Mayor Eckert called this meeting to order.

City Clerk Meyer called roll. Members present on roll call: Alderman Kinsella, Alderwoman Duco, Alderman Puss, Alderman Ferguson, Alderman Anthony, Alderman Ovian (arrived at 7:/ 8 p.m.), Alderman Dintelman, Alderwoman Schaefer, Alderwoman Stiehl, Alderman Rothweiler, Alderman Elmore, Alderman Wigginton, Alderman Barfield.

Alderman Hazel, Alderman Randle and Alderman Weygandt excused.

PUBLIC PARTICIPATION

Regarding the proposed fee on the electric aggregation. To restate his comments from the Finance Committee meeting; if, in fact, this is a fee it should only be enough to cover the City' s actual cost of participating in the program. The rate should be set based upon the study of the cost versus the estimated revenue. Barring any discussion of the cost/revenue this becomes nothing more than a hidden tax upon the residents of Belleville.

During the Finance meeting justification for the new tax was that 2/3 of other municipalities collect the tax. Do you think just because other municipalities collect a tax that this is a good reason to implement a hidden tax upon the residents of Belleville. Belleville' s 9.1% sales tax is already higher than many other surrounding communities. Just last month the City increased the sewer rates by 8%. The State has an automatic gasoline tax increase on July 1' ofevery year.

How many aldermen saw an increase in this year' s property tax bills? Now is not the time to be introducing new taxes on the citizens on Belleville.

Ron Dietrich, Executive Director, RASI 

Mr. Dietrich advised, RASI, is supporting bringing back the housing inspectors from furlough. They are appreciative of the City's attempts over the last three ( 3) months to make sure land transactions continue to happen in the City of Belleville. As multiple municipalities have come back online with the regular inspections with restrictions in place, they are hoping Belleville will be able to join them and give home sellers/buyers and the members of real estate transactions in St. Clair County.P

RESENTATIONS, RECOGNITIONS& APPOINTMENTS

Mayor Eckert recognized Royce Carlisle for 34 years of service with the City of Belleville while serving as Director of Wastewater Treatment Plant and Sewer Lines.

Mayor Eckert recognized Sherry Favre Salvatore for 3 1/ 2 years of service with the City of Belleville while serving as Director of Human Resources.

Alderman Dimelman made a motion seconded by Alderwoman Stiehl to approve the promotion and appointment of Randy Smith, Sr., as Director of Wastewater Treatment Plant and Sewer Lines, effective June 27, 2020 at 12: 01 am.

Alderwoman Schaefer made a motion seconded by Alderwoman Duco to approve the promotion and appointment of Jay Godt, as Assistant Director of Wastewater Treatment Plant and Sewer Lines, effective June 27, 2020 at 12:01 a.m.

Alderman Ovian made a motion seconded by Alderman Wigginton to approve the appointment of Emma Qualls as Interim Human Resources Manager, effective immediately.

Discussion.

Alderman Ferguson asked how long she has worked in this position and how much experience does she have working with the unions; Mayor Eckert advised she was with Sherry Salvatore during several the union engagements.

Alderwoman Schaefer asked when she will finish her master' s program; Mayor Eckert advised next Spring.

Alderman Dintelman asked if her salary is $ 49k annually; Mayor Eckert advised yes, and she was making $ 18/ hr during her internship. This salary is %: of what the previous director was making.

Alderman Rothweiler made a motion seconded by Alderwoman Schaefer to approve the appointment of Andy Gas to fill a vacancy on the Historic Preservation Commission left by Christina McCullough and to serve a 1- year term.

Alderman Wigginton made a motion seconded by Alderwoman Schaefer to approve City Council Meeting Minutes June 1, 2020.

Alderman Anthony made a motion seconded by Alderman Pusa to approve claims and disbursements in the amount of$1, 501, 272. 79 payroll in the amount of$ 786,355.12.

parcel# 08- 25.0-303- 021) Ward 6 Planning Commission unanimously recommended Approval with the stipulation the City Engineer approve storm water detention plans prior to issuance of Building Permits.

Alderman Kinsella made a motion seconded by Alderman Wigginton to approve a development agreement with Pinnacle Eateries, LLC for remodeling of the existing facility located at 648 Carlyle Avenue for a new restaurant.

Alderman Elmore advised June 26" is Phase IV and that is when we will go up to 50 people, restaurants, churches and movie theatres will be able to meet the guildlines. Will City Council have normal meetings; Mayor Eckert advised he will discuss with the City Attorney and City

Clerk and make a recommendation.

Alderman Wigginton advised the Governor made a statement today the State of Illinois may not move into Phase IV on June 26'".

MISCELLANEOUS & NEW BUSINESS

Alderwoman Schaefer made a motion seconded by Alderman Ferguson to approve Motor Fuel Claims in the Amount of$9,467.68.

Alderwoman Schaefer asked for an update regarding the street scape; Mayor Eckert advised Geri Boyer gave an update during the Streets and Grades meeting. There was a delay due to AT&T. There is a negotiated price between the City and AT&T to move some of their fiber optics. In a few weeks everyone should be back to work.

Alderman Ferguson made a motion seconded by Alderman Elmore to terminate Memorandum of Understanding with Teamsters, Petroleum and Allied Trades, Local Union No. 50 drivers and helpers/parks and recreation maintenance bargaining unit ( Union) concerning bargaining-unit member furloughs, pursuant to Section 3 thereof, and recall Union employee Christopher Hertel from unpaid-furlough status, effective June 16, 2020 and to recall Housing Inspector(s) from unpaid-furlough status, effective June 16, 2020.
