their math teachers for pitching in and helping get our students through one of our math teacher’s maternity leave. Lastly, he publicly thanked Laura Gipson for her patience with him this year as he learned.

Justin Newell, Principal at Civic Memorial High School

Mr. Newell gave a shout out to Todd Hannaford and Shelby Norris. He spoke about all the celebrations at CMHS. Mr. Newell also gave a shout out to Maura Niemeier who was the 1st girl to medal in CMHS in track!

Mr. Hannaford and Mrs. Norris also gave thanks to the Board for the opportunities and their patience in their first year!

Kristen Brewer, Director of Food Service

Mrs. Brewer spoke briefly about the two action items on the agenda for this evening.

Jay Stemmley, Director of Technology

Mr. Stemmley informed the Board that technology will be installing more video cameras at Trimpe and the district will be getting new copiers in all the buildings.

Bill Stratton, Director of Maintenance and Transportation

Mr. Stratton thanked the custodians and maintenance crew for their hard preparing for and working at Graduation; they set up for two locations in case of rain! He also informed the Board that Trimpe’s gym floor is going to be resurfaced over the summer.

Dr. Jill Griffin, Superintendent

Dr. Griffin talked about all the wonderful celebrations throughout the district, especially at CMHS, during May. Dr. Griffin also informed the Board that the high school’s Assistant Softball Coach, Ernie Hyman has cancer for a second time, and the team at Bethalto East is throwing a fundraiser at High Flyers for the Hyman Family on June 8th.

Mr. Beiermann thanked all the administrators for a good, successful year.

APPROVE LUNCH PRICES FOR THE 2019-20 SCHOOL YEAR

Kristen Brewer, Food Service Director, explained that we are increasing lunch prices by 5 cents for the next school year and we are holding steady on breakfast prices. It was moved by Meiser and seconded by Woelfel to approve lunch prices for the 2019-20 School Year.

Nays: None. Motion carried.

APPROVE UPDATES TO THE WELLNESS POLICY

Kristen Brewer explained that the Wellness Committee condensed some of the language in the policy and set goals. The USDA and ISBE are now wanting to see the progress in the committees’ plans. It was moved by Rothe and seconded by Meiser to approve the updates to the Wellness Policy for BCUSD#8.

APPROVE SCHOOL HANDBOOKS FOR THE 2019-20 SCHOOL YEAR

It was moved by Woelfel and seconded by Stassi approve the School Handbooks for the 2019-20 school year.

Nays: None. Motion carried.

APPROVE LICENSE AGREEMENT WITH RIVERBEND HEAD START AND FAMILY SERVICES

It was moved by Rothe and seconded by Woelfel to approve the license agreement with RiverBend Head Start and Family Services.

ACCEPT BID FOR COPIER LEASE/PURCHASE AGREEMENT

Mr. Stemmley said the district’s five year lease agreement with Xerox was up in April and we put out an RFP, asking to replace some items in the fleet we have. Six vendors submitted bids, and the recommendation is to award the bid to Watts Copy System. It would be a five year lease with quality machines in the buildings and good service. The old machines will transition out at the end of June and new machines will come in at the beginning of July. It was moved by Meiser and seconded by Stassi to accept the bid for the Copier lease/Purchase Agreement.

APPROVE RESOLUTION TO DECLARE SURPLUS TECHNOLOGY EQUIPMENT

Mr. Stemmley explained that this is part of the on-going technology plan. There are chromebooks that will be recycled, and the proceeds will go to the refresh. It was moved by Rothe and seconded by Woelfel to approve the resolution to declare surplus technology equipment.

APPROVE MODIFICATIONS TO THE BETHALTO REDESIGNED EDUCATOR EVALUATION SYSTEM

The modifications reflect minor changes and updated forms. It was moved by Woelfel and seconded by Rothe to approve modifications to the Bethalto Redesigned Educator Evaluation System.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann. 

Nays: None. Motion carried.

APPROVE THE RESOLUTION AUTHORIZING THE ASSISTANT SUPERINTENDENT TO SERVE AS SIGNATORY FOR THE SALE OF THE REAL PROPERTY LOCATED AT 610 TEXAS BLVD

Dr. Deist explained that Dr. Griffin will be on vacation when we officially sign off on the sale of the old administration building. It was moved by Stassi and seconded by Rothe to approve the Resolution Authorizing the Assistant Superintendent of Finance & Operations, CSBO to serve as the Signatory for the sale of the Real Property located at 610 Texas Boulevard.

APPROVE RESOLUTION AUTHORIZING STUDENT DISCIPLINARY ACTION #18-19-04

It was moved by Rothe and seconded by Woelfel to approve the Resolution Authorizing Student Disciplinary Action for Case #18-19-04.

Roll Call: Yeas: Middleton, Woelfel, Rothe, Whaley, Stassi and Beiermann. 

Nays: None.

Abstain: Meiser. Motion carried.

CERTIFIED RETIREMENT – SUSAN GRAY – SPECIAL EDUCATION

It was moved by Woelfel and seconded by Stassi to approve the retirement of Susan Gray as Special Education Teacher at Parkside Primary, effective the end of the 2020-21 school year.

Motion carried. (7-0)

CERTIFIED RESIGNATION – VICTORIA GREER – SOCIAL WORKER

It was moved by Stassi and seconded by Woelfel to accept the resignation of Victoria Greer as Social Worker, effective May 23, 2019.

Motion carried. (7-0)

CERTIFIED RESIGNATION – DAWN THEIVAGT – SOCIAL WORKER

It was moved by Woelfel and seconded by Rothe to accept the resignation of Dawn Theivagt as Social Worker at Bethalto East Primary, effective July 19, 2019.

CERTIFIED EMPLOYMENT – HANNAH BOEHME – ECE SPECIAL EDUCATION TEACHER, BETHALTO EAST

It was moved by Woelfel and seconded by Rothe to employ Hannah Boehme as ECE Special Education Teacher at Bethalto East Primary, effective 2019-20 school year, pending certification and successful background check.

CERTIFIED SUMMER EMPLOYMENT – AMANDA SKIFF – TITLE I TEACHER

It was moved by Woelfel and seconded by Rothe to employ Amanda Skiff as Title I Teacher for Summer 2019.

CERTIFIED SUMMER EMPLOYMENT – RAELENE ROBERSON – TITLE I TEACHER

It was moved by Rothe and seconded by Woelfel to employ Raelene Roberson as Title I Teacher for Summer 2019.

VOLUNTEER APPROVAL

It was moved by Whaley and seconded by Woelfel to approve George Turbyfill as Volunteer Boys Basketball Coach, effective May 24, 2019.

Nays: None. Motion carried.

VOLUNTEER APPROVAL

It was moved by Rothe and seconded by Woelfel to approve the following volunteers for Band at CMHS, effective May 24, 2019: Charles Prager, Samuel Frosch, Justin Morris, Alex Hornsey and Brayden Shirley.
