11-B(5). 05 – JAN20 – Patrick Goeke: A request for a Special Use

Permit for a liquor license for Signature Spirits, a wine and whiskey lounge / store, at 2630 Mascoutah Avenue (Parcel number 09-30.0-111-003) located in a “C-2” Heavy Commercial District. (Applicable sections of the Zoning Code: 162.248, 162.515) Ward 7 Zoning Board unanimously recommended Approval in the name of the applicant only.

11-B(6). 06 – JAN20 – MVAH Holding LLC: A request for a Special Use Permit to establish a multi-family residential development consisting of a club house and 16 multi-family dwellings with a combined total of 64 dwelling units at 1211 Frank Scott Parkway and 5705 Tamaroa Lane (Parcel numbers 08-05.0-301-002, 08-05.0-301-012) located in a “C-2” Heavy Commercial District (Applicable sections of the Zoning Code: 162.248, 162.515) Ward 4 Zoning Board recommended Denial by a majority vote of 6-1

Request from Southwestern Illinois College Programs and Services for Older Persons to hold their Belleville Senior Celebration Friday, May 8, 2020, 10:00am to 2:00pm, 201 North Church Street. Street closure request: 200 Block of North Church Street between East "B" Street and East "C" Street, 7:30am to 3:30pm. Additional City services requested: reserve city parking lot at corner of North Jackson Street and East "B" Street, barricades, picnic tables, trash toters and signage.

12-B. LAW DAY RUN – 04/25/2020

Request from St. Clair County Bar Association and Belleville Running Club to hold the Law Day Run Saturday, April 25, 2020, 9:00am to 12:00pm. Street closure request: North High Street to East "A" Street and East "A" Street from North High to North Jackson, 8:30am. No parking on High Street from East "D" Street to McKinley, on Abend Street and municipal lot behind Lincoln Theatre after 1:00am on Saturday, April 25, 2020. Additional City services requested: toters, barricades, stop lights changed to flashing, picnic tables, chalk/chalker, safety vests and Belleville Police Department personnel.

12-C. ST. PATRICK’S DAY PARADE – 03/14/2020

Request from the Ancient Order of Hibernians to hold the St. Patrick’s Day Parade Saturday, March 14, 2020. Street closure request: parade line-up North 3rd Street from West “A” Street to West "C" Street, 10:00am to 1:00pm. Parade route closure West Main Street east to Douglas Avenue, 11:00am to 1:00pm. Additional City services requested: trash toters, barricades, "no parking" signs, clean-up and Belleville Police Department personnel.

12-D. OKTOBERFEST – 09/18/2020, 09/19/2020, 09/20/2020

Request from the Belleville Oktoberfest Committee to hold Belleville Oktoberfest, Friday, September 18, 2020 and Saturday, September, 19 2020, 11:00am to 11:00pm. Sunday, September 20, 2020, 11:00am to 5:00pm. Street closure requests: Thursday, September 17, 2020, 10:00am West Main Street from Illinois Street/159 to east side of 2nd Street and first block of North First Street; 5:00pm first block north, south and east of fountain and East Main Street from the east side of High Street to the west side of Jackson Street. High Street remains open. Streets to re-open by 3:00 am Sunday, September 20, 2020. Sunday, September 20, 2020 street closure remains on West Main Street and North First Street, re-open by 9:00pm.

Car Show street closures Saturday, September 19, 2020, 6:00am to 6:00pm East Main Street from Jackson Street to west side of Charles Street, including the first block north and south of Jackson and Church Street. No vehicles from car show to be parked on South Jackson.

Additional City services requested: barricades, police personnel, "No Parking" signs, clean-up, electric and picnic tables. Request for banners across West Main, East Main and North Illinois Street; 50 Street Light Banners in downtown area from last week of May 2020 to event for their 40th Anniversary.

12-E. HISTORICAL LUMINARY WALK – 12/12/2020

Request from Belleville Historical Society, Gustave Koerner House, St. Clair County Historical Society and Neighbors of Abend and Garfield to hold the “The Old Belleville Historic Luminary Walk” Saturday, December 12, 2020, 5:00pm to 9:00pm. Street closure request: East Garfield from Mascoutah Avenue to Abend Street alley and Abend Street from Mascoutah Avenue to Washington School parking lot entrance, 12:00 pm to 9:30pm. Additional request: barricades and street sweeping prior to event.

12-F. OUT OF DARKNESS WALK – 10/17/2020

Request from American Foundation for Suicide Prevention to hold the St. Clair County Out of the Darkness Walk Saturday, October 17, 2020, 9:00am to 1:00pm. Additional City services requested: cones and highvisibility vests. No street closures.

12-G. CHRISTKINDLMARKT – 11/27/2020 – 12/23/2020

Request from BCEO/Belleville Christkindlmarkt to hold the Belleville Christkindlmarkt, Friday, November 27, 2020 to Wednesday, December 23, 2020 the southeast and northeast quadrant of the Public Square.

Christkindlmarkt concert, Saturday, November 28, 2020, 6:30pm. Street Closure Request: Saturday, November 28, 2020, 6:00pm to 9:00pm for concert as necessary on first block of West Main Street between 159 and 1st Street. Additional City Services: Police Personnel for concert, chalets, trash toters, picnic tables, Port-a-Potties, barricades, “No Parking” signage, water barriers, electric and vendor parking at City Hall parking lot. Banner request across West Main, East Main and North Illinois,
