a. Scheffel Boyle CPA – City of Alton Report and Financial Statements.

b. Resolution, re: Finance Committee bills be allowed and payment be made.

c. Resolution, re: The Civil Service Commission has recommended modifications to the rules of the Civil Service Commission and that the attached ordinance be considered.

d. Resolution, re: The public works director retained Justin Kleinschmidt of Sheppard Morgan and Schwaab Inc. to conduct an engineering assessment of the options for a permanent solution to the destabilizing retaining wall on Riverview Drive and Justin Kleinschmidt has prepared a study of various options to be considered by the city for a permanent solutions to the destabilizing retaining wall on Riverview Drive and that the Comptroller, in association with Justin Kleinschmidt, solicit bids to complete the project described as Option No. _____as outlined in the attached report from Sheppard Morgan and Schwaab Inc. and the Comptroller shall report the bids received along with a recommendation from Justin Kleinschmidt to the City Council for further action.

e. Resolution, re: That the Comptroller’s Office be authorized to advertise for bids pertaining to the City of Alton’s 2020 MFT Maintenance Program.

f. Resolution, re: That the Maintenance Engineering Agreement between JMH Consulting Services, LLC and the City of Alton for engineering services pertaining to the City of Alton’s 2020 MFT Maintenance program and that the Mayor is hereby authorized to execute said agreement.

g. Resolution, re: That there is hereby appropriated the sum of Nine Hundred Seventy- Eight Thousand, One Hundred Thirty-Three and 53/100 Dollars of Motor Fuel Tax funds for the purpose of maintaining streets and highways under the applicable provisions of Illinois Highway Code from 01/01/20 to 12/31/20.

h. Resolution, re: To commence with demolition proceedings concerning 2000 Sycamore St.

i.Resolution, re: The Public Works Director is authorized to obtain bids through the state bid pricing for the purchase of three (3) 3⁄4 ton pickup trucks; one (1) one-ton dump truck with stainless dump bed; and one (1) 3⁄4 ton dump truck with utility body and to seek estimates of the money that could be realized from the trade in or sale of the surplus vehicles described above.

j.Resolution, re: That the Mayor and appropriate city officials are authorized and directed to enter into the attached agreement with Allrise Elevator Company Inc. for a period of one-year at the cost of $6,000.00 annually for the service and maintenance of elevators at the Alton Police Department.

k. Resolution, re: To commence with demolition proceedings concerning 2707 Viewland.

l. Resolution, re: Bid #2019 – 29; Demolition of 1214 W 9th Street, 3532 Aberdeen Street, and 765 Park Drive for the Building and Zoning Department.

a. Ordinance No. 7726. An Ordinance amending Section 4(B) of Chapter 4 of Title 4, of the City Code of Alton, Illinois be amending the number of liquor licenses authorized in the City of Alton. (ADOPT – ROLL CALL)

b. Ordinance No. 7727. An Ordinance amending Chapter 10 of Title 11 of the City Code pertaining to permitted signs. (ADOPT – ROLL CALL)

Resolution, re: That a special use permit on the property identified by permanent parcel number 23-2-07-02-13-301-005, Section 2, Township 5 North, Range 10 West of the Third Principal Meridian, also known as 2206 Krug Place, Alton, Illinois, for solar panel installation. (PLAN COMMISSION RECOMMENDS A POSITIVE VOTE)

d. Resolution, re: That a special use permit on the property identified by permanent parcel number 23-2-08-07-09-101-004, Section 7, Township 5 North,Range 9 West of the Third Principal Meridian, also known as 2301 Crawford Street, Alton, Illinois, roof mounted solar panels. (PLAN COMMISSION RECOMMENDS A POSITIVE VOTE)

e. Resolution, re: For a text amendment to add temporary shelters for victims of domestic violence, sexual assault or child abuse and Temporary shelter for homeless individuals or families (uses within NAICS Code 624221) to the list of special uses within the C-2 (General Commercial), C-4 (Downtown Commercial), and C-5 (Heavy Commercial) Districts. (PLAN COMMISSION RECOMMENDS A POSITIVE VOTE)
