City of Belleville Historic Preservation Commission met Aug. 19.

Here is the minutes provided by the commission:

Meeting Minutes: Tuesday, August 19, 2020 (Meeting held by teleconference due to social distancing and Covid-19 pandemic.)

PUBLIC PARTICIPATION

A call for public participation was given, but no one responded.

DESIGN REVIEW REQUEST(S)

300 North Charles: Jim Page, VFW Post 1793 Representative

Request for outdoor flood lighting along the front entrance of 300 North Charles and under the awning.

Flood lights will be around 2 inches in height and will be hidden by the awning. Flood lights only focused on building so it does not disturb next door neighbors.

Mr. Dominique – Motion made: “That the DRR request, in total, be approved as presented.”

OFFICER’S REPORTS

Chairperson Report: Ms. McKenzie reported that she had nothing to share.

Secretary Report: Minutes from Special Meeting June 4, 2020’s minutes presented and commission members requested corrections.

Mr. Owens – Motion made: “We accept the minutes from the Special Meeting of June 4, 2020, with corrections.”

Minutes from Regular Monthly Meeting July 21, 2020’s minutes presented and commission members requested corrections.

Treasurer’s Report: Mr. Owens shared with the commission that there is $3,144.76 in the savings account (increase of $0.54 in interest), with an additional $2,000 from the city budget.

New/Old Business

1. Nominations and Election of BHPC Officer for FY2021 (NOTE: Election of Officers is for a 1 year term and new election will take place at the May 2021 BHPC meeting.)

a. Chairperson Nomination(s): Ms. Molly McKenzie (Ms. McKenzie accepted the nomination)

b. Vice Chairperson Nomination(s): Ms. Ashley Pollock (Ms. Pollock accepted the nomination)

c. Secretary Nomination(s): Mr. Keith Owens (Mr. Owens accepted the nomination) 

Mr. LeChein asked if that will be too much for one person to do both Secretary and Treasurer. Mr. Owens replied that the Treasurer only receives an email about the past month’s budget from Jamie Maitret and delivers the information to the commission. Also if there are any receipts, Mr. Owens takes them to City Hall for processing. It was determined that someone could do both Secretary and Treasurer at the same time.

2. Historic Neighborhood Street Banners

a. Ms. Pollock asked Lennon Mueller to come up with some other banner ideas. Mr. Miller has told Ms. Pollock that he will design the banners pro bono. The commission viewed Mr. Mueller’s two possible banner designs and gave suggestions for changes.

1) Mr. LeChien suggested that with the scroll and brick work present, a window should be added to show significance of the scroll work on homes within the historical districts.

2) Mr. Dominique suggested the text on the banners be white.

3) Mr. Owens suggested that the text at the bottom note on the banner state and be printed in this orientation:

b. Ms. McKenzie asked about having to bid this job out because the banner project will be over $6000

1) Mr. Eric Schauster stated that the bidding process is necessary if a purchase is $10,000 or more. We will not have to bid out.

2) Mr. Dominique stated that the cost he gave us was for duel banners, not single banners. The real cost for the banners with hardware will be ($60 for banners, $90 for hardware = $150 per banner)

3) Mr. Owens agreed that the placement of double banners will not be feasible because many of the utility poles have too many wires attached. If one looks at the banner location maps, one will see the placement of the banner and direction it should face.

c. Mr. Mueller uses this company to do the printing.

d. Mr. Dominique received the cost for the banners from this company.

e. A request to invite Mr. Mueller to our next regular meeting that is not a teleconference to show and discuss his designs.

3. New Logo for the Belleville Historic Preservation Commission

Ms. Pollock asked Lennon Mueller to come up with some logo ideas. Mr. Mueller has told

Ms. Pollock that he will design the banners pro bono. The commission viewed the three possible logo designs and gave suggestions for changes.

1) Ms. McKenzie suggested less is better and cleaner looking.

2) Mr. Pollock suggested that the logo may go on the banners.

3) Mr. Pollock suggested that the logo have the word “Belleville” at the top of the circle and “Historic Preservation Commission” at the bottom of the circle.

4. DRR Manual Update

Mr. Gaa stated that he is good to go and waiting for Mr. Owens to give him the edited version that is in an electronic format of the DRR that Mr. Owens has created, but Mr. Owens said it was on his work computer and cannot get it because of the pandemic shut down. Mr. Owens stated he would try to recreate an electronic format of the DRR that can be edited from home with his computer.

1) Mr. LeChein will assist Mr. Gaa to complete this task.

2) Ms. Pollock would like to help but cannot help if Mr. Gaa and Mr LeChien meetings outside of regular BHPC meeting because 3 people from the commission meeting is considered a “Majority of a Quorum”, which is not permissible.

3) Mr. Pollock will have to work separately with Andy if she wishes to participate.

NOTE: The number of members the commission can have is 9. A “quorum” is 5 members present; a “majority of a quorum” is 3 members.

5. Social Media Update

Ms. Pollock stated and proposed

1) 46 new followers this past month and asked all members who have a Facebook account to invite friends and family to like and follow the commission’s Facebook page.

2) Brief bios of BHPC’s members on the Facebook page to put a “face with a name” and share why we are on the commission. This is voluntary.

3) Short videos of house histories, one house per historic district.

Miscellaneous Discussion

1. Mr. Owens shared that the corner of West Main and 14th Street is the 90 degree parallel, ¼ of the way around the world from Greenwich, England. Since the city-scape construction is going on West Main, a sign, banner, or wall painting could be placed to celebrate this. Ms. McKenzie questioned how Mr. Owens knows this. Mr. Owens stated that the Google app, Google Earth shows the longitude and latitude of a requested location.

2. Mr. Joel Glasscock shared that tonight was his last meeting as city lision. Joel has found new employment outside of Belleville and Mr. Eric Schauster will be the new city lision for the commission starting in September 2020. We thank Mr. Glasscock for all of the hard work and guidance he has given to us and welcome Mr. Schauster back as lision.
