Alton Community Unit School District 11 Board of Education met June 18.

Here is the minutes provided by the board:

The board meeting was held at Alton High School, 4200 Humbert Rd., Alton, Illinois. Board President, David Fritz, called the meeting to order at 7:00 p.m.

Board members who answered present were: David Fritz, Edmond Gray, Rosetta Brown, David Lauschke, Barry Macias, Vivian Monckton and David Goins

The following administrators were seated at the table: Dave McClintock, Kristie Baumgartner, Mark Cappel, Mary Schell, Wendy Adams and Kara Twichell

III. APPROVAL OF THE AGENDA

It was moved by Mr. Lauschke, seconded by Mrs. Brown and carried unanimously that the Board of Education approve the Agenda for June 18, 2019 with the following changes. Note that letter J. indicates the graduation year of 2019 and should have read (2020). Another change in the Agenda is the adding of a Closed, then Open Session at the end of the meeting (reason: to discuss the purchase or lease of real property for the use of the public body- 5ILCS 120/2(c)(5).

IV. READING OF COMMUNICATIONS AND PETITIONS

 A thank you letter was received from Riverbend Head Start for the ad that was placed for their fundraiser.

 A thank you letter was received from the YWCA for the ad that was placed for the Women of Distinction dinner.

A. Superintendent’s Report

-FOIA- On February 26, 2019 Bethany Simpson from SmartProcure requested any and all purchasing records from 11-19-18 to current. Mary Schell responded with an email attachment on March 14th to satisfy the request.

It was moved by Mr. Lauschke, seconded by Mrs. Brown and carried unanimously that the Board of Education approve the Consent Agenda as follows:

B. Motion: Approval to Resume in Open Session

This was removed from the secretary agenda and not brought to the meeting.

C. Motion: Personnel Report

It was moved by Ms. Monckton, seconded by Mr. Lauschke and carried unanimously to approve the Personnel Report as follows:

E. Motion: Authorization to Prepare the Tentative Budget

It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that the Board of Education Authorize Mary Schell to prepare a Tentative Budget for the Alton School District for the Fiscal Year beginning July 1, 2019 and ending June 30, 2020.

F. Motion: Repayment of Interfund Loan from Operations and Maintenance Fund to Education Fund

It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that the Board of Education authorize the transfer of $4,600,000 from the Education Fund to the Operations and Maintenance Fund as final repayment of $4,600,000 loaned to the Education Fund from the Operations and Maintenance Fund during fiscal year 2017-18.

G. Motion: Repayment of Interfund Loan from Operations and Maintenance Fund to Transportation Fund

It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that the Board of Education authorize the transfer of $600,000 from the Transportation Fund to the Operations and Maintenance Fund as final repayment of $600,000 loaned to the Transportation Fund from the Operations and Maintenance Fund during fiscal year 2017-18.

H. Motion: Approval of Abatement of the Working Cash Fund of the District – Transfer to Transportation Fund

It was moved by Ms. Monckton, seconded by Mr. Lauschke and carried unanimously that the Board of Education approve the attached resolution authorizing the abatement of the Working Cash Fund of the district.

I. Motion: Approval of Transportation Serious Safety Hazards

It was moved by Mr. Lauschke, seconded by Mr. Brown and carried unanimously that the Board of Education approve the submittal of the identified transportation serious safety hazards to the Illinois Department of Transportation for the purpose of safely transporting students who live within a one and one half mile radius from the school.

J. Motion: Approval of 2019 (actually should have read 2020) AHS Graduation Date – May 22, 2020

It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that the Board of Education approve establishing Friday, May 22, 2020 as the date of the 2020 Alton High School Graduation.

K. Motion: Approval for Bleacher Replacement at West Stadium

It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that the Board of Education approve the outdoor bleacher replacement at West Elementary School Public Stadium to:

Bulte: at the base bid of $153,250.00

L. Motion: Approval of Resolution Authorizing and Directing the Public Sale of Certain Property – 1854 East. Broadway – Board Office

It was moved by Mr. Lauschke, seconded by Ms. Monckton and carried unanimously that the Board of Education authorize the attached resolution authorizing and directing the public sale of certain property in accordance with 105ILCS 5/5-22. This property is located at 1854 E. Broadway and includes the former administrative and special education offices.

M. Motion: Approval of Resolution Authorizing and Directing the Public Sale of Certain Property – 409 Main St. – Clara Barton

It was moved by Mr. Lauschke, seconded by Mrs. Brown and carried unanimously that the Board of Education authorize the attached resolution authorizing and directing the public sale of certain property in accordance with 105ILCS 5/5-22. This property is located at 409 Main St. The Clara Barton Site.

A. Motion: Approval to Move to a Closed Session

It was moved by Ms. Monckton, seconded by Mr. Lauschke and carried unanimously that the Board of Education would adjourn to a Closed Session to discuss the purchase or lease of real property for the use of the public body 5ILCS 120/2(c)(5) No Action will be Taken.

B. Motion: Open Session

It was moved by Ms. Monckton, seconded by Mrs. Brown and carried unanimously to resume in Open Session.
