Request from TOCO HerStory and Seven Belleville to hold “15th Annual HerStory Weekend”, Saturday, March 28, 2020, 6:00pm to 11:30pm.

Street closure request first block of East Main Street (from east side of 159 to west side of High Street), 3:00pm to 1:30am (03/29/20). Additional City services requested: police officer, barricades, trash toters, picnic tables, “No Parking” signage and electrical panels. BMS endorsed.

12-C. ORCHARDS EASTER PARADE - 04/20/2019

Request from Orchards Homeowner’s Assoc to hold their Annual Easter Parade on Saturday, April 11, 2020, 10:45am to 11:45am. Street closure request of 2nd Fairway Court south on Pro Tour Drive and Golf Course Drive to Clubhouse/Poolhouse, Additional City services requested: Belleville Police personnel and Fire Department vehicle.

12-D. RACE FOR RESCUES - 04/19/2020

Request from Belleville Area Humane Society to hold “Race for Rescues” 5K, Sunday, April 19, 2020, 9:00am to 12:00pm. Rolling street closure of 5k route 8:45am to 10:15am. Additional City services requested: police officer, barricades, trash toters, picnic tables, sandbags and safety cones.

12-E. TOUR de BELLEVILLE – 07/10/2020

Request from Belleville Parks & Recreation Department to host Tour de Belleville, Friday, July 10, 2020, 8:00pm to midnight. Street closure request intersection of East "B" Street and North Douglas, one block north, south, east and west from intersection, 7:45pm to 8:30pm. All other street closures are rolling along bike route. Additional City services requested: barricades, “No Parking" signs, trash toters, picnic tables, banquet tables, personnel and banners across East and West Main Street.

12-F. SCHAEFER AUTOMOTIVE CAR SHOW – 07/25/2020

Request from Schaefer Automotive to host Schaefer Automotive Car Show, Saturday, July 25, 2020, 2:00pm to 8:00pm. No street closures. Additional City services requested: “Event in Progress” signage and Police personnel.

Request from the City of Belleville to host Downtown Halloween Trickor-Treat, Friday, October 30, 2020, 5:30pm to 7:30pm. Street closure request East Main Street from High Street (east side) to Charles Street (west side) and the first block of North/South Jackson Street to alley and first block of North/South Church Street to alley, 4:00pm to 9:00pm. Additional City services requested: barricades, "No Parking" signs, trash toters, picnic tables and personnel.

12-H. SEPTEMBER 11TH MOMENT OF REMEMBRANCE - 09/11/2020

Request from the September 11th Memorial Walkway of Southern Illinois Committee and City of Belleville to hold a 9/11 Moment of Remembrance Ceremony, Friday, September 11, 2020, 11:30am to 12:00pm., Firehouse #4, 1125 South Illinois Street. Additional City services requested: logistical support as necessary.

12-I. VETERANS DAY CEREMONY - 11/11/2020

Request from City of Belleville to host the Veterans Day Ceremony, Wednesday, November 11, 2020, 11:00am to 12:00pm. Street closure request Public Square including the first block of East and West Main Street and the first block of North and South Illinois Street, 9:00am to 1:00pm. Ceremony will move to the lobby of City Hall in case of inclement weather. Additional City services requested: barricades, picnic tables and personnel.

12-J. GINGERBREAD 5K RUN/WALK - 12/05/2020

Request from Belleville Parks & Recreation Department to hold the Gingerbread 5K Run/Walk, Saturday, December 5, 2020, 8:30am to 10:30am. Street closure request West Main Street from 4th to 6th Street, 8:15am to 10:30am and rolling closure of 5K route 8:30am to 10:30am. Additional City services requested: barricades, "No Parking" signs, trash toters, personnel and banner placement across West Main Street.

PUBLIC PARTICIPATION (2-3 MINUTES PER PERSON)

(a) Members of the public may address the City Council in accordance with Section 2.06(g) of the Illinois Open Meetings Act (5 ILCS 120/2.06(g);

(b) Public comments are limited to three (3) minutes per speaker;

(c) The subject of public comments shall be reasonably related to matters(s) identified on the meeting agenda and/or other city business;

(d) Repetitive public comments should be avoided, to the extent practical, through adoption of prior public comment (e.g. agreeing with prior speaker);

(e) The following conduct is prohibited during public participation:

• Acting or appearing in a lewd or disgraceful manner;

• Using disparaging, obscene or insulting language;

• Personal attacks impugning character and/or integrity;

• Intimidation;

• Disorderly conduct as defined in Section 130.02 of this revised code of ordinances.

(f) Any speaker who engages in such prohibited conduct during public participation shall be called to order by the chair or ruling by the chair if a point of order is made by a sitting alderman.
