Here is the agenda provided by the council:

7-B. Mayor Eckert will recognize Arthur P. Jacobs, Jr. for 26 ½ years of service with the City of Belleville Fire Department with 6 ½ years serving as Deputy Fire Chief.

9-A. Motion to approve claims and disbursements in the amount of $1,031,684.93 payroll in the amount of $812,326.74.

11-A. MOTIONS FROM ADMINISTRATION

11-A(1). Motion to approve a Facility Use Agreement with the Society of St. Vincent de Paul Belleville Council for the property at 8800 West Main Street, Belleville, Illinois, for $300 monthly plus utilities, October 1, 2020 through September 30, 2023.

11-A(2). Motion to waive the formal bidding procedures and utilize Sourcewell Cooperative Purchasing Alliance to purchase one(1) International HV607 31-yard Sidewinder Automated truck for $255,466.02 and two(2) International HV607 20-yard rear load waste trucks for $167,222.42 each.

11-A(3). Motion to waive the formal bidding procedures and approve purchasing a 2021 GMC Sierra 3500 truck for the Fire Department from Cardinal Buick in the amount of $42,028.98.

11-A(4.) Motion to approve advertising/hiring a full-time Planner & GIS Coordinator.

11-B. MOTION FROM BOARD OF POLICE & FIRE COMMISSION

11-B(1). Motion to approve the promotion of Lt. Todd Keilbach, effective Wednesday, September 9, 2020 at 12:01am to Captain from the current promotional eligibility list.

11-B(2). Motion to approve the promotion of Captain Stephanie Mills to Battalion Chief, Engineer Jeremy DeJournett to Captain and Firefighter Josh Owens to Engineer effective Wednesday, September 9, 2020 at 12:01am.

11-C. MOTIONS FROM ZONING BOARD OF APPEALS

11-C(1) 35-AUG20 – Amber Weiss: A request for a Special Use Permit for a liquor license for Sugar High, a restaurant, at 100 East Main Street (parcel #08-22.0-338-001) located in a “C-2” Heavy Commercial District. (Applicable sections of the Zoning Code: 162.248, 162.515) Ward 6 Zoning Board unanimously recommended Approval (5-0) in the name of the Applicant only.

11-C(2). 36-AUG20 – Amber Weiss: A request for a Special Use Permit for outdoor dining for Sugar High, a restaurant, at 100 East Main Street (parcel #08-22.0-338-001) located in a “C-2” Heavy Commercial District. (Applicable sections of the Zoning Code: 162.248, 162.515) Ward 6 Zoning Board unanimously recommended Approval (5-0).

11-C(3). 37-AUG20 – Deneshia L. Smith-McKinzie: A request for a Sign Installation Permit for Area of Special Control to install flush-mounted signs for The Mane Attraction Beauty Bar at 14 East Main Street (parcel #08-21.0-445-008) located in a “C-2” Heavy Commercial District. (Applicable sections of the Sign Code: 155.052, 155.053) Ward 6 Zoning Board unanimously recommended Approval (5-0).

11-C(4). 38-AUG20 – Belleville Area Special Services Cooperative: A request for a Special Use Permit to establish a 1,200 square foot metal building at 2411 Pathways Crossing (parcel #08-25.0-200-013) located in a “C-4” Commercial District. (Applicable sections of the Zoning Code: 162.278, 162.515) Ward 7 Zoning Board unanimously recommended Approval (5-0).

11-D. MOTIONS FROM PLANNING COMMISSION

11-D(1). Shooting Range House – City of Belleville Police Department: Site Plan for the development of a 1,200 square foot shooting range building, located at 498 Environmental Drive on a 10.77 acre, “C-2” Heavy Commercial District zoned property. (parcel #08-27.0-322-009) Ward 6 Planning Commission Members unanimously recommended Approval (7-0).

11-D(2). Storage Building – Belleville Area Special Services Cooperative: Site Plan for the development of a 1,200 square foot metal building, located at 2411 Pathways Crossing, on an 11.74 acre, “C-4” Commercial District zoned property. (parcel # 08-25.0-200-013) Ward 7 Planning Commission Members unanimously recommended Approval (7-0).

11-D(3). A & A Beauty & Fashion: Site Plan for the development of an 8,990 sf commercial building, located at 4524 - 4530 West Main Street, on a 0.69 acre, “C-2” Heavy Commercial District zoned property. (parcels 08-18.0-208-051 and 08-18.0-208-075). Ward 8 Planning Commission Members unanimously recommended Approval (7-0) with the following stipulation: The concerns of the City Engineer be addressed and subject to approval prior to the issuance of building permits.

12. COMMUNICATIONS

12-A. PAINT HISTORIC BELLEVILLE PLEIN AIR ART AUCTION 

Request from Belleville Historical Society to host the Plein Air Art Auction Saturday, September 19, 2020, 1:00pm to 3:00pm. Street closure request East Garfield Street west of Mascoutah Avenue for approximately 150 yards, 9:00am to 3:00pm. Additional request for barricades and “No Parking” signage. All COVID-19 mitigation requirements to be followed.

12-B. MUSIC & EVENTS AT THE VENUE

Venue on Main requests to extend their Music & Events at the Venue adding the following dates Friday, September 11, Saturday, September 12, Saturday, September 19, Friday, September 25, Saturday, September 26, Friday, October 2, Saturday October 3, Saturday, October 10, Saturday, October 17, Friday, October 23, Saturday, October 24 and Saturday, October 31, 4:00pm to 11:00pm. To include food trucks within the closed off street area. Street closure request first block of South 2nd Street to alley, 3:00pm to 11:30pm on all dates.

Additional request of barricades. All COVID-19 mitigation requirements to be followed. Two musicians maximum per event.

12-C. FIRE DEPARTMENT CHILI COOK-OFF

Request from IAFF Local 53 to hold contactless Fire Department chili sales on Saturday, October 10, 2020, 11:00am to 5:00pm at 1125 South Illinois Street. All COVID-19 mitigation requirements to be followed.
