Dupo Community Unit School District 196 Board of Education met Nov. 19.

Here is the minutes provided by the board:

Meeting was called to order by President DeClue at 6:31pm with the provision of HB476 by the 76th General Assembly having been complied with. Present: Members DeClue, Miller, Stanberry, Stoll, Chartrand, and Stumpf. Member Sullivan has resigned his seat effective November 8, 2019.

Dr. Carpenter recognized the School Board and Counsel for their service throughout the year. She also presented a plaque honoring his service on the Board of Education to Mike Sullivan.

A motion to approve the consent agenda was made by Member Stanberry and seconded by Member Stoll.

A motion to approve administrative reports after a highlight by Jr-Sr High administration was made by Member Stumpf and seconded by Member Miller.

A motion to approve the 1st reading of updated Board Policy was made by Member Stanberry and seconded by Member DeClue.

A motion to approve use of Bluffview by the Dupo Police Dept for the Shop With A Cop event on Saturday, December 21, 2019, with hold harmless agreement and insurance certification provided and with all fees waived was made by Member Stoll and seconded by

Member Miller.

A motion to approve the surplus list and authorize the Superintendent to dispose of the property in best manner possible was made by Member Miller and seconded by Member Stanberry.

Superintendent Carpenter presented a proposed FY19 tax levy for consideration before the December meeting.

A motion to set a Public Hearing over the FY19 Tax Levy for Tuesday, December 17, 2019, at 6:15pm in the ROTC Room was made by Member Stoll and seconded by Member DeClue.

Ayes: Members Stoll, DeClue, Stanberry, Stumpf, Miller, and Chartrand

A motion to approve a resolution to transfer $18,000.00 from Fund 70 Working Cash to Fund 40 Transportation for the purchase of a pre-owned white activity bus was made by Member Stanberry and seconded by Member Stumpf.

A motion to ratify the purchase of a 15 passenger pre-owned white activity bus for $21,658.00 was made by Member Stoll and seconded by Member DeClue.

A motion to enter executive session at 7:00pm to consider the appointment, employment, compensation, discipline, performance, or dismissal of a specific employee or office of the public body pursuant to 5 ILCS 120/2(c)(1) and to consider adding ESP position / hours and to consider a leave of absence request and to consider Early Retirement Incentive requests and to consider appointing an individual to fill a vacancy on the Board of Education was made by Member Stanberry and seconded by Member Miller

A motion to return to open session at 7:44pm was made by Member Stoll and seconded by Member Miller.

A motion to add two (2) hours per day to the Jr-Sr High Nurse position (from four to six hours per day) effective January 7, 2020, was made by Member DeClue and seconded by Member Stanberry.

A motion to create and post a 5.75 hour per day para-professional (aide) position was made by Member Stanberry and seconded by Member Stumpf.

A motion to employ Aaron Stellhorn for the Maintenance Worker position pending successful background checks was made by Member Stoll and seconded by Member DeClue.

A motion to employ Katelynn Long as a non-certified substitute pending successful background checks was made by Member Stumpf and seconded by Member DeClue.

A motion to approve a medical leave request from Ashley Hughey from approximately March 4, 2020, through the end of the 2019-20 school year with FMLA leave running concurrently was made by Member Stanberry and seconded by Member Stoll.

A motion to accept an irrevocable notice of retirement from Major Mike Conley under the

Non-Certified Early Retirement Incentive Agreement effective the end of the 2020-21 school year was made by Member DeClue and seconded by Member Miller.

A motion to appoint Suzanne Mushaney to the Board of Education effective immediately was made by Member Stanberry and seconded by Member Stumpf.

Superintendent Carpenter administered the oath of office to Suzanne Mushaney. She was seated on the Board of Education following her oath.

A motion to adjourn at 7:51pm was made by Member Mushaney and seconded by Member Miller.
