City of Lebanon Plan Commission met June 16.

Meeting Called to Order: Jeffrey Fairlie, Chairman

Motion to approve the minutes from February 5, 2020

Audience Members: none

Agenda Item 1: Edward Jones Sign

Discussion: All members had been sent the specifications of the sign. The sign is in compliance with the regulations in the historic district. It is a new sign, at a new location and it will be in the window therefore, a Certificate of Appropriateness is necessary,

Motion to approve the Certificate of Appropriateness for the sign as presented for the Edward Jones Office at 214 E. St. Louis Street

Agenda Item 2: Ordinance allowing chickens within the city limits.

Discussion: After reviewing the ordinance presented, several of the plan commission members voiced concerns. The chicken coops are dirty and will attract unwanted animals. Chickens cannot easily be contained in a fenced yard. Would neighbors be allowed to voice their disapproval? Ordinance 36-125 states that anything agricultural requires a special use permit. Special Use would be easier to control. A major concern is: Who is going to monitor these regulations?

Motion to approve or disapprove the ordinance to allow chickens in the city.

Item 3: St. Louis street current signage and accommodations for businesses.

Discussion: Why are we issuing certificate of appropriateness for the historic district? St. Louis Street looks horrible. There are too many signs all over town. We feel that the council, merchants, emergency services and residents should have been consulted. Large trucks do not fit in the angled parking spaces. The Plan Commission should have been consulted in conjunction with all those who are affected to help the businesses but with a more attractive and safer streetscape.
