City of Granite Board of Appeals met Sept. 4.

Chairman Sam Akeman called the meeting to Order at 7:00 PM.
WELCOME
The Chairman Sam Akeman welcomed everyone and began the meeting by requesting Roll Call.
ROLL CALL
Members Present: Sam Akeman, Barbara Hawkins, David Czerny, Sharon Aleksandrian and Leroy Taylor. Excused Absent: Kitty Reither and Gloria Rains.
Also present: Zoning Administrator Steve Willaredt, Asst. City Attorney Derek Filcoff, Alderman Bob Pickerell and Alderman Gerald Williams.
COMMENTS/SWEAR IN
The Chair explained to the Petitioners the Board of Appeals is a recommending body to the City Council and the Council will have the final determination at their next regularly scheduled meeting to be held on September 17, 2019. She then asked the Petitioner to stand and they were sworn in.
MINUTES / AGENDA
A motion to approve the Minutes from the previous meeting held July 10, 2019 and this evening’s Agenda was made by Barb Hawkins and seconded by David Czerny. All in favor. Motion carried.
PETITIONER: Galen Gandolfi

Galen Gandolfi address the Board of Appeals and stated that this is former Gabby’s Bar at the 18th and State Street and was requesting a wood panel privacy fence be placed where the previous fence was. The posts still remain and would like to place on front line, as in the past and also in the rear off alley. He stated that they are struggling with homeless sleeping under the patio on the property and would like to use the fence to detour that.
Barbara Hawkins asked what the intended use for the building is. Mr. Gandolfi explained that they are only using it as storage at this time.
Derek Filcoff asked if he was planning to do anything with this property. Mr. Gandolfi stated that they would like to plant some more gardens in the lot and at some time in the future a student performance center. There are a lot of repairs that need done to the building first.
Steve Willaredt explained that this property is not in the HARC area so a wood fence is permitted. (HARC requires Iron)
Aldermen Gerald Williams and Bob Pickerell explained that they both would object to the fencing and the front setback.
Sam Akeman asked how far back the fence would need to be, to be in compliance. Steve Willaredt stated 10 feet in a C-4 Commercial Business District.
Mr. Gandolfi passed around photos of the existing posts to the board. He also stated that he believed that the property at the corner of 19th and State Street has an existing fence that is on the property line.
Derek Filcoff confirmed that the property down at the opposite corner has a fence up to the property line and that Mr. Gandolfi is working to improve that block and the area.
Leroy Taylor supported the request and stated that he has no problem with the fence.
MOTION By Leroy Taylor, second by David Czerny to allow to approve the request for a variance to allow privacy fence to be placed on front property line. Motion Carried.

NEW BUSINESS
A discussion regarding the day and time of the Board of Appeals Meeting. After such discussion they came to the decision to change meetings to first Thursday of the Month at 5:00 p.m, to coincide with the Graphic Review and Plan Commission Meetings.
MOTION By Barb Hawkins, second by Sharon Alexandrian to change the Board of Appeals meeting time to first Thursday of the month at 5:00 p.m. All in favor. Motion carried.
