Mayor Ed Hagnauer called the City Council Meeting to order at 7:03 p.m.
ATTENDANCE ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson, Koberna, Clerk Whitaker and Mayor Hagnauer were present.
MOTION By Eavenson, second by Koberna to approve the City Council Minutes from November 19, 2019. ALL VOTED YES. Motion Carried.
Mayor Hagnauer read retirement letter from Captain Jenna Deyoung and thanked her for her service.
Chief Rozell praised Captain Deyoung for her 28 years of her service to the Community and the City of Granite City.
MOTION By Mathes, second by Jackstadt to place on file the retirement letter from Captain Jenna Deyoung. ALL VOTED YES. Motion Carried.
MOTION By McDowell, second by Elliott to place on file the Plan Commission Agenda for December 5, 2019. ALL VOTED YES. Motion Carried.
MOTION By McDowell, second by Eavenson to approve a Resolution for Demo or Repair of 1340 Edwardsville Rd.

MOTION By McDowell, second by Davis to approve a Resolution for Demo or Repair 2638 E 25th St.

MOTION By McDowell, second by Mathes to suspend the rule and place on final passage an Ordinance licensing and regulating the number of Food Pantries in the City of Granite.
ROLL CALL: McDowell, Schmidtke, Jackstadt, Williams, Pickerell, Elliott, Mathes, Davis, Eavenson and Koberna. ALL VOTED YES. Motion Carried.

MOTION By Mathes, second by Elliott to approve an agreement between Coordinated Youth and Human Services (CYHS) and the Granite City Police Department, City of Granite City, IL, for the CYHS Resource Officer Program.

MOTION By Mathes, second by Jackstadt to approve the following promotions due to the Retirement of Captain Jenna Deyoung effective December 17, 2019;
1. Lieutenant Nicholas Novacich to Captain
2. Sergeant Gary Brooks to Lieutenant
3. Patrolman Jacob Koepp to Sergeant

MOTION By Eavenson, second by Koberna to place on file the Risk Management Committee Meeting Minutes from November 19, 2019 and the Closed Risk Committee Meeting Minutes stay closed for Six Months. ALL VOTED YES. Motion Carried.
MOTION By Eavenson, second by Mathes to approve a Resolution to Renew Employee Health Insurance Coverage 2020, with Blue Cross/Blue Shield.

MOTION By Jackstadt, second by Eavenson to approve an Engineering Agreement with Granite City Sanitary Sewer System User Study.
