Bethalto Community Unit School District 8 Board of Education met July 25.

Here is the minutes provided by the board:

The Board of Education of Bethalto Community Unit #8 met at 5:15 p.m. in Special Session to conduct a Student Disciplinary Hearing and in Regular Session at 6:00 p.m. on Thursday, July 25, 2019, at the Bethalto CUSD#8 Central Office located at 101 School Street, Bethalto, IL.

Presiding: Mr. Tom Beiermann

Members Present: Mr. Middleton, Mr. Meiser, Mrs. Rothe, Mr. Whaley, Mr. Woelfel and Mr. Stassi.

Members Absent: None.

Others Present: Dr. Jill Griffin, Superintendent and Dr. Barrett Deist, Assistant Superintendent of Finance & Operations.

Minutes Taken By: Mr. Middleton, Secretary and Mrs. Fitzgerald, Secretary.

CALL TO ORDER

At 5:15 P.M., the Student Disciplinary Hearing of the Board of Education of Bethalto Community Unit #8 was called to order.

CLOSED SESSION

At 5:15 P.M., it was moved by Middleton and seconded by Woelfel to enter closed session to hear and discuss student disciplinary cases as provided under Section 2(c)(9) of the Open Meetings Act (5ILCS 120/2).

At 6:06 p.m. it was moved by Meiser and seconded by Woelfel to return to open session.

Motion carried. (7-0)

PLEDGE OF ALLEGIANCE

The Regular Meeting began with the Pledge of Allegiance to the U.S. Flag.

CONSENT ITEMS

FINANCIAL

It was moved by Meiser and seconded by Stassi that expenditures in the amount of $2,112,185.61 be approved for payment.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann.

Nays: None. Motion carried.

MINUTES

It was moved by Meiser and seconded by Stassi to approve the open and closed session minutes from the Regular Board Meeting held on June 27, 2019, as presented.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann.

Nays: None. Motion carried.

INFORMATIONAL ITEMS

END OF THE YEAR BUDGET REPORT – DR. BARRETT DEIST

Dr. Deist went through each fund, explaining the revenues, expenditures and balances. He pointed out that our district is heavily dependent on the State of Illinois for our revenues. In 2018-19 we received late categorical payments, that we should’ve received during the 2017-18 school year. We also had revenue due to the sale of the old Administration Building on Texas Blvd. Some issues that were able to be addressed with those funds were the parking lot at Meadowbrook, safety issues at the bus garage and new safety/security entrances at Meadowbrook and Parkside. Dr. Deist reminded those in attendance that the district needs to maintain a balanced budget, build solid reserves and make sustainable long-term financial decisions.

ADMNISTRATIVE REPORTS

Reports/Updates were provided by the following administrators:

Dr. Kelly McClain, Director of Curriculum, Instruction & Assessment

Due to Central Registration, Dr. McClain was excused from attending the Board Meeting.

Mrs. Jennifer Weber, Special Education Coordinator

Due to Central Registration, Mrs. Weber was excused from attending the Board Meeting.

Dr. Barrett Deist, Assistant Superintendent of Operations & Finance, CSBO Dr. Deist had nothing further to present.

Additional Building Administrators/Directors

Due to Central Registration, the other building administrators and directors were excused from attending the Board Meeting.

Dr. Jill Griffin, Superintendent

Dr. Griffin explained that Central Registration is being held this evening and Monday from Noon until 8 p.m. She also told everyone about Dr. Brian Pearlman, who spoke at the Administration Retreat about students coming to us with social-emotional issues. Dr. Griffin informed the Board that she will be speaking in Springfield, IL next week on a panel of Superintendents.

ACTION ITEMS

APPROVE CORNERSTONE INSURANCE GROUP AS GROUP MEDICAL, VISION, DENTAL & LIFE INSURANCE CONSULTANT

It was moved by Rothe and seconded by Woelfel to approve Cornerstone Insurance Group as Group Medical, Vision, Dental & Life Insurance Consultant, as recommended by the District Insurance Committee.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann. 

Nays: None. Motion carried.

APPROVE AETNA AS GROUP MEDICAL AND THE GUARDIAN AS VISION, DENTAL & LIFE INSURANCE PROVIDERS

It was moved by Rothe and seconded by Woelfel to approve AETNA as Group Medical and The Guardian as Vision, Dental & Life Insurance Providers, as recommended by the District Insurance Committee.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann.

Nays: None. Motion carried.

APPROVE HAZARDOUS BUS ROUTES

It was moved by Meiser and seconded by Rothe approve the Hazardous Bus Routes.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann. 

Nays: None. Motion carried.

APPROVE TENTATIVE DISTRICT INSTITUTE AGENDA FOR AUGUST 12 & 13, 2019

Dr. Griffin informed the Board that this year’s theme for the district is “Whatever it Takes”. It was moved by Woelfel and seconded by Rothe to approve the Tentative District Institute Agenda for August 12 & 13, 2019.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann.

Nays: None. Motion carried.

CLOSED SESSION

At 6:42 P.M., it was moved by Middleton and seconded by Meiser to enter closed session to consider information regarding the appointment, employment, compensation, discipline, performance or dismissal of specific employees of or legal counsel for the Board of Education as provided under Section 2(c)(1) and to discuss or engage in collective negotiating matters between the Board and its employees or their representatives, or deliberations concerning salary schedules for one or more classes of employees, as provided under Section 2(c)(2) of the Open Meetings Act (5ILCS 120/2).

At 8:28 p.m. it was moved by Woelfel and seconded by Stassi to return to open session. Motion carried. (7-0)

APPROVE RESOLUTION RESULTING FROM DISCIPLINARY HEARING (CASE #18-19-05)

It was moved by Meiser and seconded by Woelfel to approve the resolution resulting from Disciplinary Hearing Case #18-19-05.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann. 

Nays: None. Motion carried.

PERSONNEL

CERTIFIED EMPLOYMENT – SPECIAL EDUCATION – AMANDA BEISER

It was moved by Woelfel and seconded by Meiser to employ Amanda Beiser as Special Education Teacher at Trimpe Middle School, effective 2019-20 school year, pending successful background check.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann. 

Nays: None. Motion carried.

CERTIFIED EMPLOYMENT – SHAWN CALLIES – FINE ARTS DEPARTMENT CHAIR

It was moved by Meiser and seconded by Rothe to employ Shawn Callies as Fine Arts Department Chair at Civic Memorial High School, effective 2019-20 school year.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann. 

Nays: None. Motion carried.

NON-CERTIFIED EMPLOYMENT – ROBIN MARTIN – KITCHEN HELPER

It was moved by Woelfel and seconded by Meiser to employ Robin Martin as Kitchen Helper (3 hr) at Meadowbrook Intermediate, effective 2019-20 school year, pending successful background check.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann. 

Nays: None. Motion carried.

VOLUNTEER APPROVAL – FINE ARTS BOOSTERS OFFICERS

It was moved by Meiser and seconded by Woelfel to approve the following volunteers as Bethalto Fine Arts Boosters Officers for the 2019-20 school year, pending successful background check:

Anna Pearson, President James VonBergen, Vice-President/Treasurer Rachel VonBergen, Secretary

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann. 

Nays: None. Motion carried.

VOLUNTEER APPROVAL – STEVEN ANGELO – SOFTBALL

It was moved by Rothe and seconded by Meiser to approve Steven Angelo as Volunteer Softball Coach at Trimpe Middle School and Civic Memorial High School.

Roll Call: Yeas: Middleton, Meiser, Woelfel, Rothe, Whaley, Stassi and Beiermann.

Nays: None. Motion carried.

At 8:31 P.M., it was moved by Meiser and seconded by Woelfel that the meeting adjourn.
